The announced package is worth up to $6.6 billion, but it is not a single government payment: Anduril says it will invest $3.7 billion of private capital in a planned Maryland shipyard, while a separate U.S. Navy contract is valued at up to $2.9 billion for what the facility produces. The project, called Arsenal-2, is intended to make submarine components at Sparrows Point—not to build complete Virginia-class submarines.
How the nearly $7 billion figure breaks down
On October 6, 2026, President Donald Trump promoted Anduril’s planned Arsenal-2 project at Sparrows Point in Baltimore County, Maryland. Anduril framed the combined investment and contract as up to $6.6 billion. The two parts have different sources and purposes:

The distinction matters: the investment is intended to create the production capacity, while the Navy contract would pay for products made through it. The contract text and its specific delivery milestones have not been made available in the reporting cited here. Anduril’s announcement is the source for the company’s stated investment, project description and contract value.
What Arsenal-2 is planned to make
Anduril calls Arsenal-2 a “software-defined shipyard” and describes it as an expansion of the U.S. submarine industrial base. The proposed facility would occupy about 2 million square feet at Sparrows Point, a former Bethlehem Steel mill site. AP reports that the mill closed in 2012.

Initial production: smaller components
The Washington Post reports that the facility is expected to begin with smaller submarine components, including torpedo tubes. The project is intended to supply parts to the submarine industrial base; it is not described as replacing the established builders of complete Virginia-class submarines.
Later plans: larger sections
As the facility is built out, the reported plan is to expand production to larger assemblies such as hulls and sterns. These are future-stage plans, not current output: Arsenal-2 is a proposed facility, and the cited reporting does not give a definitive construction or production-start schedule.

Why the administration says more capacity is needed
The White House’s August 13, 2026 shipbuilding fact sheet frames the project against persistent backlogs, limited capacity and competition, supplier-base weakness, delays and cost growth. The administration’s stated view is that “a lack of capacity and competition has resulted in large backlogs of orders across six major Navy shipbuilding programs and a commercial shipbuilding sector that is not globally competitive.” That is the White House’s policy rationale, not an independent assessment of Arsenal-2’s likely effect.
The Washington Post, citing a Congressional Research Service report from January, says U.S. builders were delivering roughly 1.1 Virginia-class submarines a year, below the military’s goal of two annually. The Post also notes that U.S. commitments to supply Australia through AUKUS add to demand. The production-rate estimate is the Post’s account of the CRS report, rather than a figure independently established here from the report itself.

Jobs and possible public support are projections
AP reports that the facility is expected to create 3,100 direct jobs and support several thousand additional indirect jobs. These are projected employment figures, not jobs already created.
Maryland Gov. Wes Moore said the state and Baltimore County could provide matching funds of up to 13 percent of Anduril’s $3.7 billion private investment, according to The Washington Post. The report describes potential support; it does not establish a final appropriation or payment.

What is known about the proposed 40 percent taxpayer stake
Trump said taxpayers would receive a 40 percent stake in the new shipyard. The Washington Post reported that he did not provide specifics about the arrangement. The available reporting does not establish the legal instrument, how a stake would be valued, what governance rights it would carry, when it would take effect, or whether it is a finalized term. It should therefore be treated as a claim about a possible arrangement, not a settled ownership fact.
