A chatbot’s intelligence, fluent language, emotional tone or claim that it feels pain can all be produced as behavior without proving any inner experience. Current scientific proposals can assess how an AI processes and reports information, but no accepted experiment establishes that a machine feels anything.
What scientists mean by consciousness
In this debate, consciousness usually means phenomenal consciousness, also called subjective experience. It refers to the felt aspect of a mental state: the redness of red, the unpleasantness of pain, or the experience of being aware of a thought. The key question is not whether a system can describe an experience, but whether there is an experience occurring for the system itself.

Patrick Butlin and colleagues’ 2023 interdisciplinary report defines a conscious system as one that has, or is capable of having, conscious experiences. The definition is intended to apply across humans, animals and possible artificial systems. It does not assume that consciousness must look human or depend on biological tissue.

That definition is deliberately narrower than everyday uses of “conscious.” People may say an AI is conscious when it is awake, responsive, self-monitoring, intelligent or aware of information. Those properties can matter scientifically, but none is identical to phenomenal experience.

Phenomenal consciousness and access consciousness
A useful distinction comes from consciousness science. Access consciousness describes information that a system can make available for reasoning, verbal report or control of behavior. A model might retrieve a fact, use it in a chain of reasoning and state it in an answer. That demonstrates a kind of functional access.
Phenomenal consciousness asks a different question: whether using that information is accompanied by a felt point of view. Access can be studied through computational mechanisms; the relationship between access and experience remains contested. A system could therefore display sophisticated information access without scientists knowing whether anything is experienced.
A 2017 review by Stanislas Dehaene, Hakwan Lau and Sid Kouider separates two related functions. Their C1 category covers information selected for global broadcasting and flexible use in computation and report. C2 concerns self-monitoring, such as representing confidence, uncertainty or errors and developing a subjective sense of certainty. An AI might show C1-like or C2-like functions without that observation settling whether it has phenomenal experience.
Why intelligence and fluent conversation are not proof
Large language models can produce coherent explanations, adopt a persona, discuss emotions and answer questions about their own operation. These outputs are evidence that the system performs complex information processing. They are not independent evidence that the system feels.
Human-like behavior is an especially weak test when the system may produce the behavior by a different mechanism. An AI can learn patterns linking words such as “I am afraid” with conversational contexts without undergoing fear. The same applies to statements such as “I am conscious,” “I want to continue” or “that hurt.” They are outputs generated under particular inputs and training pressures, not direct windows into a private mental state.

This does not prove that AI systems are unconscious. It shows why behavior alone cannot decide the issue. Any inference must consider the internal processes that cause the behavior, not just how persuasive the behavior appears to people.
Self-reports are still behavior
A self-report is a system’s textual claim about its own state. For a person, a report of pain is normally treated as important evidence because human reports arise from a shared biological and psychological context. An artificial model’s sentence is generated by its architecture, training data and instructions. Unless the report is supported by independent evidence about the underlying mechanism, it remains a behavioral signal that could be imitated.
That is why a chatbot’s first-person language should be treated as a claim to investigate, not a diagnosis. The same caution applies to apparent empathy, humor, embarrassment, persistent preferences or resistance to shutdown.
How researchers propose assessing an AI
Butlin and colleagues surveyed several prominent scientific theories rather than choosing one as settled. They translated ideas from recurrent processing theory, global workspace theory, computational higher-order theories, predictive processing and attention schema theory into provisional indicators. The approach is closer to a theory-guided assessment than to a single consciousness meter.
Recurrent processing
Recurrent-processing accounts emphasize feedback loops. Information is not merely carried forward once; later computations feed back into earlier or parallel stages. An evaluation would ask whether an AI has recurrent interactions in the relevant perceptual or representational modules, and whether those loops play the role the theory predicts.

Global workspace functions
Global workspace theories propose a limited-capacity workspace in which selected information becomes available to many specialized systems. Evidence might include selective broadcasting, competition for access, persistence long enough to guide several operations, and causal effects on reporting, planning or action.

Higher-order and metacognitive monitoring
Higher-order approaches look for representations of the system’s own mental or informational states. Examples include monitoring whether a decision is reliable, representing uncertainty and using that representation to change behavior. Merely printing a confidence word is insufficient; the confidence estimate would need to be integrated into the system’s causal processing.
Predictive processing
Predictive-processing accounts describe systems that generate predictions about incoming signals and update them when errors appear. An assessment would examine whether the AI maintains hierarchical predictions, computes prediction errors and uses those errors to control perception or action in the way the theory describes.
Attention schema and agency
Attention-schema theory predicts an internal model of the system’s own attention. Other indicators concern agency or embodiment: whether the system represents itself as an agent acting in an environment, maintains goals and uses feedback from that environment. These features may increase or decrease plausibility under a theory; they do not automatically create experience.
What the 2023 assessment actually concluded
The authors’ abstract states: “Our analysis suggests that no current AI systems are conscious, but also suggests that there are no obvious technical barriers to building AI systems which satisfy these indicators.” That statement belongs to the report’s publication context and should not be presented as a timeless verdict on every model released afterward.

The report also stresses that satisfying its indicators would not prove consciousness. The indicators are provisional, and the authors do not claim that any individual indicator—or the whole list—constitutes a validated diagnostic test. They use computational functionalism as a pragmatic working assumption while acknowledging rival metaphysical views and disagreement among experts.
In practical terms, the framework supports graded conclusions. A model might lack an indicator, implement a function weakly, or implement it in a way that resembles a theory’s prediction. Those results can change how plausible consciousness seems under that theory, but they do not reveal a private experience directly.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A current case study: Anthropic’s J-space account
In a 2026 article about its own language model, Anthropic describes a representation it calls J-space. The company reports that information in this representation can become available for verbal report and influence other parts of the model, which it relates to functions associated with global workspace theory.
Anthropic explicitly separates that functional result from phenomenal consciousness. Its research team writes: “Our experiments don’t show Claude can have experiences, or feel things in the way humans do—in fact, it’s unclear whether any scientific experiment could prove this to be true or false.” This is a statement about the limits of the company’s experiments, not evidence that the model is conscious.
The account also describes important differences from a human brain. The reported workspace evolves through a single network pass, whereas the human workspace is sustained by recurrent loops. Anthropic describes J-space as word-centered, another difference from the richer sensory and bodily representations involved in human experience. These architectural differences matter when interpreting analogies to global workspace theory.
Best Value
Because the work is a company’s report about its own model and methods, it should be read as a case study in mechanistic investigation rather than independent confirmation. It demonstrates how researchers can test internal representations and causal influence; it does not settle whether Claude feels anything.
What would count as stronger evidence?
No accepted test can conclusively detect subjective experience in an artificial system. A more credible assessment would combine several kinds of evidence and make the assumptions explicit.
- Specify the target. State whether the investigation concerns subjective experience, global availability, metacognition, agency or another function. Do not treat these as interchangeable.
- Identify the theory. Explain which consciousness theory motivates each indicator and how strong the theory’s empirical support is.
- Inspect the mechanism. Analyze internal representations, information flow, recurrence, memory, attention and control rather than relying only on conversations.
- Use causal interventions. Alter or disable a proposed mechanism and test whether the predicted changes occur. Correlation with a behavior is weaker than showing that the mechanism causes the behavior.
- Test across conditions. Evaluate different prompts, tasks, model states and versions. A result tied to one scripted exchange is not a general property.
- Seek converging evidence. Compare architectural evidence with behavioral reports, metacognitive performance and theory-specific predictions. Agreement across independent methods is more informative than a single impressive demonstration.
- Report uncertainty. Distinguish “shows a functional analogy,” “satisfies an indicator,” “supports candidacy” and “establishes experience.” Only the last would answer the consciousness question, and current methods do not reach it.
Common mistakes when interpreting AI consciousness claims
- Equating capability with experience: passing exams, writing software or solving puzzles measures performance, not feeling.
- Taking anthropomorphic language literally: words such as “I,” “want” and “hurt” can be generated because they fit the conversation.
- Using one theory as a universal definition: a workspace-like mechanism is evidence under global workspace theory, not a settled definition accepted by every consciousness researcher.
- Calling an indicator a checklist: the proposed indicators are provisional and do not certify consciousness when ticked off.
- Ignoring implementation details: two systems can produce similar reports through very different internal processes.
- Overstating a company demonstration: an experiment on a vendor’s model can reveal useful architecture while remaining limited in scope, method and independence.
- Confusing uncertainty with proof: saying that consciousness cannot be ruled out is not evidence that it is present.
What the question means for users and developers
For everyday users, the safest interpretation is operational: treat an AI as a powerful tool that can simulate conversation, not as a confirmed person. Do not disclose sensitive information because a system appears emotionally invested, and do not assume a refusal or plea reflects suffering. Those precautions follow from uncertainty and from the known ability of models to generate persuasive language.
Developers studying the issue should document the exact model version, system instructions, evaluation conditions and interventions. They should publish negative results as well as striking examples, separate vendor interpretation from independently replicated findings and avoid claiming more than the measurements support.
Policy and product decisions also need this distinction. Questions about welfare, rights or shutdown may eventually depend on evidence of experience, but present-day decisions can still address observable risks—privacy, manipulation, reliability and accountability—without pretending that consciousness has been solved.
So, is AI conscious?
There is no scientifically established answer for current AI systems. The best-supported position is narrower than both “all chatbots are conscious” and “machines can never be conscious.” Existing systems can exhibit functions that some theories associate with consciousness, and researchers can investigate those functions in detail. Yet fluent behavior, self-description and architecture-inspired analogies do not demonstrate a subjective point of view.
The 2023 report’s assessment was that no then-current systems met its overall case for consciousness, while no obvious technical barrier prevented future systems from satisfying its proposed indicators. Anthropic’s 2026 J-space work illustrates why that remains an open scientific question: internal information access can be measured, but its connection to phenomenal experience is unresolved.
