An unlocked phone is not restricted by its original carrier’s software lock, so it may be used with another provider if that provider supports the exact device. “Unlocked” does not mean “works on every network.” A phone’s lock status and its network compatibility are separate things to check.
What “unlocked” means
A carrier can place a software restriction on a phone that prevents it from being used with another provider’s service. Unlocking removes that restriction; it does not change the phone’s hardware. The FCC describes unlocking as a way to move an existing handset to another compatible provider without replacing it. It has said that unlocking can reduce switching costs by freeing consumers to choose among mobile broadband providers without replacing their handset. (FCC 24-77)

In practical terms, an unlocked phone may accept another carrier’s SIM or be activated on another compatible service. The phone still needs to support the destination network’s technology, frequencies, and services. The CTIA Consumer Code warns that removing a software restriction does not make a device interoperable with a network it was not designed to support; some functions may not be available. “Carrier phone” and “locked phone” are not the same thing
“Carrier phone” usually describes where a phone was sold or which carrier it was associated with. It does not, by itself, tell you the phone’s current lock status. A carrier-sold phone may still be locked, may qualify for unlocking, or may already be unlocked. Check the phone’s present status rather than assuming from its sales channel.

A phone bought directly from a manufacturer or retailer may also need a compatibility check before you bring it to a carrier. The useful distinction is not simply carrier phone versus unlocked phone; it is whether the phone is locked and whether it works with the network and features you need.
Locked versus unlocked: what changes?
| Question | Locked phone | Unlocked phone |
|---|---|---|
| Can the original carrier’s restriction prevent use with another provider? | Yes. The software lock restricts use on another provider’s network. | No. The original carrier’s lock has been removed. |
| Will it work on a different carrier’s network? | Not until the lock is removed, and only if the device is compatible. | Possibly, if the exact device supports that carrier’s network and services. |
| Does its status establish network compatibility? | No. | No. Unlocking does not change the device’s hardware or add unsupported features. |
| Can the original carrier’s terms still matter? | Yes. The carrier sets the applicable unlock eligibility and process. | The carrier lock has been removed; compatibility with the new provider still needs to be confirmed. |
Will an unlocked phone work with any carrier?
No. Unlocking removes a carrier restriction, but it does not make every model compatible with every provider. Carriers use different frequencies and technologies, and network support can vary by device model. Even when a phone connects, particular services or functions may be unavailable.

Before switching, ask the destination carrier to check the exact phone model or IMEI and confirm that the services you rely on—such as voice and mobile data—are supported. T-Mobile’s bring-your-own-device guidance recommends checking both device compatibility and unlock status. (T-Mobile BYOD guidance)

On an iPhone
- Open Settings.
- Tap General, then About.
- Find Carrier Lock. If it says No SIM restrictions, the iPhone is unlocked, according to AT&T and T-Mobile’s guidance. (AT&T unlock support; T-Mobile device unlock support)
For any phone
Check the original carrier’s account or support tools, or contact the carrier and ask it to confirm the device’s current lock status. Then separately ask the new carrier to check the exact model or IMEI for compatibility. A lock-status result answers whether the original carrier’s software restriction remains; it does not answer whether the phone supports the new network.

Can a carrier phone be unlocked later?
Often, but eligibility and the process depend on the original carrier, the device, the service type, payment status, and account circumstances. Check that carrier’s current rules for the specific phone rather than relying on a general waiting period or another carrier’s policy.
For example, AT&T’s support guidance lists different requirements for postpaid and prepaid devices. Its postpaid requirements include that the device was purchased more than 60 days ago, is fully paid off, is not reported lost or stolen or flagged for fraud, and—if the requester is a current customer—is associated with a current account. Those are AT&T-specific terms, not universal requirements. Check AT&T’s current unlock eligibility guidance or the relevant carrier’s live policy before making a purchase or switch.

What to check before switching or buying used
- Current lock status: Confirm it in the phone’s settings when available or with the original carrier. Do not treat “carrier phone” as proof that it is locked or unlocked.
- Unlock eligibility: If it is still locked, ask the original carrier about payment, account, timing, and other requirements. This is especially important for a financed, recently purchased, prepaid, or secondhand phone.
- Destination-network compatibility: Have the new carrier check the exact model or IMEI. A seller’s “unlocked” label does not establish that the phone supports the network.
- Needed services: Confirm that the carrier supports the voice, data, and other functions you expect on that device.
Carrier unlocking policies are not identical
The CTIA Consumer Code is a voluntary commitment for participating carriers, not a universal law or a guarantee that every provider uses identical terms. Its principles include disclosing unlocking policies, setting postpaid and prepaid policies, notifying customers when devices become eligible, responding to eligible requests, and having a policy for deployed military personnel. Under the code, participating carriers generally commit to respond to eligible unlock requests within two business days by unlocking the device, initiating an original-equipment-manufacturer request, explaining why the request is ineligible, or explaining why more time is needed.
