What an Overseas PhD Fellowship Usually Covers—and What You May Need to Pay

An overseas PhD fellowship may cover tuition and provide a living stipend, but “funded” does not guarantee that every cost of study or relocation is paid. Depending on the award, insurance, travel, fieldwork, research expenses or family support may also be included. Visa charges, upfront costs, living-cost gaps and time beyond the funded period can still fall to you. The award letter and current scheme terms—not the phrase “fully funded”—define what you will receive.

What does an overseas PhD fellowship usually cover?

Funding is a bundle of separate commitments, not a standard package. Common components include tuition support and a stipend; some awards also provide insurance, travel, research or fieldwork support, relocation assistance, or family allowances. These benefits can have caps, approval rules, eligibility conditions or time limits.

Official schemes illustrate how much packages differ: the Commonwealth PhD Scholarships in the UK list approved tuition, a stipend and several conditional travel and family benefits; UKRI-funded studentships support fees and living costs through research organisations, with possible additional research-related funding; and INSEAD’s PhD fellowship describes tuition, stipend, research and conference funding, and international health insurance. None of these examples establishes a universal package for other awards.

What should you check about tuition and the stipend?

Tuition: identify the exact fee promise

Confirm which fee classification the award covers, which mandatory charges are included, and the dates or years for which coverage applies. Ask whether registration, continuation, extension or resubmission periods are funded. The Commonwealth Scholarship Commission says approved full tuition fees are covered by agreement with the UK university, while other schemes define their own coverage periods.

Stipend: check the amount, schedule and conditions

A stipend is a payment toward living costs, not a guarantee that every expense will be met. Check its amount, payment months, start date, duration and renewal conditions, then compare it with the costs where you will live. The Commonwealth Scholarship Commission lists current stipend levels of £1,712 per month outside London and £2,000 per month in the London metropolitan area; those are scheme-specific figures on its page, not general benchmarks. UTS lists a tax-free stipend of AUD 40,500 per annum beginning 1 January 2026 for its International Research Training Program Scholarship. Rates and terms can change, so verify them for your intake.

For UKRI-funded studentships, full-time awards usually last three to four years. International applicants can usually apply, but places are limited and research organisations set their own eligibility criteria. UKRI says it recommends minimum funding to cover fees and living costs as a stipend. These details come from UKRI’s guidance, last updated 7 April 2026; an individual studentship’s offer still controls its terms.

Does a fully funded PhD cover visa costs?

Not necessarily. Visa and work-permit charges are separate from tuition and stipend support, and the cited awards do not establish a general rule that fellowships pay them. The International Institute of Social Studies (ISS) at Erasmus University Rotterdam presents visa/work-permit charges separately in its PhD cost table. The St Andrews–Macquarie scholarship says immigration charges between the partner institutions are not covered unless otherwise specified.

Ask whether the award pays visa fees, work-permit costs and any required health-related immigration charge, and whether payment is direct or reimbursed. Also check when expenses must be paid: a fellowship may not provide cash before you need to pay an application fee, deposit or travel cost.

Is the stipend enough to live on?

There is no universal answer. A stipend’s adequacy depends on its amount and payment schedule, the local cost of housing and daily expenses, and any costs the award leaves to you. Build a budget for the actual study location and confirm whether payments continue in summer or between academic terms. Ask the administrator about the first payment date and pre-arrival expenses; official examples do not establish a universal payment date or required cash reserve.

Some published figures help explain individual packages but are not comparable cost-of-living benchmarks. The St Andrews–Macquarie scholarship lists £19,775 per annum while based at St Andrews and an AUD 39,700 annual living allowance while in Australia; its terms describe distinct location periods. INSEAD lists an annual stipend of €32,960 at its Europe campus and S$57,680 at its Asia campus, while noting that funding is reviewed and referring to August 2024 information. Confirm current rates and conditions with each institution before budgeting.

Does the scholarship pay for health insurance and dependants?

Check the insurance type, coverage period, and exactly who is insured. A promise of health insurance may apply only to the scholar, not a spouse or children, and it may not cover every required charge.

For example, UTS lists single or family Overseas Student Health Cover for the duration of its named scholarship program. The University of Melbourne’s Faculty of Business and Economics describes one doctoral package that includes OSHC, while other graduate research scholarship descriptions include single OSHC. INSEAD lists international health insurance for its PhD fellowship. These are distinct award descriptions, not evidence that every recipient at those institutions—or elsewhere—gets the same cover.

Family allowances also may not meet the full cost of bringing dependants. The Commonwealth Scholarship Commission explicitly describes its family allowances as a contribution and says actual costs are likely to be considerably higher. Ask whether dependants are eligible for insurance or allowances and budget separately for any remaining costs.

Who pays for travel, relocation and research?

Read each benefit’s rules: an airfare may be limited to particular routes, relocation support may be a one-time grant, and fieldwork or conference expenses may require prior approval or reimbursement documentation.

Travel and relocation

The Commonwealth scheme lists approved airfare from the scholar’s home country to the UK and return, study travel support, conditional overseas fieldwork support, and a mid-term home visit in specified circumstances. The St Andrews–Macquarie award includes an airfare allowance capped at AUD 4,000 for UK–Australia flights. It does not cover travel, immigration, health-insurance and related charges between the partner institutions unless otherwise specified. The University of Melbourne’s Faculty of Business and Economics describes a doctoral package with a relocation grant; do not assume that benefit applies to other scholarships at the university.

Fieldwork, research and conference costs

Funding may be a direct allowance, a capped budget, an amount available only after approval, or a reimbursement. UKRI says additional funds may be available for fieldwork and other research-related expenses. INSEAD lists a research and conference budget. At ISS, the PhD cost table lists fieldwork and other costs separately and says some other costs can be refunded based on supervisors’ advice.

ISS’s current cost page, accessed in 2026, lists €32,000 tuition over four years, approximately €2,000 for health insurance over four years, €1,000 for visa/work-permit costs, €44,100 in estimated living costs for 36 months, and €13,650 in estimated fieldwork costs for 12 months. These are the institute’s listed costs and estimates, not a promise that a fellowship will pay them or a budget for another destination.

What costs may you have to pay yourself?

Only treat a cost as covered if the written terms expressly include it. Depending on the award, personal or uncovered expenses may include:

  • Visa and work-permit charges, and other immigration-related costs.
  • Living costs that exceed the stipend or arise before payments begin.
  • Insurance for dependants or coverage beyond the award’s stated terms.
  • Flights, local travel, relocation, deposits, and travel between partner institutions.
  • Fieldwork, research materials, conference expenses or other costs that are capped, require approval, or are not funded.
  • Continuation, extension or resubmission fees, and living costs after the funded period ends.
  • Family costs beyond any allowance.

These are possible gaps, not a universal list of exclusions. For example, the St Andrews–Macquarie award expressly excludes continuation or extension periods, research expenses, and certain travel, immigration and health-insurance charges between institutions unless otherwise specified. ISS lists visa/work-permit, insurance, living and fieldwork costs separately. Your own award may treat each item differently.

How to compare two fellowship offers

Put the written terms side by side and compare the same details rather than relying on “fully funded” as a label.

Offer detail What to verify
Tuition Fee classification, covered mandatory charges, funded years, and continuation or resubmission coverage.
Stipend Amount, payment months, start date, duration, and renewal or progress conditions.
Insurance Type, dates, individual or family coverage, and any required charge not included.
Travel and relocation Eligible routes or purposes, caps, approval requirements, and whether payment is an allowance or reimbursement.

Upfront and family costs Visa and permit charges, deposits, timing of first payment, dependant benefits, and expenses the award excludes.

Questions to send the funder before accepting

  • Does tuition cover my fee classification and every mandatory university charge for each funded year?
  • What exact dates does the stipend cover, when is the first payment, and are summer or between-term payments included?
  • Is renewal automatic or conditional on satisfactory progress, and what could end the award?
  • What insurance is included, for how long, and does it cover dependants or any required visa-related health payment?
  • Are flights, visa/work-permit costs, relocation, deposits, fieldwork, materials and conferences covered or reimbursed? What approvals and receipts are required?
  • What happens if I need an extension, resubmission or time beyond the stated award term?
  • If family members accompany me, which benefits apply and which costs remain mine?
