What a 500 MW Data Center Means for Electricity Demand and Grid Planning

A 500 MW data center represents 500 megawatts of demand at a defined measurement boundary. If that is a steady facility load in every hour of a 365-day year, the arithmetic is 500 MW × 8,760 hours = 4,380,000 MWh, or 4.38 terawatt-hours (TWh). That is an annualization under a continuous-load assumption, not proof that a particular facility will draw its maximum every hour.

The phrase “500 MW data center” is incomplete without a definition. It might mean the information-technology (IT) load, the entire facility’s expected demand, a maximum demand, or the capacity requested from the grid. Those measures produce different planning obligations. Whether a specific grid can serve the project depends on its location, point of interconnection, timing, network headroom, available generation, reliability requirements and the credibility of its construction schedule.

Start with the units: MW is power, TWh is energy

Megawatts (MW) describe the rate at which electricity is being used or supplied at a moment or over a stated interval. Megawatt-hours (MWh) and terawatt-hours (TWh) describe accumulated energy over time. A load drawing 500 MW for one hour consumes 500 MWh. Holding that load constant for 8,760 hours consumes 4,380,000 MWh, which is 4.38 TWh.

This distinction matters because a project can have a 500 MW connection request without operating at 500 MW continuously. It may energize in stages, have a lower average load than its contracted maximum, or reserve capacity for future equipment. Conversely, a facility described by a 500 MW IT load can require more power at the utility meter once cooling, power-conversion losses, backup systems and other building services are included. No conversion between those boundaries is valid without facility-specific data.

What the annual figure does—and does not—say

  • It does show: the energy consumed by a constant 500 MW load under the stated 365-day assumption.
  • It does not show: a facility’s hourly profile, peak demand, ramp rate, efficiency, outage behavior or actual annual consumption.
  • It cannot establish: the generation, transmission or distribution upgrades required at an unnamed site.

Define exactly what “500 MW” measures

Before comparing a proposal with a utility forecast or another data center, put the load boundary in writing. Ask the developer and grid operator to identify each of these items:

IT load

IT load is the electricity delivered to servers, storage and networking equipment. It is often the number used to describe computing capacity, but it excludes the overhead needed to run the building. A 500 MW IT figure is therefore not automatically a 500 MW whole-facility load.

Total facility demand

A whole-facility figure includes IT equipment plus cooling, fans, pumps, lighting, power distribution and other services. This is the more relevant number for the meter and for many network studies, but the project record must say whether it is an expected operating load, a maximum demand or an engineering design value.

Interconnection or contracted capacity

An interconnection request can represent the maximum capacity a customer wants available, not the power it will draw on its first day. A request may cover a phased buildout or future expansion. Treating that number as an immediate, constant load can overstate near-term demand; treating it as merely speculative can understate the infrastructure that must be reserved.

Phased versus single-step energization

Record the first energization date, each planned increment, the target load for each stage and the evidence that makes each stage credible. A 500 MW end-state reached through several smaller blocks creates a different construction and reliability problem from a single 500 MW energization.

How large is 500 MW in current U.S. planning context?

FERC staff reported that the average data center entering service grew from 25 MW in 2020 to almost 80 MW in 2025. FERC said projects of that scale can require new generation or transmission and that planners need accurate estimates of whether, and when, facilities will enter service. A 500 MW project is several times the reported 2025 average. That comparison is a sense of scale, not a technical limit or a prediction about any individual project.

Measure Value What it represents
Constant 500 MW load for one hour 500 MWh Energy used in that hour
Constant 500 MW load for 8,760 hours 4,380,000 MWh (4.38 TWh) Arithmetic annualization for a 365-day year
Average data center entering service in 2020 25 MW FERC staff-reported average
Average data center entering service in 2025 Almost 80 MW FERC staff-reported average

At the national level, the Lawrence Berkeley National Laboratory (LBNL) 2024 report, as described by the U.S. Department of Energy (DOE), estimated that data centers used about 4.4% of U.S. electricity in 2023. The same report gave an approximately 6.7% to 12% range for 2028. DOE separately reported an Electric Power Research Institute (EPRI) estimate of up to 9% of U.S. electricity generation by 2030, compared with 4% in 2023. These figures have different publishers, years and definitions; the 2028 LBNL range and the 2030 EPRI estimate are not competing measurements of one identical scenario.

The U.S. Energy Information Administration’s (EIA) AEO2026 analysis treats data-center server load as essentially flat across hours and projects 446 to 818 billion kilowatt-hours of server electricity use in 2050 across its cases. That range is scenario-based and covers server consumption, not all facility electricity or a particular 500 MW project.

EIA also reported that U.S. electricity demand grew about 1.7% per year from 2020 through 2025, versus 0.1% per year from 2005 through 2019. It attributed part of the recent increase to data centers and explained that grid managers regulate interconnection of large loads and generating capacity against available supply.

Can the grid handle a 500 MW data center?

There is no national yes-or-no answer. Only a study of the named site, utility and transmission system can establish whether the requested load can be served, when it can be served and what work is needed. A concentrated load can be manageable in one location and a major constraint in another.

1. Identify the point of interconnection

Start with the transmission or distribution bus where the project would connect. The study must examine substation capability, nearby lines, thermal limits, voltage performance and the network’s required contingency conditions. A national average cannot reveal whether that equipment has headroom.

2. Test regional supply and reliability

Planners assess the local generation portfolio, seasonal peaks, operating reserves, transmission constraints and outage conditions. FERC’s 2025 summer assessment warned that margins were tightening as load increased, largely because of hyperscale users, and identified possible tight availability in several regions under specified conditions. That was a dated seasonal outlook, not a universal finding about every region or every date.

3. Model the load’s timing and ramp

Continuous operation, a sharply rising workload, a seasonal pattern and a flexible computing schedule impose different requirements. The model should include first energization, staged increments, expected hourly demand, maintenance outages and the probability that each expansion stage will actually be completed.

4. Determine required upgrades

FERC notes that very large facilities may require new generation or transmission. Depending on the study, work could involve a substation, transformers, lines, protection systems, voltage support, local generation or regional transmission. The available evidence does not identify a design or cost for an unnamed 500 MW project.

A practical planning workflow for a proposed project

  1. Write the load definition. Label the 500 MW number as IT load, total facility demand, maximum demand, requested interconnection capacity or another documented measure.
  2. Submit a complete data package. Include the point of interconnection, single-line information, first-service date, staged increments, operating profile, power-quality characteristics and expected completion dates.
  3. Separate announcements from commitments. A public announcement is not the same as a signed interconnection agreement, a construction schedule or an energized load. Use evidence of site control, permits, financing, equipment orders and contractual milestones when assigning likelihood.
  4. Run local network studies. Evaluate normal operation, contingencies, seasonal conditions, resource adequacy, voltage and thermal limits, and the upgrades required for each stage.
  5. Assess flexibility. Quantify whether workloads can be shifted, curtailed or temporarily reduced; whether batteries or other storage can respond; and whether efficiency measures reduce the meter load.
  6. Assign costs and responsibilities under the applicable rules. Review the utility or transmission provider’s tariff, regulatory decisions, contracts and commitments that protect other customers if the forecast changes.
  7. Update the forecast as evidence changes. Replace an assumed ramp with actual construction and energization milestones, and revisit procurement and network plans when dates slip or capacity changes.

Reliability, flexibility and the planning portfolio

DOE describes data-center demand as growing rapidly, regionally variable and often continuous. That combination makes both the size and the shape of the load important. A planner should evaluate a portfolio rather than presume one technology or one procurement choice will solve the problem.

  • Efficiency: Better server utilization, cooling design and power delivery can reduce the facility demand associated with a given computing task.
  • Demand-side flexibility: Some workloads can be scheduled away from constrained hours or curtailed under defined reliability events. The amount that is genuinely flexible depends on the application and service commitments.
  • Generation and storage: New generation, firm contracts and storage can support energy and reserve needs, but their contribution must be tested for fuel availability, duration, seasonal performance and deliverability.
  • Transmission and grid enhancements: New lines, substations, transformers and control equipment can relieve local constraints, subject to permitting, construction time and cost allocation.
  • Proactive planning and tariffs: Rules can require credible milestones, staged service, minimum commitments or other protections against stranded infrastructure and forecast error.

DOE Secretary Jennifer M. Granholm said in the department’s December 20, 2024 announcement about the LBNL report, “We can meet this growth with clean energy.” That statement describes a policy objective; it does not guarantee that a particular site has deliverable clean power or sufficient local network capacity.

How to compare two 500 MW proposals

Use identical definitions and evidence for both projects. A side-by-side comparison is meaningful only when the numbers refer to the same boundary and stage.

Comparison axis Questions to document
Load measure Is the figure IT load, total facility demand, peak request or contracted grid capacity?
Schedule and ramp What is the first energization date, what are the staged increments, and how credible is each stage?
Location and headroom Where is the point of interconnection, which network elements are affected, and what regional capacity is available?
Reliability exposure What firm supply, reserves, seasonal capability and contingency performance are required?
Flexibility and efficiency Can demand respond, can workloads shift, and what storage or efficiency measures are committed?
Cost and accountability What tariff applies, who funds upgrades, what commitments exist, and what protects against a missed forecast?

Who pays for upgrades and what happens to other customers?

A general national source cannot answer those questions for every project. Cost allocation depends on the utility or transmission provider, the applicable tariff, regulatory decisions, contracts and the engineering studies for the site. Federal attention to large-load interconnection does not create one settled treatment for all 500 MW facilities.

For the same reason, do not infer a household bill impact, a universal generation requirement or a guaranteed rate effect from the 500 MW label alone. Those outcomes require a named project record and the relevant utility and regulatory documents.

What information is still missing for an unnamed project?

  • Geographic location, utility and regional transmission organization
  • Point of interconnection and voltage level
  • Whether 500 MW is IT, whole-facility, peak or requested capacity
  • First-service date and staged ramp schedule
  • Expected hourly and seasonal load profile
  • Generation, storage, demand-response and efficiency commitments
  • Network-study results, upgrade scope and cost-allocation terms
  • Evidence that announced phases are financially and contractually committed

Without those records, the defensible conclusion is limited: 500 MW is a very large, concentrated potential load that can materially change local planning, while its actual annual energy use and grid consequences remain conditional.
