What Apparel Brands Should Check Before Switching Garment Suppliers

Changing a garment supplier is not just a procurement exercise. It is a product-quality decision and a responsible-sourcing decision at the same time. Before moving an order, map every site and process that will touch the goods, define product and commercial requirements in writing, assess risks in the supplier’s country and production context, hear from workers safely, and agree funded corrective actions. Then stage the transfer with documented quality gates, capacity checks, payment timing and monitoring. The OECD’s garment and footwear due-diligence guidance is a useful cross-border framework, but it does not create one universal apparel test protocol or replace advice on the laws that apply to your company, product and sourcing locations.

Why a supplier switch needs two separate decisions

A new factory can offer a lower quote or more capacity and still create unacceptable risk. Garments may be cut in one facility, sewn in another, finished by a specialist laundry or embroidery business, and packed through a subcontractor that never appears in the vendor’s trading name. At the same time, a rushed transfer can cause defects, missed delivery windows, unpaid invoices or cancelled work that affects people at the old and new suppliers.

Make two decisions in parallel. First, can the candidate consistently make the specific styles to the required quality, quantity and delivery schedule? Second, can your brand identify, influence and remedy labor, human-rights, health-and-safety and environmental risks connected with that production? A buyer audit or certificate may provide evidence, but neither is conclusive proof that conditions are safe or that every process is disclosed.

1. Map the candidate’s real production footprint

Identify the legal and commercial actors

Record the supplier’s legal entity, ownership, trading names, registered and operating addresses, management contacts and any sourcing agent or buying office. Ask which entity will sign the contract, employ workers, purchase materials and be responsible for corrective actions. Verify that the entity you are evaluating is the entity that will receive the order.

List every facility and process

Request a site list covering cutting, sewing, printing, washing, dyeing, embroidery, finishing, packing, storage and dispatch. Include off-site specialist processes and any home-based or informal production. For each location, capture the address, process, workforce profile, operating status and the styles or purchase orders it will handle.

Subcontracting is common in garment supply chains, but unauthorised subcontracting is a traceability and control risk. Put a written change rule in the agreement: no new site or process may be used without prior notice, risk review and the approval required for that order. Require prompt notification if ownership, address, production stage or labour provider changes. Informal and home-based suppliers can be harder to monitor, so the map should explain how their work will be identified and checked.

Test the map against production reality

Compare the proposed footprint with the supplier’s capacity plan, sample records, production calendar and shipping documents. A facility that cannot explain where a sample was made, or that gives different answers about a finishing process, needs resolution before award. Keep the approved footprint attached to the purchase order and update it when production changes.

2. Set product and commercial requirements before comparing factories

Turn the brief into measurable specifications

Write the requirements for each style before asking suppliers to quote. At minimum, specify:

  • construction details, seam and stitch requirements, measurements and tolerances;
  • fabric, trims, components, composition and approved substitutions;
  • fit, grading, color standards and artwork or print placement;
  • care, fiber-content and country-of-origin labels;
  • packaging, folding, carton marks and assortment rules; and
  • defect classifications and the acceptance level for each shipment.

Ask for development samples, a size set and a documented first-production approval. Keep the approved reference sample and measurement chart under version control so the factory, inspector and brand are judging the same product.

Check capacity, inputs and logistics

Obtain a realistic production calendar rather than a headline monthly capacity figure. Confirm available lines for your styles, peak-season constraints, labor and machine dependencies, raw-material lead times, minimum order quantities, port or transport routes, customs responsibilities and contingency options. Establish milestone dates for material booking, cutting, sewing, finishing, inspection and dispatch.

Use supplier-specific contract and payment terms that comply with applicable law. The available sector guidance does not prescribe universal payment percentages, lead times or capacity thresholds. Your agreement should instead state who bears the cost of rework, how changes are approved, when invoices are paid, and what evidence is needed to release a shipment.

Make quality a handover gate

The OECD overview places quality checking before finished garments move to a brand or retailer distribution network. Treat that as a control point: define inspection stages, records, approval authority and escalation. It does not mean that one generic test standard covers every garment. Performance requirements for a stretch knit, a coated jacket and a printed T-shirt may differ, so your written specification must determine the checks.

3. Assess risk in the supplier’s context

Use a risk-based, not pass/fail, assessment

The OECD garment and footwear guidance recommends matching assessment depth to the known risks of the country, supply-chain stage, materials, processes and workforce. Consider labor and human-rights risks, occupational safety, environmental impacts and the integrity of the business relationship. A risk indicator is a reason to investigate, not proof that a particular supplier has violated a rule.

Risk area Questions to resolve before award
Workforce and labor Who employs the workers, including migrants, temporary staff and home workers? Can they raise concerns, receive wages on time and organize or choose representatives?
Health and safety What hazards arise from the building, machinery, chemicals, fire systems, electrical installations and work practices? Who inspected them, when and against which standards?
Environment Which processes use water, energy or chemicals, and how are waste, wastewater and emissions controlled?
Supply-chain control Are agents, subcontractors and specialist processors disclosed, approved and monitored? How are changes reported?
Continuity Could shipping disruption, geopolitical events, raw-material shortages or a single-site dependency interrupt the order?

The OECD overview highlights informal and home-based production, export-processing zones, migrant labor and unauthorised subcontracting as contexts that may require particular attention. Investigate the relevant exposure instead of assigning an automatic fail to a country or zone.

Escalate serious safety questions to qualified specialists

For severe risks, use appropriately qualified inspection. Depending on the site, that may require structural, fire-protection, electrical, or occupational safety, health and environmental expertise. Check the inspector’s qualifications, scope, independence and the date and conditions of the inspection. A paper certificate, remote document review or routine buyer audit should not be described as a guarantee of safe conditions, especially where government inspection is inadequate or absent.

4. Hear from workers and protect honest reporting

Ask whether workers can stop unsafe work

Documents rarely show whether people feel safe raising an alarm. The OECD guidance states: “Supplier assessments should determine whether workers feel that they have the right to refuse unsafe work and are not discouraged from reporting accidents.” Test that directly. Ask how workers report injuries, who receives the report, whether retaliation has occurred, and what happens when a worker refuses a task.

Design interviews for truthful answers

Interviews should be confidential, conducted away from supervisors and interpreters chosen to avoid conflicts of interest. Explain the purpose, voluntary nature and limits of confidentiality in language workers understand. Include workers, unions or representatives selected by workers, not only management-appointed committees. Where migrant, temporary or home-based workers are involved, adapt the method so those groups are not excluded.

Interpret evidence by severity and pattern

Separate an isolated documentation gap from a systemic control failure and from a severe or imminent threat. Compare interview accounts with incident logs, payroll, training records, maintenance reports and site observations. Inconsistencies are a prompt for further investigation, not a reason to dismiss worker testimony.

5. Agree a corrective-action plan before moving volume

Specify owners, dates and money

For each finding that can be addressed, write the action, accountable owner, deadline, verification method and funding source. Site management should sign off, and the plan should include expert support where the remedy requires it. Budget for repairs, engineering, training, worker consultation and follow-up inspections rather than assuming the factory can absorb every cost.

Act immediately on imminent danger

Severe and imminent danger requires immediate protective measures. Stop or isolate the hazardous activity, protect affected workers, obtain qualified advice and document when normal production can safely resume. Do not treat a supplier switch as remediation of harm connected to existing orders. If your purchasing decisions contributed to the risk, consider how continued engagement, changed order timing or financial support can help address it.

Make closure evidence-based

Accept a finding as closed only when the agreed evidence shows that the control works. Depending on the issue, that may be a reinspection, worker confirmation, maintenance record, training completion, test result or several forms of evidence. Set a date to check that the improvement persists during live production.

6. Decide when an existing assessment can be reused

Repeated, uncoordinated audits can consume site time without improving conditions. The OECD identifies assessment fatigue and supports harmonized approaches aligned with international standards and enriched by qualitative worker engagement. Reuse an existing assessment only after checking:

  • the exact facility, production stage and processes covered;
  • the assessment date and whether conditions have changed;
  • the assessor’s competence, independence and methodology;
  • whether worker interviews and relevant groups were included;
  • which findings remain open and whether corrective actions were verified; and
  • whether the scope matches your product, order size and risk profile.

Audits, certifications and assessment reports are not automatically interchangeable or current. A shared assessment can reduce burden, but your brand remains responsible for understanding the risks tied to its own order and relationship.

7. Stage the transition instead of flipping a switch

Build a written transfer plan

Set gates for technical-pack transfer, material and tooling handover, development samples, first-production approval, line loading, in-line checks, final inspection and dispatch. Decide whether a limited pilot, overlapping production or phased style allocation is appropriate. Name escalation contacts for quality, compliance, logistics and worker concerns.

Align orders and payments with the plan

Supply-chain shocks can affect production even after a supplier passes qualification. Shipping disruption, geopolitical events and material shortages may require revised dates or routes. At the same time, cancelling orders, delaying payment or disengaging irresponsibly can quickly affect workers. Coordinate the old supplier’s exit, the new supplier’s ramp-up and payment schedules so that the transition does not create avoidable harm.

Monitor the approved footprint after award

Reconcile production records, inspection reports and shipment documents with the facility list. Revisit risks when a process, site, workforce profile, material or logistics route changes. Keep a channel for workers and other stakeholders to raise concerns after the contract is signed; qualification is the start of monitoring, not its end.

How to compare two or more candidate suppliers

Score candidates against the same evidence requirements, while recording where a comparison is not possible. Do not substitute a single audit score for judgment about open severe findings or the feasibility of remediation.

Decision axis Evidence to compare
Traceability and control Legal entity, facility and process list, agent relationships, subcontractor disclosure and change-notification controls.
Risk and remediation Coverage of country and process risks, qualified inspections where warranted, worker voice, severity of open findings and a funded corrective-action plan.
Product quality Sample consistency, approved specifications, defect rules, process controls and first-production approval records.
Capacity and continuity Available line capacity, realistic calendar, input dependencies, transport route, contingency planning and transition overlap.
Relationship and burden Willingness to share information, improve conditions, collaborate on due diligence and use credible shared assessments without treating them as a substitute for monitoring.

A practical pre-award decision gate

  1. Footprint confirmed: every facility, agent, subcontractor and specialist process for the order is named, and the change rule is accepted.
  2. Product approved: specifications, reference samples, tolerances, defect rules, inspection points and handover records are agreed.
  3. Capacity credible: the calendar, materials, labor, logistics and contingency arrangements support the required delivery window.
  4. Risk understood: country, process and workforce risks have been assessed, with qualified specialists involved for serious safety questions.
  5. Workers heard: interviews or representative engagement were conducted safely, including relevant vulnerable groups.
  6. Remediation funded: owners, deadlines, verification and financing are documented; imminent dangers have immediate controls.
  7. Transition controlled: sample, ramp, inspection, payment and escalation milestones are scheduled, with post-award monitoring in place.

Geography, law and evidence limits

The OECD framework is sector-wide and useful across sourcing contexts, but it does not tell you which national law, wage rule, building code, customs requirement, certification or laboratory test applies to your transaction. Check the legal duties in the brand’s domicile, selling markets, sourcing countries and production locations before contracting. Product-specific testing depends on the garment, materials and destination market.

The ILO’s Good work! toolkit is a geographically bounded example for brands using garment suppliers in Argentina and workshops in that extended chain. Use it when that geography and context fit; do not generalize it to every sourcing country.

Conditions, ownership, subcontracting, audit coverage, logistics and program terms can change quickly. Reconfirm them at the time of the supplier decision rather than relying on an old report.

Useful context for the decision

The OECD describes its garment and footwear due-diligence guidance as adopted by 50 governments. That is the OECD’s description of its guidance, not a newly verified treaty or a universal legal requirement for every brand.

As context, a 2023 McKinsey & Company figure cited in an OECD 2026 case study says 43% of apparel supplier relationships were strategic partnerships, compared with 26% in 2019. The underlying survey was not independently checked here, so use the statistic as directional context rather than a target or proof that one relationship model is superior.
