What a Digital Badge Proves—and What It Does Not

A digital badge proves a defined claim made by an issuer: that a named person met the criteria for a specific achievement. In a properly implemented Open Badges record, a reviewer can inspect the issuer, recipient reference, criteria, date, status and any supporting evidence; cryptographic proof can show that the record came from the issuer and was not altered.

The badge image alone proves none of those details. It does not establish a universal skill level, independent accreditation, current performance, legal authorization, job readiness or automatic employer acceptance. Its value depends on who issued it, what was assessed, how the assessment was conducted and whether the record can still be verified.

What a digital badge actually is

A digital badge is an online record of an achievement presented through a visual token. Mozilla describes it as an online record that connects the recipient with the communities that issued the badge and the work completed to earn it. The picture is only the presentation layer. The meaningful information is the associated credential record and its verification process.

In the Open Badges model, an issuer makes a claim that a particular earner met the criteria for a defined Achievement. That achievement might be a course outcome, a demonstrated competency, a completed project, a workplace milestone or a form of recognition. The claim is limited to the achievement as the issuer defines it; the word “badge” does not impose one common level of difficulty across programs.

Badges also vary by technology. Some are simple images or links with little metadata. Open Badges are designed to carry structured information that a reviewer can inspect and verify. Therefore, seeing a badge graphic on a profile is not the same as checking the underlying record.

What an Open Badge record can contain

1EdTech characterizes Open Badges as information-rich tokens that identify who issued the recognition, who earned it and which criteria applied. Open Badges 3.0 defines an assertion with fields that let a verifier examine the claim and its status. Not every issuer fills every optional field, so the absence of information is itself relevant when judging credibility.

Record element What a reviewer learns Why it matters
Issuer identity The organization or individual making the claim Lets you assess authority, expertise and accountability.
Earner reference The person to whom the assertion relates Connects the credential to a recipient through the issuer’s verification model.
Achievement and criteria The outcome being recognized and the requirements for earning it Defines the exact scope of the claim instead of relying on a title or icon.
Issuance date When the assertion was made Provides context for recency and the version of the program in effect.
Valid-from and valid-until dates When the credential is intended to be valid, if the issuer sets limits Shows whether the claim may have expired.
Credential status Whether the assertion is active, suspended or revoked, where supported Prevents an old share link from being treated as current automatically.
Evidence Descriptions or links showing the work the recipient completed Allows a reviewer to judge the depth and relevance of the demonstration.
Framework alignment Connections to skills, education standards or occupational frameworks Provides context for comparison, but does not make two achievements equivalent.

1EdTech’s FAQ notes that some badges include searchable tags, expiration dates and alignments, while others provide only a basic description. A reviewer should open the credential record rather than infer details from the badge’s design, color or title.

What a digital badge can prove

An issuer’s specific assertion

The strongest direct conclusion is that the named issuer says the named earner satisfied the stated criteria. If a professional body issues a badge for passing a defined practical assessment, the badge can document that event. If a community issues a badge for participating in an event, it can document participation. In both cases, the proof is about the issuer’s claim, not an independent guarantee of everything the earner can do.

Traceability to the underlying achievement

A verifiable record lets a reviewer follow the claim to its issuer, criteria, recipient reference, issuance date and any evidence. This is more informative than a résumé line or an image copied into a portfolio because the reviewer can inspect the conditions attached to the recognition. Traceability also makes it possible to identify missing details: an issuer that publishes no criteria or evidence offers less to evaluate.

Integrity and issuer authorship, when implemented

Open Badges 3.0 includes a proof mechanism with instructions for verifying the issuer’s identity and detecting changes to the assertion and its claim contents after issuance. When a platform and issuer implement that mechanism correctly, a verifier can gain confidence that the record was authored by the stated issuer and has not been tampered with. Cryptographic verification protects the integrity of the record; it does not validate the issuer’s competence or the quality of its assessment.

The defined scope of an achievement

A badge can document a bounded outcome: for example, completion of a specified module, demonstration of a listed competency, delivery of a reviewed project or completion of an employer’s internal milestone. The criteria determine what the badge means. A precise badge with observable outcomes communicates more than a title such as “advanced” without an explanation of what advanced means.

What a badge does not prove by itself

It does not create a universal proficiency level

There is no single threshold shared by every issuer. “Level 2,” “expert” or “professional” can mean different things in different programs. Two badges with similar artwork may represent entirely different amounts of study, practice or testing. Only the published criteria and assessment details allow a meaningful comparison.

It does not prove that the assessment was rigorous

A badge may follow a demanding, evidence-based assessment or a lightweight condition. Mozilla’s documentation uses event attendance as an example of a lightweight badge and contrasts it with badges requiring complex evidence. Completion of a video, attendance at a session and passing a supervised practical task are not interchangeable achievements, even if each generates a digital badge.

It does not equal independent accreditation

The digital format does not turn an issuer into an accreditor, regulator, licensing authority or degree-granting institution. A badge can support a qualification pathway, but it does not itself confer a regulated license, academic degree or legally protected professional status. Those powers come from the relevant institution or law, not from the file format.

It does not guarantee current ability

Skills can become outdated and credentials can be suspended or revoked. Check the issuance date, valid-from and valid-until fields and current status whenever they are available. An old assertion may accurately record what happened at the time of issue while saying little about present performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It does not guarantee job readiness or employer acceptance

A badge can make an achievement easier to share with an employer, but standards do not require employers to recognize it. Hiring teams may value the evidence, issuer and relevance, or they may require their own test, experience or formal qualification. A badge should support a portfolio of evidence rather than be presented as a promise that the earner can work unaided in every situation.

It does not prove more than its identity model covers

Verification confirms the recipient and issuer information represented in the credential. It does not independently observe every task the person has performed, rule out all identity mistakes outside that model or establish that the earner personally completed work when the issuer’s process did not check that point.

Badge, certificate, certification, degree and licence: the difference

These terms describe different kinds of claims. A digital badge can accompany any of them, but the badge file does not inherit their authority automatically.

Credential type Typical claim What determines its authority
Digital badge An issuer’s documented recognition of a defined achievement The issuer, criteria, assessment, evidence and verification record.
Certificate of completion The learner completed a course or activity The provider’s requirements; completion may not include a competency assessment.
Professional certification A certifying organization judged the candidate against a specified standard Certification rules, assessment controls, renewal requirements and the organization’s standing.
Academic degree An accredited institution awarded a program-level qualification The institution, program approval or accreditation and completed academic requirements.
Licence or legal authorization A regulator permits practice under defined conditions The governing law, regulator, jurisdiction, scope and continuing obligations.

Open Badges are intended to sit alongside traditional qualifications and professional accreditation, not erase these distinctions. A badge may document one competency inside a degree or certification pathway, but it is not a substitute unless the relevant authority explicitly treats it as one.

How verification works in Open Badges 3.0

Open Badges 3.0 was announced by 1EdTech on May 29, 2024. The specification describes an assertion that carries issuer identity and issuance date and provides instructions for proving issuer authorship and detecting tampering. Implementations differ, so use the verification method supplied with the individual badge.

  1. Open the original credential. Follow the issuer’s credential link or verification page, not a screenshot or retyped résumé entry.
  2. Confirm the issuer. Check the exact organization or individual named in the record and compare it with the issuer’s official identity and domain.
  3. Match the earner. Verify that the recipient reference identifies the person who is presenting the badge.
  4. Read the achievement and criteria. Note the outcomes, required work, proficiency level and any prerequisites. Do not rely on the badge title alone.
  5. Inspect evidence. Determine whether the issuer links to a project, assessment result, rubric or other description of what the recipient did.
  6. Check dates and status. Record the issuance date and look for valid-until, suspension or revocation information.
  7. Run the platform’s proof check. Where supported, use the supplied verifier to confirm issuer authorship and that the assertion has not changed since issuance.

A successful integrity check means the data matches the issuer’s signed or otherwise protected record. It does not mean an outside body has audited the issuer or that the underlying evidence is excellent.

How to judge whether a badge is credible

  1. Investigate the issuer’s authority. Ask whether the issuer has relevant expertise, a real accountability structure and a reason to assess this achievement. A known employer, professional body, educational institution or specialist community may carry different contextual weight, but recognition is always tied to the claimed subject.
  2. Demand specific criteria. Look for observable outcomes, required tasks, proficiency descriptions, prerequisites and pass conditions. “Completed training” is less informative than a list of skills demonstrated against a stated rubric.
  3. Examine assessment independence. Find out who evaluated the work, whether an assessor used a rubric, whether assessment was supervised and whether the issuer separated instruction from final judgment. Self-attestation and attendance generally provide weaker evidence than direct evaluation.
  4. Review the evidence itself. Evidence should describe what the recipient did and, where appropriate, let a reviewer inspect the resulting work. A link that only repeats the badge title adds little verification value.
  5. Check currency and lifecycle controls. Note issue and expiry dates and confirm whether the issuer can suspend or revoke a credential. A badge without a visible status policy requires more caution when the achievement is time-sensitive.
  6. Use framework alignment carefully. Alignment to a recognized skills or education framework helps explain where the achievement fits. It is context, not proof that the badge is equivalent to every credential using the same framework.
  7. Consider the intended audience. A badge designed for internal progression may be useful to that employer but unfamiliar outside it. A badge intended for public verification should provide enough issuer, criteria, evidence and status information for an independent reviewer.

How to compare two badges

Compare the records, not the artwork. The following questions keep the comparison focused on evidence.

Comparison axis Questions to ask Stronger signal
Issuer credibility and relevance Who issued it, and why are they qualified to judge this achievement? Clear identity, subject-matter authority and accountability.
Criteria specificity and difficulty What exactly had to be done, and what counted as passing? Observable outcomes, meaningful prerequisites and a published standard.
Assessment independence Who evaluated the work and how? Qualified assessment, a rubric and controls against self-reporting.
Evidence quality Can a reviewer inspect the work or assessment record? Relevant, accessible evidence tied to the named earner.
Recency and status When was it issued, and can it expire, be suspended or be revoked? Visible dates and a functioning status check.
Framework alignment Does it map to a recognized skills or education framework? A clearly explained alignment used as context rather than equivalence.
Portability and verification Can people outside the issuing platform verify it? A durable record with an accessible verification method.

Why the same badge design can mean different things

Attendance badge

An event organizer may issue a badge after scanning a participant’s ticket. The record can credibly document attendance if the issuer’s process is accurate. It does not show that the person mastered the event’s subject or completed any practical work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Course-completion badge

A learning provider may require watching lessons and submitting a quiz. This can document completion and whatever the quiz actually measured. Without details about question difficulty, supervision and pass requirements, it should not be treated as proof of broad professional competence.

Evidence-based project badge

An issuer may require a project, assess it against a rubric and publish selected evidence. Such a badge gives reviewers more information about demonstrated performance, especially when the assessor and criteria are transparent. It still represents one defined project or competency, not every task in a job.

Workplace milestone badge

An employer may recognize completion of an internal onboarding or process milestone. That can be useful evidence of experience in that employer’s environment. Outside the organization, a reviewer must determine how the milestone’s criteria relate to the role or framework in question.

Using a badge responsibly

For earners

Share the original verification link and the criteria, not only a downloaded image. Add one sentence explaining what you did, which assessment was used and when the badge was issued. Keep evidence links available and update your résumé or profile if the credential expires or is revoked. If an employer asks for a license, degree or certification, provide that credential rather than presenting a badge as a replacement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For employers and reviewers

Open the issuer’s record, verify the recipient and status, and read the criteria before assigning weight to the badge. Ask for work samples or a practical test when the role requires capabilities that the badge does not directly assess. Treat framework alignment as a common vocabulary, then check whether the actual outcomes match the job’s requirements.

The practical bottom line

A digital badge is reliable evidence of a narrowly defined issuer claim when its record identifies the issuer and earner, explains the criteria, shows relevant dates and status, and provides verifiable evidence. Open Badges 3.0 can add tamper detection and proof of issuer authorship. None of those features turns a badge into a universal skill rating, an accredited qualification, a current-performance guarantee or a legal license. To decide what a badge is worth, evaluate the issuer, assessment, evidence, currency and relevance together.
