H.R. 1945 proposes to designate America’s National Churchill Museum at Westminster College in Fulton, Missouri, as a National Historic Landmark. The bill also authorizes federal cooperative agreements for historic-resource protection and interpretation and requires a study of whether the site merits designation as a unit of the National Park System. That study would not make the museum a national park automatically, and the Congressional Budget Office says the landmark designation itself would not change the museum’s ownership or management.
The bill’s final status is not clear from the available official records: a secondary tracker reports Senate passage on September 29, 2026, while the Congress.gov page available for review showed an earlier action. The October 1, 2026 House Calendar concerns a related Senate bill, S. 3490, not a confirmed final action on H.R. 1945. It is therefore not established here that H.R. 1945 became law. What does the bill propose?
H.R. 1945, the America’s National Churchill Museum National Historic Landmark Act, would designate the museum and the included Winston Churchill Memorial as a National Historic Landmark. The memorial is already listed on the National Register of Historic Places. The bill also authorizes the Interior Department to enter cooperative agreements to protect historic resources and support interpretive facilities and programs, and directs a special resource study of the site. The Congressional Budget Office summarized these provisions in its February 23, 2026 estimate of the bill: CBO, H.R. 1945.
The landmark designation
The designation is the bill’s immediate proposed recognition of the site’s national historical importance. Interior describes the ordinary administrative National Historic Landmark process as involving local input and scholarly review, with properties expected to demonstrate exceptional importance in American history and historical authenticity. That is Interior’s description of the agency process; H.R. 1945 would make this particular designation by statute instead. Cooperative agreements and interpretation
The bill would authorize Interior to work with the museum through cooperative agreements related to protecting historic resources and providing interpretive facilities and programs. This is authority for collaboration; it does not, by itself, transfer the property or establish a new management structure. CBO says the proposed landmark designation would not change the museum’s ownership or management.
The separate National Park System study
A special resource study would assess whether the site should be designated as a unit of the National Park System. A study is an evaluation, not a park designation. Any later decision about National Park System status is distinct from the landmark designation proposed in H.R. 1945.

Why is the museum historically significant?
Winston Churchill delivered his “Sinews of Peace” address—widely known as the Iron Curtain speech—at Westminster College in Fulton on March 5, 1946. The speech included the line: “From Stettin in the Baltic to Trieste in the Adriatic, an iron curtain has descended across the continent.” The quotation is reproduced in a press release from Representative Bob Onder’s office: House passes Rep. Onder’s bill.
Interior says the museum was established in 1969 and is dedicated to Churchill’s life and legacy. Its principal building is the 17th-century St. Mary the Virgin church, designed by Christopher Wren. The church was badly damaged by bombing during the Second World War and later relocated from London to Fulton. The site also includes a large continuous section of the Berlin Wall in North America, transformed into a sculpture by Edwina Sandys. Congress recognized the institution as “America’s National Churchill Museum” in 2009, according to Interior’s account.

Has Congress passed the bill, and is it law?
The records available for this article do not establish that H.R. 1945 became law. LegiScan reports that the Senate passed H.R. 1945 without amendment by unanimous consent on September 29, 2026. However, the opened Congress.gov page showed an earlier February 2026 action, and the official October 1 House Calendar entry describes S. 3490—a related bill—as having passed the Senate in December 2025 and being held at the House desk. That calendar entry is not a current action record for H.R. 1945. Because these records do not resolve the bill’s final disposition, the title’s claim that Congress passed the bill should not be read as confirmation that it was enacted.

What the designation would—and would not—do
- Would: designate the museum and included memorial as a National Historic Landmark by statute, if enacted.
- Would: authorize Interior cooperative agreements for historic-resource protection and interpretation, and require a special resource study.
- Would not, by itself: make the museum a unit of the National Park System; that is the separate question for the study.
- Would not, according to CBO: change the museum’s ownership or management through the landmark designation.
