What Are Critical Raw Materials, and Why Are They Important to the EU?

Critical raw materials (CRMs) are materials that the European Union considers both economically important and exposed to significant supply risk. They are essential inputs for batteries, electric vehicles, wind turbines, semiconductors, digital equipment, aerospace and defence systems. The EU’s concern is not simply that these materials are rare: it is that disruption, concentrated overseas production and rapidly rising demand could damage European industry and economic security.

The Critical Raw Materials Act, in force since 23 May 2024, creates a framework to expand extraction, processing and recycling inside Europe, diversify imports and monitor supply chains. Its 2030 benchmarks are designed to make access more resilient, but they are targets rather than proof that the EU already meets those percentages.

What counts as a critical raw material?

Under the EU framework, a raw material is “critical” when it combines two characteristics: high economic importance to European industry and a relatively high risk that supply could be disrupted. The Council of the European Union says these materials are “essential to the functioning and integrity of a wide range of key industries across the EU.” (Council of the EU)

This is a policy assessment, not a synonym for “rare.” A material can be abundant in the Earth’s crust yet still be critical if production, refining or trade is concentrated in a small number of countries, if substitutes are difficult to use, or if European demand is strategically important. Conversely, geological scarcity alone does not automatically place a material on the EU list.

Critical versus strategic raw materials

The current EU framework identifies 34 critical raw materials, including a narrower group of 17 strategic raw materials. Strategic materials are the subset most closely tied to strategic technologies, expected demand growth, the green and digital transitions, defence and aerospace, and the difficulty of rapidly increasing production.

Designation How the EU uses it Current framework
Critical raw material Material meeting both the EU’s economic-importance and supply-risk criteria. 34 materials
Strategic raw material Critical material given additional priority because of strategic technology uses, growth prospects and production constraints. 17 materials

EU law sets the two assessment thresholds at 1 for supply risk and 2.8 for economic importance. A material must meet or exceed both thresholds to be included as critical under the regulation. The list is not permanent: the law requires a review by 24 May 2027 and at least once every three years after that. Changes in technology, trade, demand or production can therefore alter which materials qualify. (Regulation (EU) 2024/1252)

Where are these materials used?

CRMs sit upstream of products that consumers and businesses rarely associate with mining. A small quantity of a particular material can be indispensable to a component, coating, magnet, chemical process or semiconductor even when it is not visible in the finished product.

Electric vehicles and batteries

Lithium, cobalt and nickel are used in important electric-vehicle battery chemistries. Their availability affects battery-cell manufacturing, vehicle production and the EU’s ability to reduce transport emissions. Battery demand also competes with demand from grid storage and consumer electronics.

Renewable power

Wind turbines use materials including boron in high-performance permanent magnets and other components. Solar, grid and power-electronics equipment likewise depends on specialised minerals and metals. If a material needed for generators, magnets or electrical systems is delayed, an entire clean-energy project can face higher costs or a longer schedule.

Digital devices and semiconductors

Digital infrastructure, smartphones, data-centre equipment, artificial-intelligence hardware and semiconductor manufacturing require a range of refined materials. The Council gives tungsten used in smartphone vibration technology as one example. Modern chips and electronic components also depend on highly controlled chemical and metallurgical inputs, so a shortage at one processing stage can matter even when the final device contains only a tiny amount.

Aerospace, defence and industrial equipment

Aircraft, satellites, precision systems and defence equipment use materials selected for properties such as heat resistance, strength, magnetism or low weight. These applications often have strict technical specifications and lengthy qualification cycles, making substitution slower than simply buying a different commodity.

Why is supply vulnerable?

Production and processing are concentrated

Many CRMs are mined, separated or refined outside the EU, and several supply chains rely on a limited number of countries. China is a major supplier for multiple materials on the EU list, according to the Council. Concentration creates exposure to geopolitical tensions, export restrictions, transport disruptions and competition from other regions. The risk can arise in mining, chemical conversion, metal refining or component manufacturing; importing ore from several countries does not remove dependence if one country controls the key refining step.

Demand is expected to rise sharply

The European Commission forecasts that EU demand for rare earths could be six times higher by 2030 and seven times higher by 2050. Its overview also forecasts lithium demand rising 12-fold by 2030 and 21-fold by 2050. These are Commission forecasts, not observed results, and the overview does not state the underlying forecast’s publication year. (European Commission overview)

Growth in electric vehicles, renewable generation, batteries, chips, digital networks, space systems and defence can therefore increase competition for the same inputs. Opening a mine or refinery can take many years, requires permits and infrastructure, and may face technical, environmental and financing constraints. Supply may not expand as quickly as demand.

Disruption has economy-wide effects

A shortage is not limited to the mining sector. It can interrupt factory output, delay energy projects, increase prices, weaken European manufacturers’ competitiveness and make strategic technologies more dependent on external decisions. For the EU, secure materials are consequently an issue of industrial policy, economic security and resilience as well as resource management.

What does the Critical Raw Materials Act do?

Regulation (EU) 2024/1252 entered into force on 23 May 2024. It establishes a common framework for increasing European capacity, reducing single-country dependence and improving visibility across supply chains. The regulation focuses especially on the 17 strategic raw materials.

The four 2030 benchmarks

At EU level, the Act sets the following goals for annual EU consumption of strategic raw materials:

Area 2030 benchmark What it means
Extraction At least 10% EU extraction capacity should cover at least 10% of annual EU consumption, where possible in light of European reserves.
Processing At least 40% EU processing capacity should provide at least 40% of annual consumption.
Recycling At least 25% EU recycling capacity should provide at least 25% of annual consumption and recover increasing quantities from waste.
Import concentration No more than 65% from one third country At any relevant processing stage, no single non-EU country should supply more than 65% of the EU’s annual consumption of a strategic raw material.

These are EU targets or benchmarks to approach or reach by 2030. They are not current performance figures, and the Council describes them as non-binding benchmarks in its public explainer. The extraction goal is also qualified by what European reserves can realistically support. (Council explainer; Regulation (EU) 2024/1252)

Strategic projects and permitting

The Act provides for designated strategic projects inside the EU and in partner countries. These projects can receive support for financing and shorter permit timeframes. Faster procedures do not remove environmental or public-participation requirements; they are intended to make decisions more coordinated and predictable for projects considered important to supply security.

Exploration and supply-chain monitoring

Member states are expected to maintain national exploration programmes so that potential resources are better understood. The framework also calls for monitoring of supply chains, stress testing and coordination on strategic stocks. Better data can help governments and companies identify a vulnerable mine, refinery, transport route or processing dependency before a crisis stops production.

Recycling, waste recovery and permanent magnets

Mining is only one part of the response. The Act promotes recovery of materials from waste, greater recycling capacity and measures aimed at improving circularity for permanent magnets. Keeping materials in use for longer can reduce the amount of new extraction required and lessen exposure to overseas supply shocks, although recycling yields depend on product design, collection systems and the concentration of material in discarded equipment.

International partnerships

Diversification also involves cooperation with countries outside the EU. Partnerships can support investment, trade, processing and responsible supply relationships rather than replacing one concentrated source with another. The Commission’s framework combines this external cooperation with stronger European extraction, processing and recycling.

What had the EU achieved by 2025 and early 2026?

The Council reports that the first designation round completed in 2025 selected 60 strategic projects: 47 in 13 EU member states and 13 in partner countries. Together, they covered 14 of the 17 strategic raw materials. These figures describe the projects designated in that round, not completed facilities or proof that the 2030 benchmarks have been met. (Council policy page)

The same Council update states that the EU had strategic partnerships with 16 countries as of early 2026. Because projects, partnerships and national measures can change, those numbers should be read as a dated implementation snapshot rather than a permanent total.

How the policy reduces risk beyond opening mines

A resilient supply chain uses several layers of protection:

  • More diverse sources: sourcing from multiple countries reduces the effect of a single export ban, political dispute or accident.
  • European processing capacity: refining and chemical conversion inside the EU can reduce dependence even when ore is imported.
  • Recycling and recovery: waste streams become a secondary source and can reduce pressure on new mines.
  • Monitoring and stress tests: authorities and companies can identify bottlenecks and prepare responses before shortages spread.
  • Strategic stocks and coordination: shared information and stock planning can cushion short interruptions.
  • Material efficiency and substitution: using less material or developing alternatives can lower exposure, although technical qualification may take time.

The combination matters because no single measure solves every vulnerability. Recycling cannot immediately replace primary supply for a fast-growing market, while new extraction does not help if the material still has to pass through a single foreign refining chokepoint.

What the designation means for people and businesses

Most people will not buy a CRM directly. They encounter the issue through the price, availability and rollout speed of products that use them: electric vehicles, batteries, phones, computers, renewable-energy equipment and network hardware. A disruption can appear as a delayed product launch or project, a higher component price or a manufacturer changing its design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For businesses, the designation is a signal to map the full bill of materials rather than only the immediate supplier. A company may buy a finished component from a European vendor while remaining indirectly dependent on one overseas mine or refinery. Contracts, inventory policies, recycling plans and engineering choices can all affect exposure.

Why the list will continue to evolve

Technology and geopolitics change faster than mine plans. A new battery chemistry can reduce demand for one material while increasing demand for another. A trade restriction can raise supply risk; a new European refinery can lower it. The EU’s required review by 24 May 2027 and recurring reviews at least every three years are intended to keep the classification aligned with those changes.

The most accurate way to read the list is therefore as a regularly updated risk-and-importance assessment. It identifies where the EU’s industrial and strategic exposure is greatest at a particular point in time, while the Critical Raw Materials Act supplies tools to reduce that exposure through extraction, processing, recycling, monitoring and diversified partnerships.
