What AI Cybersecurity Access Tiers Mean for Researchers and Security Teams

An AI cybersecurity access tier is a provider-specific arrangement that changes which models you can use and how often safeguards block security-related requests. It is not legal authorization to test anything. No shared standard exists, so Anthropic’s tiers and OpenAI’s tiers are different systems with different names, gates and limits. This guide describes both as published in 2026 and shows how to compare them without assuming they match.

An access tier is not permission to test a target

Both major programs say this directly. OpenAI limits Daybreak to work on systems, applications, accounts, networks or data that the user owns, operates, or is explicitly authorized to test or analyze. Anthropic limits Red Team Access to systems an organization is authorized to test. The tier decides what the AI provider will help with. Your scope letter, rules of engagement, contract or internal sign-off still decide what you may touch.

Anthropic’s announcement frames the underlying problem this way: “Cybersecurity is inherently dual use: the same capabilities that enable a security team to find and fix a vulnerability can also help a malicious actor exploit it.” Tiers are the providers’ attempt to separate those two groups through verification rather than by blocking the whole topic.

How Anthropic’s Cyber Verification Program is tiered

Anthropic’s Cyber Verification Program (CVP) announcement describes three levels, based on the scope of the cyber work and the verification and controls involved.

#1 Best Overall
Yubico - Security Key C NFC - Basic Compatibility - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-C or NFC, FIDO Certified
  • POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
  • WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
  • FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
  • TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

Defense Access

This tier covers defensive operations: SOC and incident-response tasks, malware reverse engineering, vulnerability analysis and validation. Anthropic names several examples of potentially qualifying applicants:

  • Company, nonprofit, university and government security teams defending systems they own or maintain
  • Critical-infrastructure operators
  • Smaller security firms
  • Open-source maintainers
  • Individual researchers with a history of reported vulnerabilities

Anthropic says it aims to respond to these applications within a few days.

Red Team Access

This tier adds authorized penetration testing and red teaming to defensive use. Examples given are in-house and government red teams and security or testing firms. It is organization-only, so individual researchers cannot apply for it, and applications may take a few weeks. Some actions stay blocked even here: those that could cause physical harm or mass disruption, including ransomware deployment, damaging physical systems, and testing high-risk safety systems.

Rank #2
Yubico - Security Key NFC - Basic Compatibility - Multi-Factor Authentication (MFA) Key, Connect via USB-A or NFC, FIDO Certified
  • POWERFUL SECURITY KEY: The Security Key NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
  • WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key NFC secures 100 of your favorite accounts, including email, password managers, and more.
  • FAST & CONVENIENT LOGIN: Plug in your Security Key NFC via USB-A and tap it, or tap it against your phone (NFC) to authenticate.

Specialized Access

This is reserved for a limited set of verified organizations authorized to test systems where failure could threaten lives or disrupt markets. Anthropic’s examples are flight operating systems, power grids, telecom networks, interbank transfer infrastructure and government administrative networks. These organizations are reviewed in depth in collaboration with the US government.

Platform availability

Anthropic says the program includes its most capable models, but availability differs by platform. It lists Claude Platform, Google Cloud Vertex AI and Microsoft Foundry. Amazon Bedrock is limited to customers eligible for Enterprise Frontier Safeguards. Check your platform and model before planning around it, because these details change.

How OpenAI’s Daybreak (Trusted Access for Cyber) is tiered

OpenAI’s overview distinguishes standard usage from three approved arrangements.

Rank #3
Yubico - YubiKey 5 NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-A or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5 NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
  • WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5 NFC secures 100+ of your favorite accounts, including email, password managers, and more
  • FAST & CONVENIENT LOGIN: Plug in your YubiKey 5 NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
  • MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
  • PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts

Standard mainline model use

Standard safeguards apply. The supported work OpenAI describes includes secure SDLC, code review, patching, threat modeling and generalized blue-team tasks. Many teams will not need to apply for anything.

Daybreak Blue

Blue gives reduced refusals on supported general-purpose models for verified defensive work. OpenAI lists vulnerability triage, secure code review, malware analysis, detection engineering, incident response and patch validation. It recommends Blue as the starting point for most security teams.

Daybreak Red

Red adds access to a specialized cyber model, plus reduced refusals on supported models, for authorized penetration testing, red teaming, exploit validation or development, and controlled vulnerability research. It needs separate approval and stronger verification and access controls.

Rank #4
Yubico - YubiKey 5C NFC - Multi-Factor authentication (MFA) Security Key and passkey, Connect via USB-C or NFC, FIDO Certified - Protect Your Online Accounts
  • POWERFUL SECURITY KEY: The YubiKey 5C NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
  • WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5C NFC secures 100+ of your favorite accounts, including email, password managers, and more
  • FAST & CONVENIENT LOGIN: Plug in your YubiKey 5C NFC via USB and tap it, or tap it against your phone (NFC), to authenticate.

Red with additional model approval

This gives access to an additionally approved specialist model on top of Red. Model-specific approval is its own condition. Holding Red does not guarantee every specialist model.

For individuals enrolling in Blue, OpenAI’s instructions list a compatible physical FIDO2 security key among the accepted secure sign-in methods. A key only satisfies that sign-in requirement. It does not guarantee eligibility or approval, and the requirement is specific to that path, not to other tiers or vendors. Check current device compatibility guidance first.

Purpose Anthropic CVP OpenAI Daybreak
Everyday secure development and general defense Not described as a separate tier Standard mainline model use with standard safeguards
Verified defensive work Defense Access (individuals with a vulnerability-reporting history may qualify) Daybreak Blue
Authorized penetration testing and red teaming Red Team Access (organizations only) Daybreak Red (separate approval)
Specialist model or critical-system testing Specialized Access (limited verified organizations, reviewed with the US government) Red with additional model approval

Note that OpenAI’s top arrangement is about a specific model, while Anthropic’s is about the criticality of the target systems. The labels sound similar but the gating logic differs.

Approval, activation, model and project are separate things

A frequent mistake is assuming that being approved means everything is switched on. OpenAI’s materials say otherwise:

  • Approval does not automatically turn on reduced refusals. Daybreak access must be enabled for the approved workspace or API project.
  • A model ID alone does not confer access.
  • Enterprise onboarding separates approval from activation and distinguishes workspace configuration from API-project configuration.

If a request is still refused, check whether you are calling from the enabled workspace or project and using a supported model before assuming the approval failed.

What higher access does not change

Higher tiers reduce friction, not every boundary.

  • Safeguards remain. OpenAI says Daybreak does not remove all safeguards or refusals. Anthropic says specified high-harm actions remain blocked in Red Team Access.
  • Scope is unchanged. Out-of-scope activity is not authorized under either program.
  • Resale is excluded. OpenAI says the program does not permit resale, proxying, embedding or downstream third-party access.
  • Tooling is still yours to configure. OpenAI’s API guide states: “Trusted Access governs approved model access; it doesn’t configure your tools, environment, or engagement scope.”

Running agents under a tier

If you connect an approved model to tools that act on systems, OpenAI’s API guide recommends controls that exist outside the model:

  1. Check each sensitive tool call against the approved engagement scope.
  2. Deny unauthorized actions.
  3. Pause ambiguous or high-risk changes for human approval.
  4. Keep independent filesystem and network boundaries, so the agent cannot reach what the engagement excludes.
  5. Keep audit logs.
  6. Fail closed when review is unavailable.

Data handling needs its own check

Sensitive source code and incident data make retention terms matter. OpenAI says trusted access does not automatically grant Zero Data Retention; that is a separate arrangement. Anthropic’s announcement says program retention is required for misuse monitoring, and described a separate privacy offering as forthcoming when it was published. Both are dated provider policies, so confirm current terms before sending client or incident data.

How to read published benchmark numbers

Providers have published figures showing what tiers change. Each is a vendor-run result under specific models and settings. None proves real-world outcomes, and the two providers’ tests cannot be ranked against each other.

  • OpenAI, 2026: on its internal Advanced Cybersecurity Completion Rate evaluation, GPT-5.6-Cyber scored 95.0%. GPT-5.6 Sol scored 1.5%, and 2.0% with Daybreak Blue. The scenarios include exploit-chain development and authentication bypass. The gap shows that Blue changes little on this advanced offensive test, while the specialist model changes a lot.
  • Anthropic, 2026: on CyScenarioBench, Claude Opus 5.5 in CVP Defense Access had 46 of 50 trials blocked. In Red Team Access, it completed 34 of 50 tasks with no blocks reported. Anthropic says that was effectively equivalent to its 67.6% completion rate with no safeguards on that evaluation. The pattern shows how tier choice can decide whether a model is usable for offensive testing at all.
  • Vulnerability counts, Anthropic, 2026: Project Glasswing partners reported at least 129,000 verified software vulnerabilities between April and July 2026, with more than 33,000 rated critical or high. This rests on partial partner survey reporting, and Anthropic warns the true total may be substantially higher. Separately, Anthropic’s own open-source scanning reported 5,500 verified vulnerabilities between April and October 2026. Both are provider-reported, not independently audited.

A checklist for choosing and using a tier

  • Define the work. Defensive analysis, authorized offensive testing and safety-critical testing map to different tiers.
  • Check who can apply. Anthropic’s Red Team Access excludes individuals. Defense Access and Blue are the realistic entries for solo researchers.
  • Budget the wait. Anthropic indicates a few days for Defense Access and a few weeks for Red Team Access.
  • Confirm the surface. Verify platform, model, workspace and API project before relying on access.
  • Hold written authorization separately. The tier never substitutes for it.
  • Review retention terms before handling client or incident data.
  • Recheck the provider pages periodically. Tier names, models, platforms and controls are changing quickly.
