Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhen nearby apartments are delivering faster than renters are arriving, protect performance by diagnosing the imbalance at the submarket and unit level, pricing from net effective rent, using targeted and time-limited incentives, and concentrating on renewals and operating execution. Do not assume a national vacancy rate tells you whether your building is oversupplied.
The practical sequence is: map deliveries and absorption, identify which renter segments and properties actually compete with you, test offers against lease-up and effective-rent results, then adjust as new projects lease up or demand changes.

1. Diagnose the local imbalance before changing rent
Start with the smallest geography that contains your competitive set: usually a neighborhood, transit corridor or submarket rather than an entire metro. A supply shock is real only in relation to the renters who can reasonably choose your property and the homes available to them.
Build a submarket snapshot
Track these measures in a single worksheet, updated at least monthly during an active lease-up:

- Units delivered in the past 12 months and units expected to deliver in the next 6–18 months.
- Net absorption, or the number of occupied units added after accounting for move-outs.
- Physical vacancy, economic vacancy and the average days or months required to lease a vacant unit.
- Comparable asking rents, effective rents after incentives, fees, parking charges and utility terms.
- Renewal offers accepted, notice-to-vacate volume, turn time, application-to-lease conversion and traffic by floor plan.
- Which competing buildings are in lease-up, stabilized, under renovation or aimed at a different renter segment.
Separate your own data by studio, one-bedroom, two-bedroom and larger plans. A building can appear occupied overall while one floor plan is losing renters to a new project.
Use national indicators as context, not as a pricing instruction
Several current indicators show why local diagnosis matters:
| Measure | Reported result | How to use it |
|---|---|---|
| U.S. multifamily, CBRE, Q1 2026 | 78,100 units of net absorption, 58,100 deliveries, 4.8% vacancy and $2,217 average monthly rent; absorption exceeded new supply in 45 tracked markets. | A national and market-count snapshot, not a forecast for your asset. |
| U.S. listings on Zillow, June 2026 | Typical asking rent of $1,965, up 2.2% year over year; 39.7% of listings carried a concession, versus 35.2% a year earlier. | Shows that asking rents can rise while incentives remain widespread. It describes listings on that platform, not every U.S. unit. |
| Selected Zillow listing markets, June 2026 | Concessions appeared on 67.1% of Charlotte listings, 64.6% of Dallas listings and 24.9% of San Francisco listings. | Illustrates dispersion between metros; do not apply one city’s ratio to another. |
| Texas, Dallas Fed analysis | Construction surged during the pandemic era; rents were still declining in most Texas metros, with six to eight weeks free common and 10–12 weeks in some submarkets. | Useful evidence of discounting pressure, not a standard offer for every Texas property. |
| Canada, CMHC mid-2026 update | Asking rents declined in several major markets as supply rose and demand slowed. Buildings completed after 2020 had the highest vacancies; older stabilized buildings and family-sized units were tighter. | Canadian evidence should not be blended with U.S. statistics. |
CMHC’s preliminary analysis also cautions that a “balanced” vacancy rate is not universally 3%. The range varies with construction conditions, local employment, rent regulation and the composition of the rental stock.

Absorption can improve before your occupancy does if new projects are capturing the first wave of demand. Conversely, a high inquiry count may hide weak conversion caused by price, poor follow-up or an unattractive unit condition. Review traffic, tours, applications, approvals, signed leases and cancellations as a funnel. Compare each step with the same floor plan and renter segment at competing properties.
2. Identify the properties and renters you are actually competing for
New does not automatically mean substitutable
Renters compare a bundle: location, commute, floor-plan size, finish level, services, parking, pet rules, deposits, utilities, noise, reputation and move-in timing. A newly delivered luxury tower may compete directly with your renovated one-bedroom but be irrelevant to a family seeking a three-bedroom near a school. A stabilized building can retain residents even while a new building advertises aggressively.
CMHC found tighter conditions in older stabilized buildings and family-sized units while newer structures had more vacancy in its Canadian analysis. The Dallas Fed likewise notes that luxury demand at undiscounted prices can be uncertain. Use these findings as segmentation prompts, then verify them with your own leasing data.

Create a competitive map
For every meaningful competitor, record distance, age, unit count, floor plans, current asking rent, advertised concession, parking and other recurring fees, availability date, lease terms and apparent target renter. Mark whether the property is still filling its first phase. A building with dozens of vacant units can create temporary headline pressure that fades after its lease-up, while a smaller stabilized competitor may be the more persistent threat.

3. Price from net effective rent, not the headline number
An advertised rent is only one component of the resident’s cost and your revenue. Calculate net effective rent over the entire lease term, including free-rent periods, waived fees, parking discounts, gift cards and move-in credits.
Basic calculation: net effective rent = (scheduled rent for the full lease term − the dollar value of concessions) ÷ lease months. Keep a separate view of cash timing, because free rent in month one affects collections differently from a lower rent every month.

Illustrative comparison
| Offer on a 12-month lease | Scheduled rent | Concession | Net effective monthly rent |
|---|---|---|---|
| No concession | $2,200 × 12 = $26,400 | $0 | $2,200 |
| One month free | $26,400 | $2,200 | $2,016.67 |
| $150 monthly discount | $26,400 | $1,800 | $2,050 |
The example is arithmetic, not a claim about what renters will accept. Test the offer against lease-up speed, vacancy days, bad debt, renewal behavior and the cost of turning the unit. A concession that fills a unit two weeks sooner may outperform a smaller discount that leaves it vacant, but only your property data can establish that result.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.4. Choose the concession that fits the problem
Research documents several tools but does not establish one universally superior incentive. Compare each option on effective rent, occupancy impact, renewal implications, cash-flow timing, eligible unit or renter segment, underwriting treatment and local legal requirements.
Recommended Free Tools
| Option | When it can fit | Checks before using it |
|---|---|---|
| Permanent monthly rent reduction | Demand weakness appears broad and durable, or competitors have reset effective rents. | Effect on renewals, valuation, regulated-rent rules and future pricing power. |
| Free-rent period | You want to preserve the published rent while solving a near-term vacancy or move-in timing problem. | Exact lease language, collection timing, renewal expectations and lender underwriting. |
| Fee waiver or move-in credit | Fees are a visible barrier for a price-sensitive segment. | Whether the fee is recurring, how it appears in advertising and whether the waiver is applied consistently. |
| Discounted or free parking | Parking cost differentiates your property from a nearby building or matters to a vehicle-dependent segment. | Parking utilization, fairness among residents and the value of the space you give up. |
| Gift card or cash-equivalent incentive | A one-time move-in cost is delaying otherwise qualified applicants. | Documentation, tax treatment, fraud controls and whether the incentive is legal in your jurisdiction. |
| Flexible lease term | Renters are uncertain about job location, school timing or a delivery schedule. | Turn costs, renewal risk, pricing by term and operational workload. |
Target rather than discount everything
Limit an offer by unit, move-in date, lease term or renter cohort when the evidence shows a concentrated problem. For example, you might offer a parking credit on vacant two-bedroom homes while leaving well-performing studios at the current effective rent. Publish clear eligibility and expiration dates so prospects and existing residents receive consistent treatment.
Best Value
Run controlled tests
- Choose a small group of comparable vacant units or a defined leasing window.
- State the offer in both advertised and lease documents, including its dollar value and timing.
- Track inquiries, tours, applications, approvals, signed leases, days vacant and net effective rent.
- Compare results with similar units marketed without the offer, adjusting for location, condition and availability date.
- Stop, extend or redesign the offer based on effective revenue and lease-up pace rather than inquiry volume alone.
5. Protect occupancy through retention and execution
When supply is abundant, every avoidable move-out creates another lease-up expense. Review renewal decisions before the notice period, explain any rent change with a clear total-cost comparison and resolve maintenance requests quickly. The Dallas Fed says operators may need to emphasize operational efficiency and tenant retention while markets rebalance unevenly; it does not quantify the return from any particular retention tactic.
- Call residents with upcoming expirations early enough to present a credible renewal choice.
- Prioritize service failures that appear in move-out reasons, reviews or repeated work orders.
- Reduce turn time with scheduled inspections, make-ready standards and pre-ordered materials.
- Audit lead response times, tour-show rates and follow-up ownership; a slow response can waste marketing spend.
- Keep unit condition, digital listings and model apartments aligned with what prospects see on arrival.
Do not assume a new amenity will pay for itself. Measure adoption, renewal outcomes and incremental cost before expanding a service or capital project.
6. Reforecast as deliveries and absorption change
Use a rolling 30-, 60- and 90-day view
Each month, update expected deliveries, competitor availability, effective rents, your leasing funnel and renewal exposure. Flag changes in concessions separately from changes in asking rent. Zillow reported concessions on 39.7% of its U.S. listings in June 2026 even as typical asking rent rose year over year, showing why a list-price trend alone can mislead.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Plan three operating cases
- Base case: deliveries continue, absorption is steady and current incentives remain necessary.
- Downside case: a major project opens, traffic falls and vacancy rises; predefine which units receive deeper or broader offers.
- Improvement case: deliveries slow and absorption strengthens; remove incentives gradually, starting with the units showing the strongest conversion.
CBRE’s Q1 2026 national indicators showed supply slowing and absorption improving, and CBRE multifamily capital-markets head Kelli Carhart said, “As the construction pipeline continues to shrink, we expect further improvement in both occupancy and rents.” That is an attributed outlook, not a guarantee for any property. The Dallas Fed likewise says progress will differ with population and job growth, so do not set a fixed date for the end of discounting.
7. Avoid the common responses that destroy value
- Copying a national average: local delivery timing and renter mix matter more than a national vacancy figure.
- Matching the competitor’s headline rent: compare net effective rent, fees, parking and lease terms.
- Giving every resident the same concession: a blanket offer can reduce revenue from residents who would have renewed anyway.
- Ignoring older or family-oriented demand: newer luxury supply may not be the right benchmark for those segments.
- Measuring only occupancy: occupancy purchased with excessive concessions can leave effective revenue and cash flow weaker.
- Changing prices without checking compliance: apply fair-housing, rent-regulation, disclosure, tax and lease requirements with qualified local advice.
8. A practical owner decision rule
Before approving a rent cut or incentive, require a one-page comparison showing the affected units, competing effective rents, expected vacancy days, concession cost, turn cost, cash-flow timing, renewal implications and the test’s end date. Approve the smallest targeted offer that addresses the measured bottleneck, then review signed leases and net effective revenue on a fixed cadence.
Supply pressure is not a single national condition. It is a moving relationship between deliveries, absorption, renter segments and the quality and price of each property. Owners who measure that relationship locally, present the full cost clearly and preserve resident loyalty can compete without assuming that the lowest advertised rent is the winning strategy.
