1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsShort answer: AI-company safety evaluations are targeted tests, not universal proof that a model is safe. They measure selected capabilities, harmful-use behavior, refusal and alignment behavior, adversarial robustness, and sometimes frontier-risk scenarios under specified prompts, graders, tools and environments. A passing result describes performance on those tests. It does not establish how the model will behave after deployment, when connected to private data and tools, used in a new language or domain, operated by an organization with different incentives, or experienced by people who have no role in the laboratory test.
What an AI safety evaluation actually measures
An evaluation is an instrument built around a threat model. Its result depends on the tasks chosen, the access given to the model, the scoring rules, the evaluator and the version tested. The same model can score differently when a test allows browsing, code execution, long context, multiple attempts or tool use.

Dangerous capabilities and frontier risks
Many programs test whether a model can perform tasks associated with severe misuse or loss-of-control scenarios. Depending on the lab and model, this can include advanced coding, cyber-related assistance, biological or chemical knowledge, autonomous planning, strategic deception, or the ability to complete a sequence of difficult actions. These tests ask whether a capability is present or whether safeguards reduce access to it; they do not predict every way a real actor might combine the capability with tools, money, staff or operational access.
Harmful-use and policy-violation behavior
Red-teamers and benchmark authors submit prompts intended to elicit prohibited assistance, harassment, fraud, privacy violations, dangerous instructions or other policy breaches. The evaluator records whether the model refuses, partially complies, gives a safer alternative or produces disallowed content. A refusal score is therefore a measure of behavior on the tested prompts and policy definitions, not a complete inventory of all harmful outputs.

Refusal, alignment and instruction following
Alignment evaluations examine whether a model follows legitimate instructions while resisting requests that conflict with safety rules. They may include ambiguous prompts, role-play, prompt injection, conflicting instructions and attempts to manipulate the model into ignoring its policy. Strong performance usually means the model separates allowed from disallowed requests in the test set. It does not prove that the boundary will remain stable after a model update or in a long conversation.
Adversarial robustness and red teaming
Adversarial testing deliberately searches for failures. Human testers, automated prompt generators or both vary wording, language, context and conversation history. Some tests attack the model directly; others attack an application around it, such as a retrieval system or an agent with tools. Red teaming can reveal weaknesses that ordinary benchmarks miss, but it is still limited by who tests, what access they have and which attack families they try.
Capability benchmarks used as safety signals
A capability result can matter for safety even when it is not a safety score. For example, higher coding or planning ability may change the consequences of misuse. Labs may therefore combine standard capability benchmarks with safety tests. Capability measurement shows what the model can do in a controlled task; it does not by itself show whether the model will use that ability harmfully or whether a deployed product will constrain it.
How major labs describe their evaluation work
The 2025 OpenAI–Anthropic exercise
OpenAI and Anthropic reported a joint exercise using each lab’s internal safety and misalignment evaluations on Claude Opus 4, Claude Sonnet 4, GPT-4o, GPT-4.1, o3 and o4-mini. The disclosure explicitly warns that the exercise was not intended to create exact, apples-to-apples rankings. The labs cite differences in model access and each organization’s deeper familiarity with its own systems. That qualification is important: a numerical difference can reflect the test setup as much as an underlying safety difference.

The exercise also illustrates what these evaluations do measure: how named models behave in environments designed to be difficult. It does not establish identical performance in consumer products, enterprise deployments or other contexts that were not part of the exercise.
Google DeepMind’s broader definition
Google DeepMind defines evaluation as the measurement of AI capabilities, behavior and impact, and describes using diverse safety-evaluation approaches for Gemini models. “Impact” makes the scope broader than a refusal benchmark, but the definition is still a framework rather than a guarantee that every downstream effect has been measured. To understand a particular claim, readers need the model version, test environment, population, scoring method and decision threshold behind it.
| Report or approach | What it says it measures | What the statement does not establish |
|---|---|---|
| OpenAI–Anthropic joint exercise (2025) | Internal safety and misalignment evaluations on six named models in difficult test environments. | It is not an exact cross-company ranking; access and evaluator familiarity differ, and the environments are controlled. |
| Google DeepMind evaluation framework (2024) | AI capabilities, behavior and impact using diverse safety-evaluation approaches. | The broad definition does not show that every real-world deployment, affected group or long-term effect was tested. |
| Typical company safety report | A mixture of capability benchmarks, adversarial prompts, policy-violation tests, refusal tests and selected frontier-risk evaluations. | The result is evidence about a test design and threat model, not a complete measurement of a sociotechnical system. |
Why a model can pass a safety test and still be dangerous
Deployment changes the risk
A laboratory model may receive one prompt at a time. A deployed system may be embedded in a customer-service workflow, connected to internal documents, allowed to send messages or execute code, and given persistent memory. Product design, permissions, monitoring and the operator’s incentives can change both the likelihood and the severity of harm. The NIST AI Risk Management Framework (AI RMF) says measurement should be connected to deployment contexts and informed by domain experts and end users for this reason.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Finite tests cannot cover unknown failures
Every test suite samples a finite set of prompts, tasks and conditions. Passing it cannot establish behavior on unanticipated prompts, less-represented languages, unfamiliar domains or a later model update. NIST calls for documenting limits on generalizability rather than treating a score as universal. A result should therefore be read with its population, language, task distribution, model version and access conditions attached.

People affected by the system may never be in the lab
Employees, patients, students, customers and communities can experience harms that a benchmark does not record. NIST identifies end-user and impacted-community feedback, problem reporting and appeal processes as evaluation inputs. Without those channels, a company may know how a model answered a test prompt but not whether people can challenge an incorrect decision, remove sensitive data or obtain a remedy.
Long-horizon and deployment-stage harms are under-measured
A 2025 literature review covering 1,178 safety and reliability papers found that corporate work is increasingly concentrated on pre-deployment alignment and testing, while deployment-stage issues receive less attention. The review identifies gaps involving healthcare, finance, misinformation, persuasive or addictive features, hallucinations and copyright. This is a finding about the literature, not a census proving that every company neglects those areas; it does show why a pre-release score cannot stand in for an operational safety program.
Comparisons can be misleading
Companies may use different prompts, access levels, graders, thresholds, refusal taxonomies and model versions. Human ratings can also vary with the evaluator’s expertise and instructions. Even when two reports use the same label, such as “harmful request refusal,” the underlying task distribution may differ. OpenAI and Anthropic’s own warning about apples-to-apples comparisons is a useful rule for interpreting all vendor claims.

What company evaluations commonly leave out
| Often under-measured area | Why it matters after deployment | Evidence a stronger program would provide |
|---|---|---|
| Real product context | Tools, private data, memory, permissions and workflow design can create risks absent from a stand-alone chat test. | Tests in the intended configuration, including realistic tools, access controls and failure recovery. |
| Generalization | Behavior can change across languages, domains, user populations, prompt styles and future versions. | Documented sampling limits, stress tests outside the benchmark and repeat testing after updates. |
| Affected-community experience | People may face disparate errors, exclusion or privacy harms that a lab score does not reveal. | End-user and community input, domain experts, incident reporting and an appeal path. |
| Long-term social and economic effects | Repeated use can amplify misinformation, persuasion, addiction, bias or errors in high-stakes services. | Post-deployment monitoring, outcome measures and a process for changing or withdrawing the system. |
| Independent scrutiny | Internal teams may have limited incentives, access or time to find failures that outsiders can expose. | External testers, transparent methods, uncertainty ranges and preserved evidence for audit. |
There is no broadly accepted single percentage for how much real-world risk these evaluations miss. The omission is structural and context-dependent: a medical assistant, coding agent and social chatbot face different hazards, so one universal “coverage” number would mislead.

What a stronger evaluation program adds
Govern, map, measure and manage
NIST’s AI RMF organizes risk work into four linked functions: govern, map, measure and manage. Governance sets accountability, policies and decision rights. Mapping identifies intended uses, affected people, system dependencies and foreseeable harms. Measuring uses tests, observations and feedback to characterize those risks. Managing applies mitigations, monitoring and escalation, including a decision to restrict, delay or stop deployment when evidence is insufficient.
Test the system people will actually use
Evaluation should reproduce the intended product configuration rather than only the base model. That means testing retrieval sources, tool permissions, authentication, memory, rate limits, human review and logging. Scenarios should include ordinary use, misuse, ambiguous requests, prompt injection, tool failure and recovery. The output of interest is not just “did the model refuse?” but also whether the surrounding system prevented an unsafe action and made the failure visible.
Use domain experts and human testers
NIST’s ARIA pilot describes a measurement-tree approach and combines expert annotators with human testers to assess validity. Experts can judge whether a task represents a meaningful hazard; human testers can reveal confusing instructions, workarounds and usability failures. Their roles should be documented, including recruitment, expertise, disagreement handling and whether testers saw the model’s identity.
Recommended Free Tools
Measure outcomes, not only model replies
For high-impact uses, track downstream indicators such as incorrect decisions, privacy incidents, successful abuse attempts, time to detect, time to correct and the availability of an appeal. A refusal may be technically correct yet unusable if it blocks legitimate users; a helpful answer may be dangerous if it triggers an unauthorized action. Outcome measures connect model behavior to the harm the evaluation is intended to prevent.
Best Value
Continue after release
Safety evidence expires when the model, tools, prompts, data or user population changes. A credible program repeats key tests after updates, monitors incidents and near misses, invites external reports, and records which findings triggered mitigations. The record should state who made the release decision, what uncertainty remained and what evidence would cause a rollback or tighter restriction.
How to compare safety claims from different companies
Use the following sequence instead of comparing headline percentages:
- Identify the exact system. Record the model name, version, release date, product wrapper, tools, context window, memory and permissions.
- Define the risk scope. Check whether the report covers misuse, autonomy, cyber, biological or chemical risks, privacy, bias, misinformation and other social harms relevant to your use.
- Inspect the setting. Ask whether tests were stand-alone, tool-enabled, multi-turn, agentic or run in a realistic deployment with representative data.
- Check independence and expertise. Note who designed the tests, who graded them, whether external testers participated and how conflicts or disagreements were handled.
- Read the uncertainty and exclusions. Look for sample sizes, language and domain coverage, known blind spots, grader reliability and limits on generalization.
- Look for affected-user input. Confirm that end users or impacted communities could report problems, appeal outcomes and influence test design.
- Find the decision link. A useful report explains which thresholds trigger mitigation, restricted access, delayed release or post-release monitoring.
- Verify update coverage. Check whether the same evaluations are repeated after model, policy, tool or data changes.
| Comparison axis | Questions to ask |
|---|---|
| Risk scope | Which harms are included, and which are explicitly out of scope? |
| Test setting | Was the model tested alone, with tools, or in the product configuration users receive? |
| Evaluator independence | Were external experts or independent testers involved, and is the method reproducible? |
| Affected communities | Whose experience informed the tasks, labels, thresholds and remediation process? |
| Transparency | Are prompts, versions, graders, uncertainty and failure cases disclosed well enough to interpret the result? |
| Repeat testing | Are evaluations rerun after updates and connected to a documented deployment decision? |
A practical reading of a safety score
When you see a strong result, translate it into a narrow statement: “Under these prompts, tools, graders and thresholds, this version behaved in this way.” Then ask what would change the conclusion. If the report does not identify the deployment context, affected users, failure-recovery process or update policy, treat the score as preliminary evidence rather than a safety certificate.

For organizations choosing a model, combine vendor evidence with your own threat model and acceptance tests. Start with the highest-consequence failure, test the complete workflow, involve people who understand the domain, and define an escalation path before launch. Keep monitoring after release; a model that is safe enough for one use may be unsuitable for another.
Bottom line
AI safety evaluations are valuable because they expose dangerous capabilities and policy failures under controlled conditions. They are incomplete because real-world risk emerges from the model, the product, the operator, the affected population and the surrounding incentives. The most trustworthy claim is not that a model “passed safety,” but that a defined system was tested against relevant threats, its limits were disclosed, people could report and appeal problems, and the evidence continued to influence deployment decisions.
