A European payments network is not one app or payment rail. The phrase can mean EU-wide rules for instant euro transfers, Wero’s wallet and account-to-account payments, or a new effort to connect national payment services across borders. What consumers and merchants can use today depends on country, provider, and payment type; some cross-border features remain planned rather than live.
What “European payments network” can mean
Three related developments are often grouped under the same phrase, but they do different jobs:
As an Amazon Associate I earn from qualifying purchases.
- EU instant-payment rules set a baseline for providers handling instant euro credit transfers.
- Wero is a wallet and payment solution from the European Payments Initiative (EPI), built around instant account-to-account transfers.
- The European Network for Payments is a new entity intended to connect participating national payment solutions through a shared technical and operational layer.
An instant payment is an electronic retail payment processed in real time, around the clock, with funds immediately available to the recipient, according to the European Central Bank’s description of its retail-payments strategy. The ECB says pan-European solutions built on instant payments could also strengthen resilience in retail payments.

| Initiative | What it is | What it means in practice |
|---|---|---|
| EU instant-payment rules | Requirements for payment service providers handling instant euro credit transfers in the EU. | A broader baseline for sending and receiving instant euro transfers; it is not a branded wallet or a promise that every merchant accepts a particular app. |
| Wero | EPI’s wallet and account-to-account payment solution. | Consumers can use it for supported payment types where their provider and market offer the relevant service. Its rollout varies by country and channel. |
| European Network for Payments | An interoperability initiative announced by Bancomat, Bizum, EPI/Wero, SIBS–MB WAY, and Vipps MobilePay. | Its first planned phase is cross-border person-to-person payments; e-commerce and point-of-sale use cases are planned for later phases. |
What consumers can use—and what to check
Wero’s availability varies by market and use case
Wero is designed to move money from one account to another rather than operate as a standalone card product. EPI’s CEO has described that account-to-account model as a design pillar and said users can check their balance directly before making a payment, in an interview with the European Payments Council.

Rollout is phased. In its 2 September 2026 announcement, EPI described Wero availability in Belgium, France, and Germany, a migration from Payconiq in Luxembourg, and further market expansion. On 30 September 2026, EPI said online payments were live in Germany; Belgium and Luxembourg offered the then-available range of use cases, including in-store payments. The announced migration from iDEAL in the Netherlands was underway, and an Austrian launch was expected in 2027. These are EPI’s reported rollout statuses, not a guarantee that every bank, provider, or merchant in a country supports every use case. Check your provider’s current availability for the payment you want to make.
EU rules cover instant euro transfers more broadly
The rules are separate from Wero. The European Commission says euro-area payment service providers had to offer receipt of instant euro payments from January 2025 and must offer sending from 9 October 2025. Providers must offer free verification that the payee’s name matches the IBAN, and may not charge more for an instant transfer than for a standard credit transfer. These protections do not by themselves make Wero available or mean a particular shop accepts it. See the Commission’s explanation of the instant-payment rules.

Cross-border interoperability is being built in phases
The European Network for Payments was announced on 30 September 2026 by Bancomat, Bizum, EPI/Wero, SIBS–MB WAY, and Vipps MobilePay. The partners said they were preparing technical implementation of a common layer based on European standards, including instant account-to-account payments. They plan to start with cross-border person-to-person payments, followed by e-commerce and point-of-sale use cases. That announcement describes a roadmap, not a currently universal cross-border checkout service. The partners reported that their participating solutions together serve approximately 130 million users across 13 European countries; this is their combined reach figure, not an independent count of active users of the new network. Details are in the founding partners’ announcement.

A connected European payment option could give a merchant another way to accept payments online or in store and potentially serve customers who already use participating services. But the practical value depends on whether customers adopt it and whether the merchant’s payment provider or acquirer supports it in the relevant country and channel.

Questions to settle before offering it
- Coverage: Which countries, customer providers, and payment channels are supported now?
- Integration: Does the existing provider or acquirer enable acceptance, and what technical or operational work is required?
- Costs: What are the merchant’s actual fees and other costs? The available announcements do not establish a universal cost advantage.
- Operations: How do refunds, disputes, reconciliation, and customer support work for the specific service?
- Customer demand: Do enough of the merchant’s customers use the service to justify adding another payment method?
Before promising customers a new checkout method, ask the payment service provider or acquirer for current country- and channel-specific support and terms. The ECB’s March 2026 payments strategy sets goals for pan-European reach and customer experience, convenience and low cost, safety and efficiency, European brand and governance, and eventual global acceptance. Those are objectives for payment solutions to meet, not proof that every initiative already delivers them.

| Figure | What it counts and who reported it |
|---|---|
| More than 43.5 million registered users | EPI’s figure after Wero’s first 12 months, reported in September 2025. Registered users are not necessarily active users. |
| More than €7.5 billion transferred | The total EPI reported for Wero’s first year in its 15 September 2025 update. |
| 58 million users | EPI’s figure in its 2 September 2026 Luxembourg rollout announcement. |
| Approximately 130 million users across 13 European countries | The combined reach reported by the European Network for Payments founding partners on 30 September 2026. |
| 33.7% of SCT and SCT Inst credit-transfer volume | The share represented by SCT Inst transactions in Q4 2025, as European Payments Council data cited by the ECB; the ECB reported 19.7% for Q3 2024. |
The Wero figures are company-reported snapshots with different dates and definitions; the 130 million figure covers the founding partners’ combined reach. The instant-transfer share is a separate measure of euro credit-transfer volume, not a count of Wero users. EPI’s first-year figures appear in its 15 September 2025 update; its 2026 user figure appears in the Luxembourg rollout announcement.

The practical takeaway by use case
- Sending an instant euro transfer: Check whether your provider offers it and use the payee-verification protection. You do not need Wero simply to benefit from the EU rules.
- Paying with Wero: Check that your provider, country, and intended channel—person-to-person, online, or in store—are supported.
- Using a domestic payment app abroad: Interoperability is the aim of the new network, but its announced first phase is planned cross-border person-to-person use; merchant use cases are later phases.
- Accepting payments as a merchant: Confirm live availability and operational terms with your provider or acquirer rather than assuming that a national rollout means universal acceptance.
