The answer depends on the state or locality, the person’s role, the record containing the address, and any applicable exemption or confidentiality process. Federal law covers certain disclosures involving people performing specified official duties, but it does not create a blanket address-privacy rule for all elected officials.
Can people look up an elected official’s home address?
Sometimes. An address may appear in a public filing, a government database, a voter-registration record, a court record, or a commercial data-broker listing. Each source can be governed by different rules. A restriction on access to one database does not necessarily remove the same address from other records or private sources.

To assess a particular address, identify three things first: the state or locality, the person’s exact office or role, and the record in which the address appears. Protections can differ for elected officials, candidates, judges, election administrators, and other election workers.

There is no single answer for every official or record. State and local public-records laws set many disclosure rules and exemptions. The exemption may depend on the official’s role, a documented threat, an application, or another statutory condition; it may also permit access for specified purposes.

California illustrates why the record type matters. The California Secretary of State says most documents filed with the office are public unless an exemption applies, while voter-registration rolls are not available to the general public and are accessible for specified purposes. That distinction concerns the records held by the Secretary of State; it does not establish that the address is absent from every other government or private record.
What does federal law protect?
Federal law does not make every act of publishing an address a federal crime. Cornell Legal Information Institute’s Wex overview explains that 18 U.S.C. § 119 applies to specified people performing covered official duties and certain disclosures involving them. It should not be read as protecting every elected official simply because they hold office.

The same overview notes that other federal offenses or state laws may apply to particular conduct, including stalking in some circumstances. Whether a law applies depends on the facts and jurisdiction; the presence of an address online alone does not establish that a crime has occurred.

State laws may protect a narrower group—such as election workers—or address particular conduct rather than making all officials’ addresses confidential. A Congressional Research Service report on threats against election officials describes several approaches, including Oregon provisions that allow election workers’ home addresses to be exempted from public-record disclosure and Colorado restrictions on threatening or doxxing election officials and workers. These are examples of a patchwork, not a current, comprehensive survey of every state’s protections.

| Example | What the cited source describes | What it does not establish |
|---|---|---|
| Federal law | 18 U.S.C. § 119 covers specified people performing covered official duties and certain disclosures involving them, according to Cornell LII’s Wex overview. | A universal federal privacy right for all elected officials’ home addresses. |
| Oregon | The CRS report describes a provision allowing election workers’ home addresses to be exempted from public-record disclosure. | That every Oregon elected official, or every record containing an address, is covered. |
| Colorado | The CRS report describes restrictions on threatening or doxxing election officials and workers. | That every address disclosure is prohibited or that all officials receive the same protection. |
| California voter-registration records | The Secretary of State describes limits on general access and a process for certain qualifying requests for confidential elected officials’ and candidates’ voter-registration contact information. | That the information can never be disclosed, or that the rule covers addresses in unrelated record systems. |
What is the California voter-registration exception?
California Elections Code § 2166.9 provides a controlled-access route for confidential contact information in voter-registration records for confidential federal and state elected officials and candidates. The Secretary of State may consider qualifying requests for a bona fide journalistic or governmental purpose. It is not an absolute bar to disclosure.
The Secretary of State’s information-file request page describes statewide and single-voter request routes, limits on the number of records in single-person applications, fees, and the information that may be provided when a request qualifies. The application details and fees can change, so anyone seeking access should check the current official instructions. The rule concerns voter-registration contact information; it should not be treated as a general exemption for every public record containing the same address.

A 2024 California Assembly analysis also summarizes confidentiality provisions for qualifying voter-registration records and protections for specified judges’ home addresses in Department of Motor Vehicles records. It describes a two-year period, with another two years available through a new request, for the voter-confidentiality pathway discussed in that analysis. Those details are a legislative-analysis summary, not a substitute for checking current statutory language, eligibility, and agency procedures.

Why can election records be public while some addresses are restricted?
Election administration involves both public access and privacy rules. The federal voter-registration statute, 52 U.S.C. § 20507, provides for public inspection of certain voter-list maintenance records while also containing specific confidentiality provisions. It is not a general rule hiding every voter’s or elected official’s home address.

In practice, a law can protect a specified type of information for a specified person or purpose while allowing access to other election records. The controlling question is what record is requested and which statutory rule applies to that record.
Quick Recap
What should an official or journalist check in a specific case?
- Pin down the jurisdiction and role. Identify the state or locality and whether the person is an elected official, candidate, judge, election administrator, or another covered worker.
- Identify the record system. Determine whether the address is in a voter file, public-record filing, DMV record, court record, or a private data-broker listing. A rule for one system may not govern another.
- Check the current rule and process. Review the jurisdiction’s public-records law, election code, confidentiality program, and any role-specific statute. Confirm whether protection requires an application, evidence of a threat, or renewal, and whether exceptions allow disclosure.
- If the address is being used to threaten or stalk someone, assess the conduct separately. The applicable law and available steps depend on the facts and jurisdiction; no general remedy is guaranteed by the existence of an address-privacy rule.
- Use an official contact channel for constituent business. USAGov provides routes to federal, state, territorial, and local officials, avoiding the need to seek a private residence address.
