For the bank, it can add an RMB funding source; for investors, it creates an RMB-denominated debt claim. Issuance alone does not show that a bank is in distress, that the borrowing is cheaper than alternatives, or that the bank’s credit quality has improved.
What happens when a bank issues an RMB bond?
The bank raises money by selling bonds to investors under specified terms. Those terms determine matters such as coupon, maturity, repayment, seniority and any security or redemption provisions. The bank receives funds and becomes responsible for the promised payments. The details of any particular issue must be established from its offering documents and the issuer’s disclosures; the title does not identify a specific bank or transaction.

RMB issuance may help a bank diversify its funding channels alongside deposits, interbank borrowing and other debt. Whether it is useful depends on the bank’s funding plan, the currency and tenor of its assets and liabilities, and the bond’s terms. The fact of issuance alone cannot establish the proceeds’ actual use or the relative cost of funding.

RMB bonds are issued through different markets and regulatory routes. The People’s Bank of China (PBOC) distinguishes panda bonds, issued in RMB by overseas entities, from dim sum bonds, issued in Hong Kong. The investor base, regulatory framework, settlement and liquidity arrangements differ by route, so neither route can be assumed to offer a universal cost advantage. The PBOC explains that domestic financial institutions issuing overseas apply to the PBOC within a risk-weighted outstanding cross-border financing upper limit and register with the National Development and Reform Commission (NDRC) before issuance. It says the repeal of earlier Hong Kong-specific interim measures did not remove the ability to issue RMB- or foreign-currency bonds in Hong Kong or elsewhere overseas; the change was intended to make procedures more convenient, allowing issuers to choose regions and timing within approved quotas. The PBOC/NDRC explanation also says proceeds are expected to be used efficiently in line with the institution’s main business, serving the real economy and forestalling risks. That policy expectation does not establish what a particular bank actually did with proceeds. The page notes that its English translation is for reference and the original Chinese prevails if interpretations differ. PBOC/NDRC explanation.
What the market figures do—and do not—show
Recent figures illustrate the scale of international RMB issuance, but they describe different markets, periods and measures. They are not evidence about an individual bank’s financing costs or credit standing.
| Measure | Reported figure | What it covers |
|---|---|---|
| Outstanding international RMB bonds | USD 256.1 billion at end-2024; 2.6 times the end-2019 amount | PBOC-reported outstanding stock, not issuance during a single year. PBOC (2025) |
| New panda bond issuance | Nearly RMB 200 billion in 2024 | Annual issuance by overseas entities. PBOC (2025) |
| New dim sum bond issuance | RMB 1.2 trillion in 2024 | Annual issuance in Hong Kong. PBOC (2025) |
| Dim sum bonds outstanding | RMB 1.27 trillion in the first half of 2025 | Figure stated by HKMA Chief Executive Eddie Yue; not the same reporting date or necessarily the same measure as the PBOC’s end-2024 international-bond total. Yue, HKMA, September 26, 2025 |
| Hong Kong sovereign bond issuance | RMB 68 billion in 2025, in six batches | China’s Ministry of Finance issuance in Hong Kong, reported by the HKMA. This is sovereign issuance, not bank issuance. HKMA 2025 Annual Report |
The HKMA’s 2025 annual report says offshore RMB bond issuance in Hong Kong remained active that year. Separately, Yue said outstanding dim sum bonds had exceeded their level three years earlier by more than 60% by the first half of 2025. Neither statement establishes the terms or funding conditions of a particular bank’s bond.

- Funding in RMB: the bank borrows in RMB. The currency and tenor matter if its funding needs, assets or liabilities are also RMB-denominated; a mismatch can create currency or refinancing considerations.
- A further funding channel: reaching onshore or offshore investors can broaden the bank’s sources of funds. The PBOC describes overseas bond issuance as part of a broader framework for cross-border RMB financing. It does not follow that the bond replaces deposits or reduces the bank’s overall funding cost.
- Payment obligations: the bank must meet the interest and principal payments specified in the issue terms. The bond’s seniority, security, covenants and any call provisions affect how those obligations compare with other liabilities.
- Proceeds and purpose: general policy expectations are not proof of actual use. To determine how a particular bank says it will use funds, consult that issue’s offering circular or prospectus and the bank’s disclosures.
One distinct source of RMB funding is the HKMA’s RMB Trade Financing Liquidity Facility (RMB TFLF), which should not be confused with bond issuance. Yue said the facility provides banks in Hong Kong with stable RMB funding referencing onshore interest rates to enable RMB trade-finance lending to corporate customers. This statement concerns that specific facility, not every bank bond. Yue’s keynote address, September 26, 2025.

What the issue means for investors
An investor buying the bond holds a debt claim denominated in RMB. The investment’s return depends on the price paid, coupon or yield, maturity, issuer’s ability to pay, changes in the bond’s market price and the ability to sell it. If the investor’s spending or reporting currency is not RMB, converting coupon and principal payments creates exchange-rate exposure; the RMB denomination does not remove that risk.
Liquidity is not guaranteed for an individual bond just because authorities are working to deepen the market. Yue said cross-boundary repo would give offshore investors another channel for liquidity management and cost-effective funding. The HKMA’s 2026 measures describe expanded Bond Connect options and offshore RMB funding measures. Investors should check whether the relevant arrangements are implemented and whether they can access them for the specific bond they hold. Yue’s speech; HKMA, 2026 measures.

To judge what an actual offering means, use its prospectus or offering circular and the issuer’s disclosures, then compare it with suitable alternatives—not with a broad market statistic. Relevant comparisons should match currency, tenor and credit risk.
Quick Recap
Best Value
- Issuer credit: assess the bank and the relevant issue documentation; issuance itself is not a credit assessment.
- Currency: consider RMB exposure in relation to the investor’s spending or reporting currency.
- Price and income: check issue price, coupon and yield, and compare pricing with similar-currency, similar-tenor and similar-credit funding or bonds.
- Term and repayment: check maturity, duration, repayment terms and any call or redemption provisions.
- Claim and protections: establish seniority, security and covenants rather than assuming all bank bonds have the same repayment position.
- Trading and access: check primary and secondary market liquidity, settlement arrangements and investor eligibility for the relevant market.
- Use of proceeds: distinguish the issuer’s stated plan from general policy expectations and verify disclosures for the issue.
