What a CISA Known Exploited Vulnerabilities Listing Means for Ivanti Administrators

By Freedom251 Team · · 9 min read

A CISA Known Exploited Vulnerabilities (KEV) listing means there is credible evidence that a vulnerability has been exploited in real-world attacks. For an Ivanti administrator, it is a priority signal requiring immediate scoping, mitigation or patching, and verification—but it is not proof that your appliance is compromised or that every deployment is vulnerable.

Federal civilian executive-branch (FCEB) agencies have binding remediation obligations under Binding Operational Directive 22-01. Other organizations are not bound by those federal due dates, but CISA strongly urges them to prioritize KEV vulnerabilities in their own risk-management programs.

What a KEV listing actually tells you

CISA’s KEV catalog is a living list of vulnerabilities for which exploitation has been observed or otherwise established. CISA says organizations should use it as an input to vulnerability-management prioritization. In practical terms, a KEV entry moves a vulnerability ahead of ordinary backlog items because attackers have demonstrated that the flaw can be used outside a laboratory.

  • Whether your exact Ivanti product and build are affected.
  • Whether the appliance is exposed to the internet or reachable through another trusted network.
  • Whether exploitation requires authentication, a particular configuration, or a chain with another flaw.
  • Whether your instance has already been attacked.
  • Whether the vendor’s current fix or mitigation has been installed correctly.

Treat the catalog as an exploitation and urgency signal, then confirm product, version, configuration, exposure, and vendor instructions before selecting a technical response.

Why Ivanti gateway entries deserve rapid action

Ivanti appliances commonly sit at a security boundary. Connect Secure and Policy Secure can provide remote access, while related products manage cloud services, mobile devices, or enterprise endpoints. A flaw in an internet-facing gateway can therefore affect authentication, access to restricted resources, command execution, or the integrity of the appliance itself.

CISA’s Ivanti entries include authentication bypass, command injection, server-side request forgery (SSRF), path traversal, SQL injection, buffer-overflow, XML-processing, and endpoint-management code-injection vulnerabilities. Several affect products that administrators may still describe by their former names. Ivanti Connect Secure was formerly known as Pulse Connect Secure; make sure asset records use both names when searching inventories and scanner results.

Ivanti vulnerabilities that appear in KEV material

CVE Product scope described by CISA What the flaw can enable Catalog timing or action
CVE-2023-46805 Ivanti Connect Secure (formerly Pulse Connect Secure) and Ivanti Policy Secure Authentication bypass that can provide access to restricted resources; CISA describes chaining it with CVE-2024-21887. Use the affected-version statement and current Ivanti guidance to determine exposure.
CVE-2024-21887 Ivanti Connect Secure and Policy Secure Command injection. The combination with CVE-2023-46805 is especially significant because an attacker may bypass authentication and then execute commands. CISA date added: January 10, 2024. FCEB due date: January 22, 2024. Catalog action: apply vendor mitigations or discontinue use if mitigations are unavailable.
CVE-2024-21893 Connect Secure, Policy Secure, and Ivanti Neurons SSRF that can permit unauthenticated access to certain restricted resources. Check the current catalog record and vendor advisory for affected releases and mitigations.
CVE-2024-8190 Ivanti Cloud Services Appliance (CSA) OS command injection. Added to KEV on September 13, 2024, based on evidence of active exploitation.
Other Ivanti entries CSA, Connect Secure, Policy Secure, and Endpoint Manager Mobile (EPMM) CISA material also covers CSA path traversal and SQL injection, Connect Secure/Policy Secure buffer-overflow and XML issues, and EPMM code injection. Each CVE has its own affected versions, action text, and dates; do not apply one product’s remedy to another.

The dates in the table are catalog facts, not evidence that every organization completed remediation by those dates. They also do not establish how many appliances were compromised. CISA’s entries identify exploitation risk and required action; your logs and incident-response process establish what happened in your environment.

How federal deadlines differ from a normal enterprise priority

Binding Operational Directive 22-01 applies to FCEB agencies. It creates catalog-based remediation obligations and due dates for those agencies. A date such as January 22, 2024, on the CVE-2024-21887 record is therefore a federal compliance deadline, not a universal legal deadline for commercial companies, schools, state and local governments, or individuals.

Non-FCEB organizations should not interpret that distinction as permission to wait. CISA strongly urges all organizations to reduce exposure by prioritizing timely remediation of KEV vulnerabilities in their own vulnerability-management practice. Your internal deadline should reflect internet exposure, business criticality, available mitigations, and evidence of exploitation—not merely whether a federal due date applies.

For a federal team, record the catalog date added, federal due date, action text, ransomware-use flag, and any additional notes in the system used to track directive compliance. For a non-federal team, record the same fields as risk-management evidence, while labeling the federal due date as informational rather than binding.

A practical Ivanti KEV response workflow

1. Build an accurate inventory and scope

Start with an authoritative list of every Ivanti deployment, not just the appliances found by a perimeter scan. Include Connect Secure, Policy Secure, Neurons, Cloud Services Appliance, and Endpoint Manager Mobile. Record the installed version or build, high-availability relationships, management interfaces, internet-facing addresses, upstream proxies, administrative jump hosts, and any delegated service providers.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Then map each CVE to the exact product and version statement in the current CISA catalog record and Ivanti advisory. A product family name alone is insufficient: two appliances with similar labels may run different branches, receive different fixes, or require different mitigations.

2. Read the complete catalog record

For every matching CVE, capture:

  • Date added to KEV.
  • Federal due date, when one is listed.
  • The required action in the record.
  • Whether CISA marks known ransomware use.
  • Additional notes about affected products, exploitation, or dependencies.

For CVE-2024-21887, the action explicitly says to apply vendor mitigations or discontinue use if mitigations are unavailable. That wording is stronger than a generic recommendation to schedule a patch during the next maintenance window.

3. Apply the vendor’s current fix or mitigation

Use Ivanti’s current security advisory and release notes for the exact supported branch. CISA later reported that Ivanti released updates for supported 9.x and 22.x Connect Secure and Policy Secure versions and urged administrators to review the vendor advisory and apply updates. Confirm that your appliance is on a supported branch before assuming an update exists for it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Follow the vendor’s sequence for clustered appliances, backups, configuration export, reboot requirements, and post-update checks. Do not substitute a scanner’s “fixed” label for confirmation of the installed build. If the vendor provides a temporary mitigation rather than a full update, record its installation state and expiration or removal conditions.

4. Isolate when immediate patching is impossible

Short-term isolation is a risk-reduction measure, not a permanent exception. Apply the exact vendor mitigation first where instructed, then reduce exposure by restricting management access to dedicated administrative networks, removing unnecessary internet reachability, tightening firewall rules, limiting permitted protocols, and disabling unused services. Preserve the business function only to the extent that it can be operated safely.

If the catalog action says to discontinue use when mitigations are unavailable, plan an orderly shutdown, replacement, or traffic migration rather than leaving the appliance online with an undocumented exception. Keep an auditable record of who approved the exception, what compensating controls exist, when they expire, and what condition permits restoration.

5. Hunt for signs of compromise

A KEV listing means exploitation has occurred somewhere; it does not prove that your appliance was breached. Perform a focused hunt in parallel with remediation, especially when the appliance was internet-facing, unpatched during the exploitation period, or exposed through a shared management path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review, at minimum:

  • Authentication successes and failures, including unusual administrator accounts, impossible travel, unexpected source addresses, and activity outside normal maintenance windows.
  • Configuration and policy changes, new local users, altered certificates, modified routes, changed DNS settings, and unexpected export or backup activity.
  • System, web, VPN, API, and administrative logs for requests or commands that do not match normal operation.
  • Outbound connections from the appliance to unfamiliar destinations, especially immediately after suspicious inbound requests.
  • Unexpected files, web shells, scripts, scheduled tasks, persistence mechanisms, or changes to startup configuration.
  • Indicators and detection guidance in the applicable CISA and Ivanti advisories.

Preserve logs before rotating or rebuilding the appliance. If you find credible evidence of unauthorized access, isolate the system according to your incident-response plan, protect forensic evidence, rotate credentials and tokens from a trusted device, and escalate to your incident-response team. Reinstalling or patching without preserving evidence can destroy information needed to determine scope.

6. Verify, rescan, and keep watching

After updating or mitigating, confirm the running build directly on the appliance, verify that the intended configuration is active, and test authentication and critical access paths. Rescan from an appropriate vantage point and compare the result with the installed version, not merely with the date of the scan.

Continue monitoring the KEV catalog and Ivanti advisories for revised affected-version ranges, new mitigations, exploit notes, or additional related CVEs. Remove temporary firewall restrictions only after the permanent fix is validated and incident-response staff agree that the exposure is understood.

Decision factor Questions to answer
Product and version Is the exact appliance, software branch, and build listed as affected? Is it supported?
Prerequisites Is exploitation remote, unauthenticated, authenticated, or dependent on a particular configuration?
Vulnerability class and chain Can the flaw bypass authentication, reach restricted resources, execute commands, or combine with another CVE? CVE-2023-46805 and CVE-2024-21887 must be assessed together when both apply.
Exposure Is the service directly internet-facing, reachable through a partner network, or limited to an internal segment?
Vendor response Is a supported patch available, is there only a temporary mitigation, or does the catalog instruct discontinuation when mitigation is unavailable?
Catalog timing When was the CVE added, and is there a federal due date? Treat the due date as binding for FCEB agencies and as a useful urgency marker elsewhere.
Ransomware and exploitation notes Does CISA mark known ransomware use or provide additional exploitation context?
Business impact Would compromise interrupt remote access, expose restricted resources, or affect mobile and endpoint administration?
Evidence needed Which logs, configuration snapshots, network records, and appliance images can confirm or rule out compromise?

This framework prevents a common mistake: declaring a vulnerability “handled” because a patch was downloaded while leaving an exposed, unverified appliance or an uninvestigated period of possible exploitation.

Common mistakes to avoid

  • Assuming KEV equals confirmed breach. The catalog establishes exploitation in the wild, not compromise of every customer.
  • Assuming a related product is covered. Connect Secure, Policy Secure, Neurons, CSA, and EPMM have different records and remedies.
  • Treating the federal due date as universal. It is an obligation for FCEB agencies under BOD 22-01; other organizations should set their own urgent deadline.
  • Applying a generic workaround. Use the exact mitigation documented for the CVE and supported version.
  • Stopping after the update. Verify the build, rescan, review logs, and investigate suspicious activity before closing the ticket.
  • Leaving an exception undocumented. Every isolation or deferred-patching decision needs an owner, compensating controls, review date, and exit condition.

What administrators should retain for audit and incident response

Keep the catalog record captured at the time of decision, the affected-version assessment, screenshots or exports showing the installed build, change tickets, mitigation timestamps, firewall changes, scan results, and log-retention decisions. For FCEB agencies, include evidence required by the applicable directive-reporting process. For other organizations, the same record demonstrates that KEV risk was actively prioritized and that temporary controls were not mistaken for a permanent fix.

A concise executive status should state: which Ivanti assets are affected, whether they are exposed, what patch or mitigation is active, whether any appliance was isolated or discontinued, what compromise-hunting found, and the date of the next verification. That format keeps technical facts connected to business risk without claiming certainty the evidence does not support.
