That can mean an inline suggestion for one function, a generated test, an infrastructure configuration, a requirements breakdown, or an agent that performs several connected tasks. The label does not prove that an AI system designed, reviewed, secured, and shipped an entire product without people. Developers and engineering leaders still need to decide what the system may access, check its output, and approve changes through the normal delivery process.
What counts as AI-generated software?
The phrase covers more than source code. In practical use, software is AI-generated when an AI model creates, edits, translates, or materially influences an artifact used to build, operate, or maintain a system. The artifact may be wholly machine-drafted or a human-authored file substantially modified after an AI suggestion.

- Unit, integration, and other automated tests.
- API descriptions, comments, technical documentation, and release notes.
- Requirements, work items, dependency summaries, and prioritization suggestions.
- Threat-modeling notes, security-remediation proposals, and interpretations of security reports.
- Log, incident, vulnerability, and performance analyses that lead to operational changes.
A developer asking for a regular expression and pasting the answer into a reviewed change is using AI-generated software. So is a team using an AI system to turn a product requirement into tickets, draft a test suite, and propose a pull request. The common element is that a model contributed to an engineering artifact; the amount of human direction and checking can vary widely.
Three questions teams must keep separate
What can the AI produce?
Models can generate text, code, configurations, tests, explanations, and hypotheses about failures. The possible output is not the same as a guarantee of correctness, security, completeness, or compatibility with a particular codebase.

How much autonomy does it have?
An assistant normally responds to a prompt or proposes an edit for a person to accept. An agent can call tools, read project context, change files, run commands, and continue through multiple steps. NIST’s DevSecOps reference material distinguishes current human-directed generative-AI use from future agentic workflows. Its NCCoE introduction notes that multi-step agents require authorization controls, auditability, and human oversight.
Who is accountable?
The organization and its designated engineers remain responsible for accepting, securing, deploying, and operating the result. Giving an agent more autonomy does not transfer accountability to the model. It increases the importance of clearly assigned owners, restricted permissions, logs, and approval gates.
Where AI can help across the software lifecycle
NIST’s reference model describes assistance in planning, development, and continuous feedback. These are examples of possible uses, not a claim that every product supports every task.

- Turn broad requirements into work items or smaller tasks.
- Identify missing requirements, dependencies, and conflicting assumptions.
- Suggest priorities and create first drafts of project documentation.
- Support threat modeling by listing assets, trust boundaries, and possible abuse cases for human review.
These uses can reduce the time needed to prepare a backlog, but an automatically decomposed requirement may preserve an ambiguity rather than resolve it. A product owner or engineer must verify scope, acceptance criteria, and security assumptions before work is scheduled.
Implementation and testing
- Draft or modify application code and infrastructure-as-code.
- Generate unit and integration tests from an existing interface or behavior description.
- Explain unfamiliar APIs, dependencies, and compiler or test failures.
- Produce API documentation and code comments.
- Interpret security findings and suggest remediation.
Generated tests can expose missing cases, yet they may simply encode the same mistaken assumption as the implementation. Teams should examine whether tests assert the intended behavior, add negative and boundary cases, and run them in the normal pipeline.

Operations and continuous feedback
- Analyze logs, vulnerability reports, incidents, and performance data.
- Suggest likely root causes and candidate remediations.
- Summarize recurring operational signals for an engineer to investigate.
A plausible root-cause explanation is a starting hypothesis, not an incident finding. Production changes still need evidence, change control, testing, and an authorized operator.
Assistant versus agent: the practical difference
| Characteristic | Assistant-style use | Agentic use |
|---|---|---|
| Typical action | Suggests text, code, or an edit in response to a person | Performs multiple connected actions through tools |
| Human role | Directs each meaningful step and accepts or rejects output | Defines a goal and constraints, then supervises execution |
| Main control need | Review of each proposed change | Authorization, least privilege, audit logs, and approval for consequential actions |
| Failure exposure | Incorrect or insecure content enters a change if the reviewer misses it | Incorrect actions can compound across files, systems, or environments |
The boundary is not always obvious. A chat tool that can edit a repository and run tests has more operational reach than a passive autocomplete feature, even if both are marketed as assistants. Classify a system by the actions it can actually take, the data it can read, and the environments it can affect.
What the evidence says about benefits
NIST says AI technologies may improve efficiency and support higher-quality software delivered in a timelier manner, while emphasizing human monitoring and validation. DORA’s 2025 report says developers who extensively use generative AI self-report more time in flow, higher job satisfaction and productivity, and less burnout. Those are reported experiences, not proof that every team will obtain the same results.
Individual speed can also diverge from delivery performance. DORA reported that a 25% increase in AI adoption was associated with a 1.5% decrease in delivery throughput and a 7.2% decrease in delivery stability. DORA attributes the pattern in part to faster code generation producing larger batches that are harder to review and more likely to create instability. These are associations in DORA’s research, not universal causal effects.
The same 2025 report associated a 451% increase in AI adoption with clear acceptable-use policies, a 131% increase in team adoption with dedicated work-hour learning time, and 125% more team AI adoption where organizations addressed job-security concerns than where they did not. Each figure describes an association reported by DORA; it is not a guaranteed result for another organization. DORA’s report page was last updated April 13, 2026.

Why generated output still needs engineering judgment
AI output can be useful and still be wrong. Models may invent APIs, misunderstand local conventions, omit error handling, introduce insecure defaults, or produce code that works only for the example in the prompt. Security advice can be hallucinated, and a generated change may conceal a dependency or licensing issue that is not obvious from the diff.

NIST identifies risks including inaccurate output, insecure generated code, unauthorized actions, limited explainability, data leakage, excessive agent privileges, context tampering, and artifacts entering the software supply chain without provenance or approval. These risks apply to generated documentation and configuration as well as executable code.
Review the change, not just the prose explanation
Read the actual diff, inspect new dependencies, and check how the change behaves on invalid input, failure paths, concurrency, and permission boundaries. An articulate explanation does not demonstrate that the implementation is safe.
Validate security independently
Run the organization’s static and dependency analysis, secret detection, and relevant dynamic tests. Treat an AI-generated security recommendation as a hypothesis to verify against authoritative project documentation and your threat model.
Preserve provenance
Record which system contributed to a material change, what context it received when policy requires that record, who reviewed the result, and which tests and security checks passed. Provenance helps teams investigate incidents and assess whether an artifact entered the supply chain without approval.

A review and approval workflow that scales
NIST’s NCCoE reference model describes a phase in which “AI-generated outputs are always reviewed through established DevSecOps processes, including peer review, security validation, automated testing, and approval workflows.” In that model, AI does not independently deploy or modify production environments. Teams can adapt the same principle to their own tooling.
- Define the task and constraints. State the required behavior, supported versions, data sensitivity, performance limits, and files or systems the AI may touch.
- Limit context and permissions. Give the smallest repository scope, credential scope, and tool access needed. Do not expose secrets or confidential data to a third-party service unless an approved policy permits it.
- Generate a small, reviewable change. Prefer narrow commits over a large batch of unrelated edits. Ask the system to explain assumptions and identify areas it could not verify.
- Run automated checks. Compile or lint the change, execute unit and integration tests, scan dependencies and secrets, and run security checks required by the project.
- Perform peer review. A qualified engineer checks behavior, maintainability, security, data handling, and fit with local architecture. Review generated tests for meaningful coverage rather than counting test lines.
- Approve through the normal gate. Keep repository protections, change management, and release authorization in place. An agent should not bypass them because it produced the patch.
- Observe after release. Monitor errors, performance, vulnerabilities, and rollback signals. Feed verified findings back into the workflow without granting the AI unrestricted production access.
Controls for engineering leaders
Translate the risk categories into policies that match your systems and regulatory obligations.
- Acceptable use: define permitted, restricted, and prohibited data and tasks.
- Identity and access: use least privilege, short-lived credentials where practical, environment separation, and explicit approval for consequential actions.
- Inventory: keep a current list of AI systems, integrations, owners, approved uses, and affected repositories or environments.
- Auditability: log material prompts or instructions, tool calls, file changes, approvals, and execution results when policy and privacy requirements allow.
- Quality gates: retain code review, security validation, automated testing, and release approval in the established pipeline.
- Data and third-party risk: document what leaves the organization, how it is retained or used, and which suppliers or model services are involved.
- Training and support: provide dedicated learning time and explain how AI changes roles. DORA’s reported adoption associations indicate that policy clarity, learning time, and attention to job-security concerns correlate with broader team use.
How to compare AI development approaches
There is no universal best tool. Compare an approach against the work and risk of your own organization.
| Decision axis | Questions to ask | Evidence to measure |
|---|---|---|
| Autonomy | Is it an inline suggestion, a chat response, or a tool-using agent? | Actions possible without a fresh human approval |
| Workflow coverage | Does it support planning, code, tests, documentation, security, or operations feedback? | Tasks completed successfully in representative projects |
| Context and data | What repository, customer, or external information is exposed? | Data flows, retention terms, and approved-use compliance |
| Permissions and audit | Can access be scoped, logged, reviewed, and revoked? | Permission boundaries, traceability, and approval records |
| Team outcome | Does it improve delivery rather than only increase generated code? | Review time, batch size, throughput, stability, quality, and developer experience |
Measure before and after adoption with the same definitions. A larger volume of generated code is not a success metric if review queues, rollback frequency, defects, or operational load rise.
What NIST guidance covers—and what it does not
NIST SP 800-218A
Secure Software Development Practices for Generative AI and Dual-Use Foundation Models: An SSDF Community Profile was published July 26, 2024. It augments Secure Software Development Framework version 1.1 with practices specific to developing AI models through the software lifecycle. NIST says the profile is intended for AI-model producers, producers of AI systems that use those models, and acquirers of those systems. It is not a complete policy for every organization using a coding assistant.
Best Value
NIST AI RMF Core
The AI Risk Management Framework Core is a broader voluntary framework. Its GOVERN function calls for organizational policies, defined accountability and responsibilities, monitoring and periodic review, documented and communicated risks, and attention to third-party software, data, and supply-chain risks. Teams can use those principles to structure governance around coding tools and agents, while tailoring controls to their context.
Common adoption mistakes and better alternatives
Measuring lines generated
Lines of code reward volume, not useful delivery. Track review effort, defect escape, stability, throughput, and developer experience instead.
Giving an agent broad credentials
Wide access turns a mistaken instruction into a larger incident. Start with a sandbox, read-only context where possible, narrowly scoped write access, and explicit approval before changes reach shared or production environments.
Recommended Free Tools
Skipping provenance because a human clicked merge
A merge click does not explain what context shaped the artifact or which automated actions occurred. Keep enough traceability to investigate defects, security events, and supply-chain questions.
Assuming generated tests prove correctness
Tests can repeat an incorrect interpretation of the requirement. Review their assertions, add boundary and failure cases, and compare behavior with acceptance criteria and threat models.
Ignoring the human impact
Uncertainty about roles and job security can slow adoption or encourage unapproved use. Explain permitted uses, provide learning time, and involve engineers in setting review and accountability rules.
Bottom line for developers and teams
AI-generated software is best understood as a spectrum of AI contribution to code and adjacent engineering work, not as a claim of autonomous product delivery. Use it to accelerate drafting, analysis, testing, and feedback where it fits the task. Keep humans accountable for requirements, security, review, approval, deployment, and operations. The safest default is bounded assistance inside an auditable DevSecOps workflow; increase autonomy only when permissions, data handling, monitoring, and outcome measures are ready for it.
