A data center investment can add future capacity, but it does not guarantee that usable space or power will be available when a customer needs it. In tight markets, much of the capacity under construction is already committed; tenants may also face higher asking rates, long delivery timelines and significant fit-out costs. The practical question is not simply how much is being invested, but what capacity will be powered, available and contractually protected by the required date.
What does a data center investment mean for a customer?
Investment may fund land, a building shell, substations and other power arrangements, cooling systems, connectivity, or tenant fit-out. The resulting service could be retail colocation, wholesale capacity, a hyperscale build-to-suit facility, or cloud infrastructure hosted in a provider’s data center. These models differ in scale, control and contract structure, so an announced project is not automatically a new option for every customer.

Track a project through four distinct stages: capital committed, capacity under construction, capacity contracted or preleased, and capacity actually available for your load and delivery date. Only the last stage answers whether it can meet your requirement.

Not necessarily in the near term. CBRE Research reported 8,155 MW of supply in North American primary markets in H1 2025, but vacancy was 1.6% and 74.3% of capacity under construction was already committed. These market-level figures show why construction and investment can rise without leaving much immediately available capacity; they are not a quote or guarantee for a specific location or lease. CBRE’s H1 2025 North America Data Center Trends report also identified power availability and infrastructure delivery timelines as decisive factors in site selection, leasing and pricing.

- Save valuable floor space: 6U wall mount server cabinet Dimensions: 13.78" H x21.65" W x17.72" D.Maximum mounting depth is 14.2"
- Keep critical network equipment secure: glass door and side panels are lockable to prevent unauthorized access. Front door can be installed on either side of the front of the cabinet to satisfy your door swing orientation preference
- Easy equipment configuration: Fully adjustable mounting rails and numbered U positions, with square holes for easy equipment mounting with top and bottom punch-out panels for easy cable access
- Durability: Made of high quality cold rolled steel holds up to 110lb (50kg) (Easy Assembly Required)
- PCI & HIPPA and EIA/ECA-310-E compliant
Supply is useful to you only if it matches your location, capacity, density, cooling needs, network requirements and timing. A nearby site may reduce latency, but confirm its power-ready date and connectivity rather than relying on a project announcement.
Why can data center leases get more expensive?
Powered space is constrained, and demand for large contiguous blocks can be difficult to serve. In CBRE’s North American H1 2025 market reporting, average asking rates rose 2.5% for 250–500 kW requirements; asking rates for deployments of 10 MW or more increased by as much as 19% across reported markets. The 19% is a maximum reported increase, not a uniform market-wide rise or a quote for a particular lease. These figures describe asking rates for specified capacity and technical criteria, not necessarily final contracted prices. CBRE’s report provides the market context.
Costs also depend on the facility scope, power charges, fit-out, IT equipment, escalators and contractual minimums. Compare the total cost of serving your load, not just the headline rent.
Who pays for construction, fit-out and equipment?
Construction-cost averages are not the same as a tenant’s all-in cost. JLL’s 2026 Global Data Center Outlook gives global average shell-and-core construction costs of $7.7 million per MW in 2020 and $10.7 million per MW in 2025, with $11.3 million per MW forecast for 2026. The 2026 figure is a forecast. These estimates describe a defined single-tenant building scenario and exclude land and active IT equipment. JLL says tenant fit-out can reach $25 million per MW for AI infrastructure; that is an upper figure, not a typical cost. JLL’s 2026 Global Data Center Outlook explains the scope and assumptions.

Clarify in the proposal which party supplies and pays for the shell, electrical and cooling infrastructure, tenant fit-out and IT equipment. A lease price that excludes substantial fit-out or equipment costs can understate the capital needed to put a facility into service.
How can power and delivery timelines affect a project?
Power availability, permitting, regulation, local support and equipment delivery can all affect when capacity is usable. JLL’s 2026 outlook identifies speed to power as the leading site-selection criterion and reports an average data center equipment lead time of 33 weeks, 50% above pre-2020 levels. The lead-time figure is an average, not a schedule for a particular project or component. Ask providers to identify what is already energized, what remains subject to utility or construction work, and which milestones determine the promised service date. JLL’s outlook discusses these constraints.
Provider expansion is selective, too. In its filing for the quarter ended June 30, 2026, Equinix described considering demand, power, design, network and cloud access, local capacity, investment requirements and existing customers when assessing opportunities to expand. That is one operator’s approach, not a universal industry policy. Equinix’s quarterly filings provide the company’s own account.

Investment intentions should also be distinguished from delivered capacity. CBRE’s early-2025 survey found that 95% of 92 surveyed global investors planned to increase data center investment in 2025. This is a survey of those respondents, not a census or proof that the planned investment was completed. CBRE’s investor-intentions survey describes the sample and findings.

Who pays for power investment and what protections apply?
Large new data center loads can lead to investment in generation, storage, transmission or distribution. Whether those costs fall on the customer, utility shareholders or other ratepayers depends on the jurisdiction, tariff, regulator and contract. Do not assume that one utility’s arrangement applies elsewhere.
American Electric Power’s 2026 investor presentation describes certain large-load agreements that include minimum monthly charges, termination fees and credit or collateral conditions. Such terms are intended to support utility investment and protect existing customers, but this is an example of particular arrangements—not a nationwide rule or guarantee about how costs affect bills. AEP’s SEC filings include the presentation; review the applicable tariff and proposed agreement for the relevant service area.
What should customers and tenants compare?
Use these questions to compare actual proposals. The answers depend on the provider, project and contract; no single set of terms applies to all facilities.
