A 600 MW data center would be a national-scale electricity customer, but its real effect would depend on where it connects, how quickly it ramps up, how much power it draws on average, and what supply and flexibility arrangements accompany it. The headline number is large; it is not, by itself, proof that Finland’s grid can serve the project or that the facility would consume its maximum load every hour.
For Finland’s electricity system, a 600 MW data center is best understood as a continuous 0.6 GW demand that must be connected, supplied and managed alongside homes, industry, electric heating, wind generation, solar generation and storage. At an uninterrupted full draw, the arithmetic produces 5.256 TWh of electricity over a 8,760-hour year. That is a theoretical maximum for the stated load, not a forecast for any named project.

How large is 600 MW?
Megawatts measure the rate at which a facility uses electricity at a given moment. Terawatt-hours measure the accumulated energy over time. Keeping those units separate prevents the most common misunderstanding about very large data centers.

|---|---|---|
| Instantaneous electrical load | 600 MW | 0.6 GW of power when the facility is drawing its stated maximum |
| Full-load annual energy | 5.256 TWh | 600 MW multiplied by 8,760 hours, assuming an uninterrupted draw all year |
| Finland’s system peak reference | Below 16 GW | Fingrid’s 2025 annual review reported total peak consumption below 16 GW |
| Scale against the 16 GW reference | Approximately 3.75% | 600 MW divided by 16 GW; this is a scale illustration, not a precise share of Finland’s actual peak or annual demand |
The full-load calculation assumes the data center is already operating at 600 MW, every hour of the year. Real facilities usually ramp up in phases as halls, servers and cooling systems are commissioned. Their average demand can be lower than the connection limit, and some loads may be interruptible or shifted. A project’s annual consumption therefore cannot be inferred from its requested connection capacity alone.

What the comparison with Finland’s peak demand tells you
Fingrid reported that Finland’s total electricity-system consumption peaked below 16 GW in its 2025 Annual Review and Financial Statements, published in 2026. Against a simple 16 GW reference, 600 MW is about 3.75%. Because the reported national peak is below 16 GW rather than exactly 16 GW, the percentage is an illustrative benchmark, not a measurement of the facility’s share of the country’s true peak.
The comparison is useful because it shows the order of magnitude: one connection could represent several percentage points of Finland’s peak system load. It does not mean the data center would add that percentage to every hour of demand. Finland’s load changes by season and weather, and a facility’s own profile changes during construction, commissioning, maintenance and periods of flexible operation.
Nor does the national comparison answer whether a particular site can be connected. A transmission node may have spare capacity while a nearby distribution network, transformer or line does not. Conversely, a location near a strong transmission connection may still require reinforcement, a new substation or a construction schedule that does not match the customer’s preferred opening date.

Grid planners must assess the project at a specific location. The relevant questions include the voltage level, available transfer capacity, fault levels, transformer capability, line loading during contingencies and the upgrades needed to maintain security after the new load is connected.
Requested, contracted and energized capacity are different
- Requested capacity is a project’s stated need or an enquiry submitted to the network operator. It signals interest, not construction.
- Contracted capacity is covered by a signed connection agreement. It is a more advanced milestone, but planned capacity can still be changed, delayed or cancelled.
- Energized capacity is the portion actually connected and available to the facility. It may be lower than the ultimate design capacity during a phased build.
A 600 MW project should therefore be described with its milestone and schedule attached. Saying that a project is “600 MW” without explaining whether that means an ultimate design, a requested connection, a signed agreement or an energized load can make a planned development sound like an operating one.

Transmission reinforcement can set the timetable
If a site requires a new line, transformer or substation, the grid work may become the critical path. The project developer and Fingrid would need to coordinate studies, permits, procurement, construction, protection settings and commissioning. A connection agreement does not remove those engineering and construction steps.
What Fingrid’s data-center pipeline indicates
Fingrid reported roughly 37 GW of consumption connection enquiries during 2025. More than half of the total consumption-enquiry capacity, which exceeded 100 GW, was associated with data-center projects. Those figures describe expressions of project interest, not guaranteed construction or electricity use. Fingrid itself presents the unusually large volume as an indicator of investment interest rather than a delivery forecast.

By the end of June 2026, Fingrid reported that data-center projects with signed connection agreements represented more than 3 GW of planned capacity, based on information from project participants. A signed agreement is further along than an enquiry, but it still does not establish that every project will be built at full scale or operate at its full contracted limit.
These figures put a single 600 MW proposal in context: it would be a substantial project even within a very large national pipeline. They do not show that Finland will receive all of the proposed load, nor do they identify which locations, schedules, power contracts or flexibility terms apply to any individual facility.
Can Finland’s grid accommodate a 600 MW data center?
There is no national yes-or-no answer without a site and a connection plan. Accommodation depends on a combination of factors:

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
- Location: the nearest suitable transmission or distribution connection and the network’s ability to withstand outages while serving existing customers.
- Ramp-up: whether the facility reaches 600 MW at once or adds capacity in stages.
- Load profile: the expected peak, average demand, cooling performance, maintenance pattern and any ability to reduce consumption.
- Supply arrangements: firm generation, market purchases, power-purchase contracts and exposure to weather-dependent output.
- Network works: new lines, transformers, substations, protection systems and any reinforcements required by the connection study.
- Flexibility: storage, backup generation, curtailment or operational controls that can reduce stress during tight system conditions.
Finland’s system operator has emphasized the need for adequate power capacity and flexibility as electricity production and consumption change. Storage can provide flexibility, but it also competes for available grid-connection capacity, so adding batteries does not automatically remove a network bottleneck.
Steady data-center demand meets variable generation
Data centers generally seek high availability and a stable power supply. Wind and solar production, by contrast, varies with weather and daylight. The grid must balance the two in real time using dispatchable generation, imports and exports, reserves, storage, demand response and transmission between regions.
A 600 MW facility does not need to be powered by a dedicated 600 MW plant at all times. It can be supplied through the wider electricity market, subject to the physical limits of the network. However, the system still needs enough aggregate generation, transfer capability and operating reserves to serve the load when weather-dependent production is low or when a major asset is unavailable.
Fingrid’s planning outlook published in the third quarter of 2024 described a scenario in which Finland’s electricity production and consumption could be 50% higher by 2030 and potentially double by 2035. This is a scenario-based outlook, not a guarantee. It illustrates why a large new load is assessed together with generation, transmission and flexibility investments rather than in isolation.
What the electricity emissions figure does—and does not—say
Fingrid reported an emissions factor of 26 gCO₂/kWh for electricity consumed in Finland in 2025. That is a national consumed-electricity figure. It is not an hourly emissions measurement for a particular data center and does not prove that a facility’s electricity procurement has the same composition at every moment.

If the theoretical full-load annual consumption of 5.256 TWh were multiplied mechanically by 26 gCO₂/kWh, the result would be about 136,656 tonnes of CO₂. That calculation is an illustration using a national average factor, not a facility-specific carbon footprint. The actual result would depend on the hours the site operates at each load, the generation serving it, imports and exports, contractual procurement and the accounting method used.

For a data center, reliability is an operational requirement as well as a grid-planning issue. A project proposal should state how it handles disturbances and whether its electrical design can reduce demand when the system is constrained.
Questions to ask about a proposed 600 MW facility
- What is the maximum import agreed at the connection point, and how much capacity will be energized in each construction phase?
- What is the expected average load after stabilization, separate from the peak design load?
- Which loads can be curtailed, delayed or shifted without breaching service commitments?
- How long can on-site backup systems support critical operations, and are they intended only for emergencies or also for grid services?
- Will batteries charge during periods that compete with other users for network capacity, or can their operation support the system during constrained hours?
- What transmission and substation upgrades are required, and which party funds and schedules them?
These details determine whether the project behaves as a rigid new demand or as a large customer with some ability to respond to system conditions. They also affect the amount of generation and network capacity that must be secured before the final phase is energized.
Commissioning can matter as much as the final design
A data center may begin with one building or a limited number of halls and expand over several years. During early phases, the connection may carry far less than the ultimate 600 MW request. That staged approach can give the network operator time to complete reinforcements, but it can also create uncertainty if the final phases depend on future studies, permits or market conditions.
Any credible assessment should publish a schedule showing requested, contracted and energized capacity by phase. It should also distinguish the IT load from cooling, power-conversion losses and other site services, because the grid sees the total import rather than the server load alone.
Best Value
Local effects and possible benefits
The electricity-system impact is national, but many consequences are local. A connection may require land for lines or substations, construction traffic, noise controls and changes to existing infrastructure. The project may also create demand for construction, operations and specialist maintenance.
Heat recovery can provide an additional local benefit where a nearby district-heating network or industrial user can accept the heat at a suitable temperature and volume. Whether that is practical depends on distance, seasonal demand, financing and the data center’s cooling design. No site-specific heat-reuse plan is established by the 600 MW figure alone.
A practical way to evaluate a 600 MW proposal
- Identify the site and connection level. Without a location, national statistics can show scale but not deliverability.
- Separate the milestones. Record the requested, contracted and energized capacities, with dates for each phase.
- Model the load. Show peak MW, expected average MW, annual TWh, cooling demand, commissioning ramp and any curtailment.
- Check the network plan. List required lines, transformers, substations, permits, outage constraints and the expected completion sequence.
- Check supply and flexibility. Document firm supply, exposure to weather-dependent generation, storage, backup and demand-response arrangements.
- Assess local outcomes. Include land use, construction impacts, employment, water and cooling requirements where documented, and realistic heat-recovery opportunities.
- Update the assessment as milestones change. An enquiry, a signed agreement and an energized facility are different facts and should never be reported as interchangeable.
The bottom line for Finland’s grid
Six hundred megawatts would be a major addition to Finland’s electricity demand: about 0.6 GW at any instant and 5.256 TWh a year only under a continuous full-load assumption. It is roughly 3.75% of a 16 GW national peak reference, making it large enough to influence planning discussions but not large enough for that comparison to answer a site-specific connection question.
Finland’s large data-center pipeline shows strong investment interest, while the distinction between enquiries, signed agreements and energized capacity prevents that pipeline from being mistaken for realized demand. The decisive evidence for any individual project will be its location, connection agreement, construction schedule, load profile, supply arrangements and flexibility plan.
As Fingrid President and CEO Jukka Ruusunen said in the organization’s half-year report for 1 January–30 June 2025, published 24 July 2025: “The energy transformation is progressing rapidly in Finland. After a boom of investments in electric boilers, we now see great interest in data centre and energy storage investments.” That interest can be accommodated only when generation, transmission, connection infrastructure and system flexibility develop alongside the new load.
