What Apple’s App Store Rules Mean for iPhone and iPad Users in 2026

Apple’s App Store rules determine which apps you can find, how they are checked, how developers charge you, and who helps when something goes wrong. The ordinary App Store route uses Apple’s full review process. In some places—currently the European Union, Brazil and Japan—eligible users can also install apps through alternative marketplaces, and EU users can install certain apps directly from authorized developer websites.

Those alternatives are not simply a second version of the App Store. Apple performs a baseline notarization check, while the marketplace or developer sets additional review, payment, refund and support policies. Your Apple Account region, physical location, device type and family-control settings determine what you can actually use.

There are now several ways to get an iPhone or iPad app

For most users, the App Store remains the default distribution channel. A developer submits an app to Apple, Apple reviews it against the App Review Guidelines, and the approved listing is delivered through the App Store. That process covers privacy, security, safety, content, quality and commerce requirements. Apple describes the App Store route as including both notarization and its broader policy enforcement.

Alternative distribution is narrower and region-dependent. An alternative marketplace is an app that installs other apps. In the European Union, eligible users can also install apps directly from authorized developer websites. Apple’s system asks for permission before installing an alternative marketplace or an app from outside the App Store; parental controls can block those installations.

  • Vibrant 6.1-inch Super Retina XDR display with OLED technology. Action mode for smooth, steady, handheld videos.

The important distinction is not merely where an app is downloaded. The route changes which checks were performed, which company handles your purchase, and whether Apple’s family and support features apply.

App Store review and notarization are different checks

Apple’s full App Store review is a policy review. It examines whether an app complies with Apple’s rules for content, privacy, security, safety, functionality, quality and commerce. Approval means the app has passed that review for App Store distribution, although it does not guarantee that every future update or every real-world interaction will be problem-free.

Alternative-distribution apps receive notarization. Apple says notarization checks accuracy, functionality, safety, security, privacy and device integrity, including screening for known malware and other serious threats. It is a baseline security and integrity check, not a finding that the app satisfies every App Store policy.

Question App Store Alternative marketplace or developer website
Apple’s check Full App Review, including notarization and enforcement of App Store content and commerce policies Baseline notarization; the distributor or developer may apply additional rules
Who sets extra policies? Apple’s App Review Guidelines and App Store terms The marketplace operator or developer
Where available? Apple’s normal App Store regions Only eligible locations, devices and account regions
Payment and refunds Usually Apple’s App Store payment and support systems May use Apple, another processor or a developer-controlled checkout
Family features App Store Screen Time, Family Sharing and Ask to Buy can apply where supported Several App Store purchase controls do not apply

An alternative app can therefore contain content that would not be permitted in the App Store while still having passed Apple’s notarization gate. The listing or installation sheet can show the developer, description, screenshots and age rating, but those details should not be mistaken for Apple’s complete App Store approval.

  • This phone is unlocked and compatible with any carrier of choice on GSM and CDMA networks (e.g. AT&T, T-Mobile, Sprint, Verizon, US Cellular, Cricket, Metro, Tracfone, Mint Mobile, etc.).
  • Please check with your carrier to verify compatibility.
  • The device does not come with headphones or a SIM card. It does include a generic (Mfi certified) charging cable.
  • Tested for battery health and guaranteed to have a minimum battery capacity of 80%.

Where alternative app distribution is available

Apple Support’s user guide published June 22, 2026 identifies three locations. Eligibility requires both the matching Apple Account country or region and physical presence in that location. A device that has the right account region but is being used elsewhere does not qualify.

Location What Apple lists Device scope Eligibility condition
Brazil Alternative marketplaces and apps distributed through those marketplaces iPhone Apple Account region set to Brazil and user physically in Brazil
Japan Alternative marketplaces and apps distributed through those marketplaces iPhone Apple Account region set to Japan and user physically in Japan
European Union Alternative marketplaces plus direct web distribution from authorized developer websites iPhone and iPad Apple Account region set to an EU country or region and user physically in the EU

Apple says eligibility is determined on the device, with only an eligibility indicator sent to Apple. Availability can change as Apple updates its regional implementation, so an account’s billing country alone is not a reliable promise that a particular installation option will appear.

What happens when you leave an eligible region?

Apps already installed through an alternative route can continue to open after you leave an eligible location. Apple says updates through alternative distribution remain available for up to 90 days. Installing a new marketplace app or a new web-distributed app requires returning to an eligible region.

How an outside-App-Store installation works

The exact screens can vary by iOS or iPadOS release and by distributor, but the decision sequence is consistent:

  • This pre-owned product is not Apple certified, but has been professionally inspected, tested and cleaned by Amazon-qualified suppliers.
  • There will be no visible cosmetic imperfections when held at an arm’s length.
  • This product is eligible for a replacement or refund within 90 days of receipt if you are not satisfied.
  • Product may come in generic Box.
  1. Meet the location test. Your Apple Account region and your physical location must both qualify, and the device must be one Apple supports for that region.
  2. Choose a distribution provider. In Brazil and Japan, that means an eligible alternative marketplace. In the EU, it can also mean an authorized developer website.
  3. Read the installation sheet. Check the listed developer, description, screenshots and age rating. Treat the information as identification, not as a substitute for investigating the provider’s policies.
  4. Give explicit permission. Apple says an iPhone or iPad will not install an alternative marketplace or an outside app without your permission.
  5. Review the provider’s terms before paying. The provider may control subscriptions, refunds, account recovery and customer service instead of Apple.
  6. Check family restrictions. A parent or device administrator can use parental controls to restrict outside installation. In the EU, additional age gates apply to specified alternative payment offers.

Do not assume that installing an app from a familiar developer website gives it the same update, backup or purchase behavior as the App Store edition. The distribution channel is part of the app’s account relationship.

Security and privacy: what Apple does and does not promise

Apple characterizes notarization as protection against known malware and other serious threats. That is useful, but it is a narrower promise than App Store review. Apple does not review every alternative app against all App Store content and commerce rules, and each marketplace operator decides whether to perform additional review.

  • Verify the developer identity and the source domain before approving an installation.
  • Read the permission requests after installation and deny access that the app does not need for its stated function.
  • Look for a clear privacy policy and a reachable support contact from the distributor or developer.
  • Be cautious when an app’s content, age rating or payment flow differs sharply from what you would expect in the App Store.
  • Keep a record of which marketplace supplied the app; that information can matter if the marketplace closes or you need a refund.

These checks do not establish that an alternative app is unsafe. They recognize that responsibility is shared among Apple, the distributor and the developer rather than concentrated in Apple’s App Store review.

Purchases, refunds and family controls move with the distribution route

For an App Store purchase, Apple’s normal purchase records and support channels generally apply. For an alternative-distribution purchase, Apple says its usual support does not cover marketplace operation, app quality or safety, privacy or security issues, payment disputes, subscription cancellation or refunds. The marketplace or developer’s policy is the starting point.

  • Unlocked for freedom to choose your carrier. Compatible with both GSM & CDMA networks. The phone is unlocked to work with all GSM Carriers & CDMA Carriers Including AT&T, T-Mobile, Verizon, Straight Talk., Etc.

Apple also says several App Store purchase features are unavailable for purchases made through alternative distribution. These include Screen Time restrictions on in-app purchases, purchase sharing through Family Sharing and Ask to Buy. A family organizer should therefore verify the payment and approval process before allowing a child to use an outside route.

Questions to answer before you pay

  • Which company appears on the payment confirmation?
  • Where do you cancel a subscription?
  • What is the refund window and who decides whether a refund is granted?
  • Can another family member use the purchase, or is it tied only to the developer’s account?
  • What happens if you delete the marketplace, change regions or replace the device?

A lower price, an introductory offer or a different payment button does not by itself mean that the purchase has equivalent consumer protection or support.

EU payment choices changed on October 1, 2026

Apple announced updated EU business terms on August 18, 2026; the terms took effect October 1, 2026. For apps offered in EU storefronts, developers can present Apple’s In-App Purchase alongside alternative in-app processing or offers that send the customer to another destination. A developer chooses the available options and must maintain that configuration for 12 months.

The payment path can change who processes the transaction, who handles a failed payment, and where a subscription is canceled. Apple’s rules do not make every alternative checkout cheaper for the user, and they do not make refund handling uniform.

Because these are developer charges, they should not be read as a surcharge automatically added to your bill. Your price, taxes, currency conversion, cancellation rights and refund route depend on the developer and payment provider.

Extra safeguards apply to children in EU storefronts

Apple’s current EU developer guidance places additional limits on child-directed purchasing:

  • Apps in the Kids category cannot provide a web purchase offer.
  • For users under 13, out-of-app offers are not permitted, and alternative in-app purchases require a parental gate.
  • For users aged 13–17, both alternative in-app payments and out-of-app offers require a parental gate.
  • If an EU country has a higher local age for parental consent, the protection applies at that higher age.

These rules concern the payment and offer flow, not a general guarantee that every app is appropriate for every child. Parents should still review the app’s age rating, permissions, data practices and the distributor’s account controls.

Continuity risks are different outside the App Store

Apple warns that an app obtained through an alternative marketplace may stop working if that marketplace closes or is removed. Reinstalling the app through another distribution route may require buying the app again, including in-app purchases. A developer may offer a transfer or restore process, but Apple’s guidance does not promise one.

Before relying on an outside-distributed app, record the marketplace name, developer account, subscription terms and purchase receipts. If you travel, remember the 90-day update window after leaving an eligible location; new outside apps still require you to return to an eligible region.

Choosing the right route for a particular app

Use the App Store when

  • You want Apple’s full review and policy framework.
  • You depend on Screen Time purchase restrictions, Family Sharing or Ask to Buy.
  • You prefer Apple’s centralized purchase history, subscription management and support path.
  • You expect to travel or change regions and want to avoid alternative-distribution eligibility limits.

Consider an alternative route when

  • You are physically in an eligible region with a matching Apple Account region.
  • The developer offers a feature or marketplace that is not available through the App Store.
  • You have read who handles support, refunds, subscriptions and payment disputes.
  • You accept the possibility of repurchasing if the marketplace disappears or the distribution route changes.

Pause before installing when

  • The source cannot clearly identify the developer or payment processor.
  • The app requests unusually broad permissions.
  • A child will use the app and the purchase flow cannot be supervised through your family’s normal controls.
  • You cannot find a workable cancellation or refund process.

Key dates behind the current rules

Date Event
September 5, 2023 The European Commission designated Apple a gatekeeper for iOS, the App Store and Safari under the Digital Markets Act.
April 29, 2024 The European Commission designated Apple a gatekeeper for iPadOS.
June 22, 2026 Apple Support published its user guidance describing alternative app distribution and regional eligibility.
August 18, 2026 Apple announced updated EU business terms.
October 1, 2026 The updated EU terms, including the current payment-option framework, became effective.

The practical rule is simple: the App Store gives you Apple’s broadest review and support framework. Alternative distribution can expand choice in eligible regions, but it also transfers more responsibility for safety decisions, payment records, refunds, family controls and long-term access to the marketplace or developer. Check the route, region and support terms before you install or pay.
