A construction company recognizes revenue as it transfers promised work to its customer under the applicable accounting standard. Cash arrives according to deposits, progress-billing terms, retention clauses and collection performance. Those events can occur in different reporting periods.
To understand what a new contract actually does, keep five measures separate: the order award or backlog, work performed, revenue recognized, amounts invoiced or unconditionally due, and cash collected. A large contract announcement can increase future workload while producing little immediate revenue or cash—and an advance payment can increase cash before the related revenue is earned.

| Measure | What it means | What it does not prove |
|---|---|---|
| Order award or backlog | Work the company says it has won under its own reporting definition. | Revenue for the current quarter, profit, or a collection date. |
| Work performed | Construction activity transferred to the customer, measured under the contract. | That the customer has been billed or has paid. |
| Revenue recognized | The portion of the transaction price recorded because a performance obligation has been satisfied. | That the same amount has been collected in cash. |
| Invoiced or unconditionally due | An amount the customer owes without a condition other than the passage of time. | That the underlying work has been fully performed. |
| Cash collected | Money that has actually reached the company’s bank account. | That it represents earned revenue; it may be an advance for work still owed. |
These measures can move in opposite directions. Revenue may be recognized before an invoice is unconditional, creating a contract asset. An invoice or advance may precede performance, creating a contract liability. A receivable can be recorded before cash is collected, and a customer deposit can increase cash while remaining a liability.

When does a construction company recognize revenue?
IFRS 15 requires an entity to report revenue in a way that depicts the transfer of promised goods or services to a customer for the consideration it expects to receive. The framework is effective for annual reporting periods beginning on or after 1 January 2018. The same core model is used in many jurisdictions, while US reporters apply the corresponding ASC 606 requirements.
The accounting sequence starts with the actual contract, not the press-release value:
- Identify the customer contract. Confirm approval, each party’s rights and payment terms, and whether collection is probable under the applicable framework.
- Identify distinct performance obligations. A project can contain more than one promised good or service. Design, procurement, construction, commissioning or maintenance may need separate analysis if they are distinct.
- Determine the transaction price. Include fixed consideration and estimate relevant variable amounts, such as incentives, penalties, claims or approved change orders, subject to the standard’s constraints.
- Allocate the price. Allocate consideration to the distinct obligations, generally using relative stand-alone selling prices where more than one obligation exists.
- Recognize revenue when each obligation is satisfied. The contract determines whether that occurs over time or at a point in time.
A signed award therefore does not automatically become revenue on the signing date. The company may have a contract, but it records revenue only as the promised performance transfers under the applicable requirements.
Over-time versus point-in-time recognition
Under the IFRS 15-aligned criteria in AASB 15, a performance obligation is satisfied over time when at least one of three conditions applies:
- The customer simultaneously receives and consumes the benefits as the company performs.
- The company’s work creates or enhances an asset that the customer controls while it is created or enhanced.
- The work creates an asset with no alternative use to the company, and the company has an enforceable right to payment for performance completed to date.
If none of these conditions is met, revenue is recognized at the point in time when control transfers. Construction frequently spans reporting periods, but duration alone does not mandate a percentage-of-completion calculation. Each obligation and contract must be assessed.

Why the “no alternative use” test is not enough
A highly customized asset may have no practical alternative use, but that fact alone does not establish over-time recognition. The contractor must also have an enforceable right to payment for work completed to date. Under AASB 15, that right must at least compensate the contractor for performance completed if the customer terminates for a reason other than the contractor’s failure. Contract termination clauses and local law can therefore change the result.
What happens at a point in time
When the obligation does not qualify for over-time recognition, the company waits for the point at which control transfers. Indicators can include the customer obtaining legal title or physical possession, accepting the asset, or the contractor having an unconditional right to payment, depending on the contract and standard. The order may be announced months earlier, but the accounting entry waits for that transfer.
How progress is measured on an over-time project
For an over-time obligation, the progress measure must faithfully depict the transfer of control. The company chooses an appropriate input or output method and applies it consistently to similar obligations.
| Method | Examples | Important limitation |
|---|---|---|
| Output method | Milestones, engineer surveys, completed units or time elapsed. | The output must represent what the customer has received; a milestone that does not reflect transfer can misstate revenue. |
| Input method | Labor hours, materials consumed or costs incurred. | Costs that are wasted, disproportionate or do not depict performance may need to be excluded or adjusted. |
Progress is remeasured at each reporting date. Forecast cost changes, approved variations and updated assessments can change the amount of revenue recognized to date. A cost-based calculation is not permission to treat every expenditure as earned revenue: the measure must correspond to performance transferred to the customer.
Why revenue and billing create contract assets and liabilities
Revenue recognition and invoicing follow different triggers. RSM’s November 2025 US construction guidance describes two common balance-sheet outcomes.

Contract asset: performance is ahead of an unconditional right
If recognized revenue or performance exceeds payments received plus amounts unconditionally receivable, the contractor may have a contract asset. The company has transferred work, but its right to consideration is still conditional on something beyond the passage of time—for example, reaching a certification milestone. This is revenue recognized before an unconditional invoice right.

A receivable represents an unconditional right to consideration. The customer owes the amount, and only the passage of time stands between the company and payment. An invoice is often evidence of that status, but the invoice date alone does not determine revenue recognition.
Contract liability: billing or payment is ahead of performance
When customer payment or an unconditional amount due exceeds performance, the company may record a contract liability for work it still owes. An advance can improve liquidity immediately, yet it remains a liability until the related obligation is satisfied.
Retainage needs contract-specific analysis
Retention withheld by a customer may be an unconditional receivable if only time must pass. It may instead remain a contract asset when release depends on conditions such as completion, inspection or other requirements. The contract wording and applicable law determine which treatment is appropriate.
Does winning a construction contract mean the company gets paid now?
No. An award can establish future payment rights without producing an immediate deposit, and a signed contract may still be subject to mobilization conditions, approvals or billing milestones. To assess near-term cash, trace the payment schedule rather than the award amount.

Cash inflows to identify
- Mobilization deposits or other advances.
- Progress payments tied to measured work or certifications.
- Approved change-order billings.
- Release of retention after completion or acceptance.
- Final payment and any amounts recovered through claims or dispute resolution.
Cash outflows that can arrive first
- Payroll, payroll taxes and employee benefits.
- Subcontractor applications and payment deadlines.
- Materials and equipment purchases or rentals.
- Insurance, permits, taxes, interest and debt repayments.
- Working-capital funding for periods when costs precede customer collections.
A company can report revenue while cash is tied up in an unbilled contract asset or receivable. It can also collect an advance while the project remains a contract liability. Collection risk, disputed work, customer credit quality and retention timing determine whether accounting amounts become cash.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How an order win affects reported revenue over time
Suppose a contractor signs a multiyear project for a stated contract price. The announcement increases its backlog, but the current-period revenue effect depends on work performed and the recognition pattern. If the obligation is over time, revenue may be recognized progressively as the selected measure shows transfer. If the obligation is point in time, little or no revenue may appear until control transfers.
During the project, progress-based revenue can exceed amounts paid or unconditionally due, producing a contract asset. Later certification or billing can convert that conditional position into a receivable, and collection converts the receivable into cash. If the customer pays before equivalent performance, the sequence runs in the opposite direction: cash and a contract liability appear first, followed by revenue as work is delivered.
This example is conceptual, not a reported company result. Actual entries depend on the contract’s obligations, variable consideration, enforceable rights, progress evidence and applicable reporting framework.
What construction costs tell you—and what they do not
Costs are not interchangeable with revenue or cash. In a March 2019 IFRS Interpretations Committee fact pattern, construction costs relating to work already performed for a partially satisfied obligation were costs of past performance and were expensed when incurred. The Committee stated that those costs did not meet the criteria in paragraph 95 of IFRS 15 to be recognized as an asset.
Best Value
That conclusion belongs to the described fact pattern; it is not a rule that every project cost is expensed immediately or that every cost qualifies for capitalization. A company must apply the relevant requirements to the relationship between the cost, the performance obligation and any asset-recognition criteria. Readers should examine the notes for contract-cost assets, impairment, onerous contracts and significant judgments rather than infer treatment from the order value.
How to read backlog after an order announcement
Use “backlog” only as the company defines it. There is no universal conversion timetable that turns backlog into quarterly revenue. A reported backlog figure can be affected by start dates, scope changes, cancellations, extensions, customer approvals, foreign-exchange effects and the issuer’s policy for including options or unfunded work.
Backlog is best treated as an indicator of future contracted activity, not a forecast of a particular quarter’s revenue or cash. A company may disclose an expected execution schedule; without that company-specific schedule, the contract headline cannot support a precise revenue estimate.

- Read the contract description. Note scope, customer, jurisdiction, term, options, termination rights and conditions precedent.
- Identify the reporting framework. IFRS 15, ASC 606 or another local requirement may apply, and enforceability depends on local law.
- Separate the obligations. Determine whether design, construction, equipment, commissioning or service elements are distinct.
- Determine the recognition pattern. Test all three over-time criteria; otherwise identify the point of control transfer.
- Check the progress measure. Look for milestones, units, surveys, labor hours or costs and whether exclusions are needed for waste or disproportionate inputs.
- Map billing to performance. Compare amounts paid, invoiced, unconditionally due and recognized as revenue.
- Inspect contract balances. Contract assets, receivables and contract liabilities reveal timing differences that the order headline hides.
- Build a cash timetable. Match deposits and progress payments against payroll, suppliers, subcontractors, equipment, taxes and debt.
- Stress-test the economics. Consider cost-to-complete risk, change orders, delay penalties, customer credit, disputes and retention.
- Read the backlog policy. Confirm what is included, when work is expected to start and what cancellations or modifications can remove.
What an order win cannot tell you by itself
- It cannot establish current-quarter revenue.
- It cannot establish profit or margin without expected costs and cost-to-complete estimates.
- It cannot establish positive operating cash flow.
- It cannot establish when a deposit, progress payment or retention will be collected.
- It cannot establish that the entire announced value will remain in scope.
- It cannot establish the accounting treatment without the contract and reporting jurisdiction.
The most reliable analysis follows the chain from enforceable contract terms to performance, recognition, billing rights and actual collection. That chain explains why a construction company can announce a major win, report modest revenue in the near term and still experience a cash shortfall while financing the work.
