It is a disclosure about payment responsibility and support—not a finding that the app or seller is fraudulent. Before paying, confirm the seller, full price, renewal and cancellation terms, refund policy, and support contact.
What the warning means
Apple places an informational banner on an EU App Store product page when an app offers purchases outside Apple’s billing system. Depending on the flow, Apple also describes a disclosure in the product’s Information section, an External Purchases notation at download confirmation, or a system disclosure sheet before you follow an actionable link or use alternative payment processing.
The key distinction is who runs the transaction. With Apple In‑App Purchase, Apple processes the payment and its account tools record the purchase. With an external purchase, you transact with the app developer or another merchant. Apple says sharing payment details outside its billing system can create additional security and privacy risks, but the warning does not establish that every external payment is unsafe or that a particular seller is a scam.

What may be different outside Apple In‑App Purchase
Apple Support categorizes these transactions as purchases that are not supported by Apple. Apple’s published wording says: “For purchases made outside Apple In‑App Purchase, Apple isn’t able to assist users with refunds, purchase history, subscription cancellation and management, violations of user data privacy, abuse or fraud and manipulation, in addition to issues that make the user experience less intuitive.” The statement is institutional guidance published June 24, 2026.

Availability can vary by app and payment flow. Do not assume that an external purchase automatically costs less or is less secure.

How to check an offer before paying
- Identify the seller. Confirm the legal or trading name shown at checkout, not just the app’s icon or brand.
- Check the complete price. Verify currency, taxes or other charges, billing interval, trial terms, and whether the amount renews automatically.
- Find cancellation instructions. Make sure you know which website, account page, or in-app control stops renewal and when cancellation takes effect.
- Read the refund terms. Note the merchant’s process, deadlines, and any digital-content exceptions before submitting payment.
- Verify support. Look for a working contact method and establish who handles missing access, duplicate charges, or account problems.
- Save evidence. Keep the confirmation, invoice, terms shown at checkout, and payment-provider record.
Refunds, cancellation and EU consumer rights
If you paid outside Apple In‑App Purchase, Apple’s published instruction is to contact the app developer or merchant. Apple’s purchase history and subscription controls do not manage that transaction.
EU consumer guidance generally provides pre-contract information and a 14-day right of withdrawal for covered online services. The rules can also cover some situations in which a consumer supplies personal data instead of paying money. This is not an unconditional refund guarantee for every digital purchase: the transaction type, whether service or digital content began with consent, and other legal exceptions can change the result. Use the seller’s stated process first and retain your records if you need to escalate a dispute.

Why Apple’s EU payment policy is changing
Apple announced revised EU business terms on August 18, 2026, with the new terms taking effect October 1, 2026. Under those terms, developers can choose Apple In‑App Purchase, in-app alternative payment processing, out-of-app offers, or combinations. Apple says its own In‑App Purchase must be presented at the same time as in-app alternative processing or actionable out-of-app links, and relevant flows must include disclosures. Developers must keep their selected payment options across EU storefronts for 12 months.

These are charges Apple says it will apply to developers under its terms. They are not consumer fees, verified app-by-app prices, or proof that an outside checkout is cheaper. Compare the actual offer, currency, taxes, renewal terms, and protections shown to you.
Earlier rules are separate. A 2025 Official Journal summary described Apple’s March 2024 alternative EU terms, including steering limits and a warning prompt for link-outs. A Commission decision summary said none of Apple’s available business terms at that time complied with DMA Article 5(4). Those historical findings should not be presented as the October 2026 terms.

Is it safe to buy outside the App Store?
The banner alone cannot answer that. Safety depends on the seller, checkout security, data practices, and the protections and legal terms attached to the specific offer. Apple identifies possible risks and support limits; it does not publish a qualifying rate showing how often external payments lead to fraud, loss, or cancellation problems. Treat the warning as a prompt to verify the transaction, not as a universal ban or a guarantee.

What to do when something goes wrong
- For an external charge, contact the developer or merchant named on your receipt and use its refund or cancellation procedure.
- Provide the order number, account email, date, amount, and a description of the missing or incorrect service.
- Contact your payment provider about an unauthorized charge or unresolved dispute, following its deadlines.
- For an Apple In‑App Purchase, use Apple’s normal purchase-history, subscription-management, and refund channels instead.
The Bottom Line
The EU App Store payment warning tells you that Apple may not process or support the transaction. Check the seller and terms before paying, keep your receipt, and use the developer or merchant—not Apple—for help with an external purchase.
