What Antarctic Ice-Sheet Retreat Means for Coastal Flood Risk

Antarctic ice-sheet retreat raises the baseline level of the ocean when grounded ice flows into the sea. That higher baseline can make high-tide flooding, storm-surge inundation and wave-driven flooding more frequent or more damaging. It does not, by itself, predict how often a particular city or property will flood. Local relative sea level, land movement, tides, storms, defenses and exposure determine the outcome at the coast.

The most defensible way to assess a location is to combine the Antarctic contribution with total sea-level projections and a local assessment. NASA’s Sea Level Change Portal provides links to location-oriented projection tools; a global Antarctic number should not be treated as a local flood forecast.

What does Antarctic ice-sheet retreat mean for coastal flood risk?

Antarctica’s grounded ice is land ice. When it loses mass and reaches the ocean, it adds water to the global ocean and increases global mean sea level. Every high tide, storm surge and wave then starts from a higher background level. A storm that previously produced nuisance flooding may cross a threshold more often, while a major surge can reach farther inland.

That chain describes a risk mechanism, not a city-specific prediction. Sea level is not rising by exactly the global average everywhere. Ocean circulation, gravitational effects from changing ice mass, vertical land motion, tides, waves, storm tracks and coastal defenses all alter the water level measured at a particular shoreline. A useful local question is therefore: how will relative sea level at this coast change, and how does that change the depth and frequency of flooding under the storms and tides that affect it?

How Antarctic ice loss raises sea level

Grounded ice adds water directly

Ice that rests on bedrock is already land-based. When glaciers flow across the grounding line and become seawater, their meltwater and discharged ice increase ocean volume. This is the part of Antarctic mass loss that directly contributes to global mean sea-level rise.

Floating ice shelves have an indirect role

Ice shelves float and already displace seawater, so melting the floating ice itself has a negligible direct effect on sea level. Shelves still matter because they buttress the glaciers behind them. Basal melting, thinning or break-up can reduce that restraint, allowing grounded ice to flow faster into the ocean. The IPCC identifies basal melting of ice shelves as the main cause of losses from many West Antarctic outlet glaciers.

Why West Antarctica is vulnerable

Some West Antarctic outlet glaciers sit on bedrock below sea level. NASA’s Jet Propulsion Laboratory explains that this geometry can allow relatively warm ocean water to move beneath the ice as grounding lines retreat. A bed that deepens inland can make retreat self-reinforcing: a retreating grounding line exposes thicker ice to ocean-driven melting, which can increase discharge. This is a physical vulnerability, not evidence that the entire ice sheet is collapsing now.

The IPCC says marine ice-sheet instability and marine ice-cliff instability are poorly understood. They could strongly increase Antarctic mass loss on century-to-multi-century timescales under high emissions, but current evidence does not support assigning a settled collapse date or probability.

What has been observed since 2002?

Satellite gravimetry from the GRACE and GRACE Follow-On missions indicates that Antarctica lost approximately 135 gigatons of ice per year from 2002 through 2025, contributing about 0.4 millimeters per year to global mean sea level. Those figures are a historical average for that observation period, reported by NASA’s Scientific Visualization Studio on a page updated in 2025: Antarctic Ice Mass Loss 2002-2025.

The measured rate should not be silently projected into the future. Ice-sheet flow responds to ocean temperatures, snowfall, ice-shelf geometry and bed topography, and those drivers can change. The observation establishes Antarctica’s recent contribution; it is not a 2100 forecast and it is not the total rate of global sea-level rise.

How much could Antarctica contribute by 2100?

The IPCC Sixth Assessment Report (AR6, 2021) gives likely ranges for Antarctica’s contribution to global mean sea-level rise through 2100 under three greenhouse-gas scenarios. These values cover the Antarctic component only, not sea-level rise from thermal expansion, glaciers, Greenland or other sources.

Scenario Antarctic contribution by 2100 How to read it
SSP1-2.6 0.03–0.27 m Likely range for the Antarctic component under a lower-emissions pathway
SSP2-4.5 0.03–0.29 m Likely range under an intermediate pathway
SSP5-8.5 0.03–0.34 m Likely range under a very high-emissions pathway

The IPCC’s wording is important: “Both the Greenland Ice Sheet (virtually certain) and the Antarctic Ice Sheet (likely) will continue to lose mass throughout this century under all considered SSP scenarios.” The ranges are assessed likelihood ranges, not guarantees, and they do not tell you how high water will stand at a named street.

Read the full assessment in IPCC AR6 Working Group I Chapter 9. Because it was published in 2021, identify it as the AR6 assessment rather than implying that the figures are a newly issued 2026 estimate.

Why high-end Antarctic outcomes remain uncertain

Standard projections represent processes that scientists can quantify with greater confidence. They do not fully resolve every possible ice-shelf or ice-cliff response. Under high emissions, poorly understood marine instability could produce substantially more Antarctic mass loss on timescales extending beyond 2100.

The Australian Antarctic Division’s 2024 policymaker outlook makes a similar qualification: its baseline projections assume ongoing ice loss without collapse of major ice shelves. The document warns that collapse could produce significantly higher sea-level rise. That assumption must stay attached whenever the outlook is summarized; the baseline is not a guarantee that collapse cannot occur.

These uncertainties justify contingency planning, not an unsupported date for a sudden global flood. A responsible projection states its scenario, likelihood, time horizon and ice-sheet assumptions. If a high-end possibility is discussed, label it as a possibility and explain the evidence limits.

Why a global Antarctic number cannot forecast your city’s floods

Flood risk depends on relative sea level: the height of the sea compared with the land at a particular place. Relative sea level combines the changing ocean with vertical land motion. Subsidence can make local water levels rise faster than the global mean; uplift can offset part of the rise. Tides determine the starting level for each day, while storm surge and waves add temporary height.

  • Regional ocean patterns: currents, winds, temperature and salinity redistribute water, so regional trends differ from the global mean.
  • Vertical land motion: groundwater withdrawal, sediment compaction, tectonic movement and post-glacial rebound can lower or raise the ground.
  • Storm and wave climate: the frequency, direction and intensity of weather events determine how often elevated water reaches a threshold.
  • Coastal shape and drainage: bays, estuaries, barrier systems, river levels and storm-drain capacity control how far water travels.
  • Defenses and exposure: seawalls, dunes, gates, pumps, building elevations and where people and infrastructure are located determine consequences.

Consequently, no quantified change in flood frequency is established for any particular city or property. A statement such as “Antarctica will flood my city by year X” overstates what a global ice-sheet contribution can establish.

How to get a location-specific answer

Use a sea-level projection that matches the place, date and planning question. NASA’s Sea Level Change Portal links to the IPCC AR6 projection tool and the Sea Level Explorer. These resources help translate global and regional projections into values for a selected coastline.

  1. Define the location: choose the city, tide-gauge site or coastal segment rather than relying on a national or global average.
  2. Choose the quantity: distinguish projected sea-level change from a flood depth, annual exceedance probability or number of flood days.
  3. Set the horizon: compare a near-term planning date with 2050 or 2100, and keep multi-century scenarios separate from this-century decisions.
  4. Select the emissions pathway: record the SSP or other scenario used; do not compare a low-emissions value with a high-emissions value as though they were the same case.
  5. Check the baseline: find out whether the display uses global mean sea level, regional sea level or local relative sea level, and what reference period or vertical datum applies.
  6. Inspect uncertainty: note whether the result is a likely range, a central estimate or a high-end scenario, and whether unusual ice-sheet processes are included.
  7. Overlay hazards: combine the projection with local tide levels, storm surge, waves, river flooding, drainage and defense performance before making a design or evacuation decision.

A projection tool can show the water-level change associated with a scenario; it does not replace a site survey, flood model or engineering design. For a property-level decision, consult the responsible coastal or flood-management authority and use the local vertical datum and elevation data required for permits and safety planning.

How to compare two sea-level or flood projections

Numbers that look similar can describe different hazards. Use these checks before drawing a conclusion:

Comparison question Why it matters
What quantity is shown? An Antarctic contribution, total global sea-level rise, local relative sea level and flood frequency are not interchangeable.
What time horizon? A 2100 projection should not be compared directly with a multi-century instability scenario.
Which scenario and likelihood? SSP pathway and “likely range,” central estimate or high-end possibility describe different levels of confidence.
Which ice-sheet assumptions? Check whether major ice-shelf collapse or other instability processes are represented.
Which geography and datum? Global mean values omit regional patterns, land motion and the local elevation reference used for flood maps.

Common misconceptions to avoid

“Floating ice melting will immediately raise the ocean.”

Floating shelves already displace seawater, so their direct melt contribution is negligible. Their importance is indirect: losing their buttressing can accelerate the flow of grounded ice.

“The recent Antarctic rate tells us the 2100 rise.”

The 135-gigaton-per-year and 0.4-millimeter-per-year figures describe 2002–2025 observations. Future projections require assumptions about emissions, snowfall, ocean forcing and ice dynamics.

“The West Antarctic Ice Sheet means five meters by 2100.”

NASA’s JPL primer discusses approximately 5 meters as the long-term potential sea-level contribution from complete West Antarctic Ice Sheet loss. It is not a 2100 forecast and should not be used as one.

“A global mean rise equals the flood depth at my home.”

Flood depth depends on local relative sea level, tides, surge, waves, land elevation, drainage and defenses. A global mean Antarctic contribution is one input to that analysis.

What this means for coastal planning

Planning should treat Antarctic retreat as part of a cumulative and uncertain sea-level budget. Designs with long service lives need a range of plausible water levels, not only a single central estimate. Flexible measures—such as protecting critical equipment, preserving drainage capacity, restoring or conserving natural buffers where appropriate, and reserving space for future defenses—can be adjusted as observations improve.

Emergency managers can use projected baseline levels to reassess thresholds for warnings, road closures, pump operation and evacuation. Infrastructure owners should document the scenario, date, vertical datum and assumptions behind every elevation decision. Communities should distinguish frequent nuisance flooding from rare extreme inundation: a small rise in the baseline can substantially increase the frequency with which a fixed storm or tide exceeds a threshold, even when the storm itself is unchanged.

The central conclusion is straightforward but bounded. Antarctic grounded-ice loss is already raising global mean sea level and is expected to continue through this century. That makes coastal flooding more likely or more severe in many places. The size and timing of the local effect depend on regional sea-level change, land motion, tides, storms, defenses and exposure, so a location-specific tool and assessment are essential before translating Antarctic projections into a decision.
