AI companies must treat data security and model safety as one lifecycle problem. Protecting training data, model weights, prompts, and production systems is necessary, but it is not sufficient. A model can be confidential yet produce unsafe output; a well-tested model can still be exposed through weak access controls, insecure dependencies, or a compromised deployment pipeline.
A workable program connects technical security with decisions about intended use, affected people, acceptable risk, evaluation, monitoring, and incident response. NIST’s voluntary AI Risk Management Framework (AI RMF) provides an organizing structure, while its generative-AI profile and AI-specific secure-development guidance add detail. CISA and the UK’s National Cyber Security Centre (NCSC) contribute secure-by-design principles across design, development, deployment, and operation.

What data security and model safety mean together
Data security covers confidentiality, integrity, availability, access control, provenance, retention, and recovery for the information and components an AI system uses. The scope includes training and fine-tuning data, evaluation sets, prompts, outputs, logs, embeddings, model weights, source code, secrets, infrastructure, and third-party services.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Model safety concerns whether the system behaves acceptably in its actual context. That includes reliability, resistance to misuse, privacy, security, fairness, transparency, explainability, and the ability to detect and correct failures. Safety is not a permanent property that can be certified once: a new dataset, tool connection, user population, model update, or threat can change the risk.

The practical boundary therefore runs through the whole AI supply chain:
- Data: collection authority, licensing, personal or sensitive content, poisoning, leakage, quality, and retention.
- Model: weights, checkpoints, training code, alignment methods, hidden capabilities, and inherited risks from upstream models.
- Software and infrastructure: repositories, build systems, containers, orchestration, APIs, identity, secrets, and monitoring.
- Use context: decisions made with the model, connected tools, affected groups, human oversight, and consequences of error.
- Operations: abuse detection, updates, vulnerability handling, rollback, incident response, and end-of-life disposal.
Security controls should be selected for this context rather than applied as a generic perimeter around “the model.”
Use the NIST AI RMF as an organizing structure
NIST’s AI Risk Management Framework (AI RMF) 1.0 was released on January 26, 2023. NIST describes it as “intended for voluntary use” to help organizations incorporate trustworthiness into the design, development, use, and evaluation of AI products, services, and systems. It is guidance, not a law, certification, or exhaustive control catalog. NIST says the framework is being revised, so confirm the current status when adopting it.

AI RMF organizes work through four functions: Govern, Map, Measure, and Manage. They are not a rigid sequence. Governance is continuous and applies across the system lifecycle; mapping, measurement, and management are revisited as the system or its environment changes.

Govern: assign authority and accountability
Governance establishes who can make risk decisions and what evidence those decisions require. Assign an accountable owner for each material use, including someone empowered to pause deployment. Define escalation paths for privacy incidents, security vulnerabilities, harmful outputs, and unexpected capability changes.
Document the system’s purpose, prohibited uses, decision rights, supplier obligations, retention rules, and risk tolerance. Governance should cover model producers, AI-system producers, acquirers, deployers, operators, and relevant business or public-sector owners. A vendor contract does not transfer accountability for the consequences of your deployment.
Map: describe the system and its context
Create an inventory that follows data and control flow, not just a list of model names. Record data sources and permissions; preprocessing and labeling; model versions and fine-tunes; retrieval stores; tools and plugins; identities and network boundaries; human review points; user groups; geographic scope; and downstream systems.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
For each use, describe foreseeable benefits, harms, misuse scenarios, affected people, and dependencies. Mark where a model can act directly, such as sending messages, changing records, or executing code. Identify assumptions that must remain true for the system to be safe, such as a reviewer being available or a source being current.

Measure: test behavior, security, and change
Measurement combines conventional security testing with AI-specific evaluation. Test access controls, isolation, dependency integrity, secrets handling, logging, backup restoration, and vulnerability response. Separately evaluate factual reliability, refusal behavior, privacy leakage, prompt-injection resistance, harmful content, bias, robustness to distribution change, and tool-use boundaries where relevant.
Define test sets and acceptance thresholds before release, preserve versioned evidence, and record limitations. A single benchmark score cannot represent every trustworthiness property. Monitor production signals such as abuse attempts, unusual data access, drift, user complaints, escalation rates, and changes in output quality.
Manage: prioritize and treat risk
Management turns findings into decisions. Rank risks by severity, likelihood, affected population, reversibility, and the organization’s ability to detect and contain harm. Possible treatments include redesigning the task, narrowing permissions, adding human review, changing data, improving a model, adding filters, rate limiting, delaying launch, or stopping a feature.
Recommended Free Tools
Maintain a current risk register with an owner, due date, residual-risk decision, and evidence that the treatment works. Reassess after model updates, new tools, major data changes, incidents, or changes in the user population.

What generative AI adds to the risk picture
NIST’s Generative AI Profile (NIST AI 600-1), released July 26, 2024, is a companion to the AI RMF. It identifies risks that are novel to or heightened by generative AI and suggests actions organizations can select according to their goals and priorities. NIST’s 2024 announcement reports 12 risks and just over 200 suggested actions. Those figures describe the profile’s scope, not a universal checklist.
NIST’s named examples include lowered barriers to cybersecurity attacks, harmful content, and confabulated or “hallucinated” output. Other risks may matter depending on the system, so consult AI 600-1 directly rather than treating these examples as the complete list.
Confabulation and over-reliance
Generative systems can produce fluent but unsupported claims. Controls should match the consequence of error: retrieval with source display, constrained generation, structured outputs, domain-specific testing, confidence or abstention behavior, and qualified human review. User-interface language should make uncertainty and the system’s limits visible instead of implying authority.
Prompt injection and indirect instruction
Instructions can arrive through user prompts, retrieved documents, web pages, images, or tool results. Treat all external content as untrusted input. Separate instructions from data, restrict tool permissions, validate arguments server-side, require confirmation for consequential actions, and log the source of every instruction that influenced an action.
Best Value
Privacy and memorization
Training or retrieval data may contain personal, confidential, or regulated information. Establish a documented basis for collection and use, minimize data, separate tenants, encrypt in transit and at rest, control exports, and set deletion and retention procedures. Test whether prompts, retrieval, or generated output can reveal sensitive records. Do not assume that removing a name eliminates re-identification risk.
Abuse and dual-use capability
A general model may lower the cost of harmful activity even when the product is designed for legitimate use. Threat modeling should cover fraud, social engineering, malware assistance, dangerous instructions, harassment, and automated scaling. Apply account controls, rate limits, abuse monitoring, graduated access, and a process for updating safeguards as attackers adapt.

NIST SP 800-218, the Secure Software Development Framework (SSDF) 1.1, groups secure-development practice under Prepare the Organization, Protect the Software, Produce Well-Secured Software, and Respond to Vulnerabilities. It remains the final baseline described in the guidance used here. NIST’s project page lists version 1.2 as an initial public draft published December 17, 2025; a draft is not a final replacement, so verify the live status before making a compliance claim.

Prepare the organization
- Define security and safety roles, approval gates, and reporting channels.
- Inventory assets, suppliers, model licenses, datasets, and environments.
- Train developers, evaluators, operators, and support staff on AI-specific threats.
- Set requirements for data handling, provenance, privacy, acceptable use, and incident severity.
Protect the software and model supply chain
- Use strong identity, least privilege, separate development and production, and short-lived credentials.
- Protect repositories, training jobs, checkpoints, registries, signing keys, and deployment pipelines.
- Pin and scan dependencies, verify artifact provenance, and review imported models and datasets.
- Encrypt sensitive data and model artifacts, segment tenants, and test backup restoration.
Produce well-secured AI systems
- Threat-model data poisoning, evasion, extraction, inversion, prompt injection, tool abuse, and denial of service.
- Use reproducible builds and maintain a model and dataset bill of materials where feasible.
- Run adversarial evaluations alongside ordinary functional and security tests.
- Record model cards, intended use, known limitations, evaluation conditions, and change history.
- Validate tool calls and outputs at the application layer; never rely on a model to enforce authorization.
Respond to vulnerabilities and incidents
- Provide a channel for reporting model, data, software, and abuse issues.
- Triage severity, preserve evidence, notify affected parties when required, and coordinate fixes.
- Support rapid rollback, key rotation, model replacement, access revocation, and data quarantine.
- Feed lessons from incidents and near misses into the next risk assessment and evaluation set.
Apply secure-by-design guidance across five stages
On November 26, 2023, CISA and the UK’s NCSC published joint secure-AI-development guidelines co-sealed by 23 domestic and international cybersecurity organizations. The guidance covers secure design, model development, system development, deployment, and operation. Its recommendations emphasize Secure by Design principles, including ownership of security outcomes, transparency, and accountability.
For a practical implementation, ask at each stage:
| Stage | Questions to answer | Evidence to retain |
|---|---|---|
| Design | What is the intended use, threat model, risk tolerance, and human-oversight plan? Which actions are forbidden? | Use-case specification, abuse cases, architecture and data-flow diagrams, approval record |
| Model development | Where did data and weights come from? How were poisoning, privacy, capability, and misuse risks evaluated? | Data provenance, licenses, training configuration, evaluation results, model lineage |
| System development | Are APIs, tools, identity, secrets, dependencies, and tenant boundaries protected independently of model behavior? | Threat models, code reviews, test results, dependency and artifact records |
| Deployment | Are access, rate, geography, logging, rollback, and human escalation controls active in production? | Release checklist, configuration baseline, monitoring alerts, rollback test |
| Operation | How will drift, abuse, vulnerabilities, complaints, and supplier changes be detected and handled? | Dashboards, incident records, reassessments, patch and retirement decisions |
A practical starting plan for an AI company
- Map one real use case. Choose a production or near-production system and document data, model, software, actors, tools, users, consequences, and dependencies.
- Set governance and risk tolerance. Name accountable owners, define prohibited behavior, establish escalation authority, and decide which residual risks require executive acceptance.
- Select tailored measures. Combine conventional secure-development controls with evaluations for the model’s actual failure and misuse modes. Use the AI RMF functions and AI 600-1 to organize the work, not to claim automatic compliance.
- Implement mitigations at the system boundary. Enforce authorization, isolation, validation, rate limits, monitoring, and human approval in software and operations. Keep the model from being the sole security control.
- Compare current and target profiles. Record the present state, desired outcome, gaps, owners, priorities, and deadlines. NIST describes this comparison as a way to reveal gaps and prioritize mitigation in context.
- Reassess after change. Repeat the analysis when data, model versions, prompts, tools, suppliers, threat conditions, or user populations change. Include near misses, not only confirmed incidents.
How to judge whether your program is credible
A credible program can show more than a policy document or benchmark score. It can explain why the system is appropriate for its use, who is accountable, what data and components it depends on, which tests were run and under what conditions, what remains unknown, how production changes are detected, and how the organization can contain or shut down the system.
Frameworks help structure that evidence, but none makes an AI system universally safe. The right controls depend on deployment context, intended use, available resources, affected people, and acceptable risk. Applicable laws, contracts, and sector rules also depend on geography and use case; voluntary NIST guidance does not replace those obligations.
