What a 24-MW Data Center Capacity Means for Cloud and Colocation Customers

A 24-megawatt (MW) data-center figure is a power-capacity rating, not a complete description of usable computing capacity. It may describe the maximum information-technology (IT) load, the whole facility’s electrical demand, or a utility interconnection or nameplate limit. Those boundaries produce very different answers for customers.

Before treating 24 MW as available capacity, establish what is being measured, whether the project is planned or operating, how much is contracted, and when power, cooling and space will actually be deliverable. The number alone cannot tell you how many servers, racks, virtual machines or applications the site can support.

Start with the measurement boundary

“24 MW of capacity” is meaningful only when the publisher identifies the electrical boundary. Data-center announcements commonly use one of three measures:

Rated IT load

Rated IT load is the maximum electrical load that the data-center power-distribution and environmental-control systems can support for network, server and storage equipment while meeting the intended service availability. This is the specific definition used by Commission Delegated Regulation (EU) 2024/1364.

If a project describes 24 MW as rated IT load, the figure represents the equipment load that the computer-room infrastructure is designed to handle. It does not include the electricity used by cooling, power conversion, lighting, pumps, security systems or other building services.

Total facility power

Total facility power includes the IT equipment and the supporting infrastructure. A site reporting 24 MW of facility power therefore has less than 24 MW available for IT equipment. The split depends on efficiency and operating conditions.

Grid interconnection or electrical nameplate

A utility connection limit or electrical nameplate can describe how much power can be imported, transformed or distributed at the site. It is not automatically the same as the IT load the halls can accept. Switchgear, transformers, cooling systems, redundancy arrangements and commissioning stages may reduce the amount that can be delivered to customer equipment.

Ask the operator to state the boundary in writing. Terms such as “campus capacity,” “utility capacity,” “critical load,” “built capacity” and “available capacity” are not interchangeable without a definition.

How the main terms differ

Installed IT power demand versus rated capacity

Installed IT power demand is the sum of the nominal power demand of the network, server and storage equipment actually installed. Rated IT load is the maximum load the supporting infrastructure can handle under the stated availability design. A facility can have a high rated limit while only a portion of that equipment is installed and operating.

Power usage effectiveness (PUE)

PUE is total data-center energy divided by IT-equipment energy over the same period. A PUE of 1.25 means that each unit of energy delivered to IT requires 0.25 additional units for cooling and other overheads. PUE is useful only when the 24-MW figure and the PUE use compatible boundaries and periods.

Who controls the equipment

Under the European Commission’s terminology, a colocation operator manages and sells space, security, network access, power and cooling capacity. A colocation customer buys managed space, power and cooling and manages its own servers, storage and network equipment. That separation matters when interpreting a site total: the operator may control the building while the customer controls the workload and the installed IT load.

Illustrative 24-MW calculations

The following calculations show how the answer changes with the boundary. They are arithmetic examples, not measurements of a particular facility.

What “24 MW” describes Assumption and calculation Illustrative result
Rated IT load PUE 1.25: 24 MW × 1.25 30 MW of total facility power
Rated IT load PUE 1.40: 24 MW × 1.40 33.6 MW of total facility power
Total facility power PUE 1.25: 24 MW ÷ 1.25 19.2 MW of IT power
Continuous electrical draw 24 MW × 8,760 hours in a year 210,240 MWh, or 210.24 GWh

The annual figure assumes an unchanging 24-MW draw for every hour of a non-leap year. It is an upper-use scenario, not a forecast of consumption. Actual energy depends on the installed load, tenant ramp-up, availability, maintenance, cooling conditions and what the original 24-MW statement includes.

A project-specific model also needs the operator’s PUE basis, load profile, redundancy design, commissioning schedule and metering point. Applying a design-target PUE to a utility-capacity number can produce a misleading result.

Rated capacity is not current use

Data centers commonly build electrical and cooling capacity in phases. Halls may be completed before they are filled, and equipment or tenants may be added over time. A 24-MW announcement can therefore be a future envelope, a connected limit, a commissioned stage or a currently utilized load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Request a status label with a date. Useful distinctions include:

  • Planned: a proposed capacity that may depend on permits, financing, equipment orders or a grid agreement.
  • Under construction: physical work is underway, but power and cooling may not yet be ready.
  • Energized: the electrical systems have received power; this does not prove that customer halls are commissioned.
  • Commissioned: systems have completed the operator’s testing for the stated stage.
  • Available: capacity can be contracted and delivered under defined technical conditions.
  • Contracted or utilized: customers have reserved or are actively consuming part of the available capacity.

EPRI’s guidance on data-center power metrics emphasizes that facilities ramp as halls, IT equipment and tenants are added. Treat a nominal figure as a ceiling until the operator supplies evidence for the stage you need.

What a 24-MW site means for colocation customers

A site-wide headline does not specify your allocation. A tenant needs a contractually deliverable IT or facility-power amount, a defined delivery and metering point, and a cooling envelope that matches its rack design.

Questions to put in the commercial and technical schedule

  1. Which boundary is quoted? Ask whether the allowance is measured at the utility meter, facility bus, mechanical plant, customer meter or IT equipment input.
  2. How much is reserved for the customer? Obtain the contracted IT allocation, not just the campus total. Confirm whether the allocation is a firm maximum, an initial phase or a future option.
  3. What rack-density range is supported? Power per rack, cooling method, supply-air or liquid-cooling limits and allowable inlet conditions can constrain deployment before the MW headline is reached.
  4. What redundancy is included? Determine whether the rating assumes concurrent maintainability, a particular reserve factor, or a reduced capacity during maintenance and failure scenarios.
  5. When is each phase ready? Get dates for power-ready, cooling-ready, commissioning and customer move-in. A multi-phase schedule can make a 24-MW campus unusable for a deployment that needs capacity immediately.
  6. How is consumption metered and billed? Clarify whether charges use IT load, facility load, contracted demand, peak demand or another measurement and how generator or maintenance conditions are handled.
  7. What happens when load changes? Confirm the process for increasing power, reducing a reservation, adding high-density racks or shifting equipment between halls.

Colocation providers control the facility infrastructure, while customers control their own servers and workloads. Consequently, a provider’s statement that the building can support 24 MW does not mean the provider can shift or optimize your application load. Any flexibility commitment must identify who controls the IT equipment and what operational permission the contract grants.

What it means for cloud customers

A cloud customer normally buys a service outcome rather than a slice of a building’s electrical system. A 24-MW facility figure cannot be converted directly into virtual machines, storage capacity, database throughput or application users.

That conversion would require at least the provider’s server models, accelerator mix, power envelopes, utilization assumptions, cooling overhead, network architecture, storage design, redundancy policy and workload behavior. Two facilities with the same IT rating can deliver very different compute because their hardware generations and utilization differ.

Evaluate a cloud service using the measures that govern your workload: instance or container availability, regional and zonal redundancy, service-level objectives, quota increases, accelerator availability, storage and network limits, and observed application performance. Ask where the service is hosted and whether a capacity statement refers to one site, a region or a portfolio. Do not treat a data-center MW announcement as a cloud-service specification.

How to compare two 24-MW claims

Comparisons are valid only when the claims use the same definitions and status. Use this checklist before ranking projects or providers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison axis What to verify Why it changes the answer
Measurement boundary Rated IT load, installed IT demand, total facility load, or grid/nameplate limit The same 24 MW can represent different usable IT amounts.
Status and timing Planned, under construction, energized, commissioned, available, contracted or utilized A future envelope is not current deliverable capacity.
Customer allocation Site total versus capacity reserved for the buyer Shared infrastructure may already be committed to other tenants.
Efficiency basis PUE value, measurement period and whether it is measured, designed or assumed Overhead estimates depend on operating conditions and the boundary.
Availability design Redundancy, maintenance mode and reserve assumptions Capacity may be lower during planned work or a component failure.
Delivery conditions Grid region, connection constraints, metering point and power-ready date Electrical access and timing determine when capacity can be used.

Market figures provide context, not a conversion factor

The UK Department for Science, Innovation and Technology estimated 1.6 gigawatts of total IT power for Great Britain’s colocation data centers in a report published on 1 May 2025. Its estimate, as of autumn 2024, defines capacity as the maximum rated IT load, uses public information, industry engagement and internal modeling, and excludes enterprise data centers. It illustrates how an official source defines capacity; it is not a typical size for every 24-MW project.

ENTSO-E’s 2026 report describes more than 10,500 European facilities with at least 50 kilowatts of IT power and approximately 12.7 GW of IT power supply. The same report forecasts more than 50% growth in European data-center electricity demand between 2025 and 2030. These are regional statistics and a report-level forecast, not evidence about a particular site’s utilization, delivery date or customer allocation.

What 24 MW cannot tell you

Without hardware and operating assumptions, the figure cannot establish:

  • the number of servers, racks or storage devices;
  • the number of cloud instances, users or transactions;
  • application throughput or latency;
  • the amount of renewable or low-carbon electricity supplied;
  • the site’s tariff, energy cost or carbon intensity;
  • the date a customer can install equipment;
  • the portion already contracted to other customers; or
  • the facility’s actual annual energy consumption.

Statements about any of these items require project-specific documentation. A utility interconnection agreement, for example, may confirm an import limit without confirming that the halls, chillers and customer distribution systems are commissioned.

A practical verification workflow

Use the following sequence when a provider or project advertises 24 MW.

  1. Capture the exact wording and publication date. Preserve whether the statement says “IT,” “facility,” “campus,” “critical” or “utility” capacity.
  2. Request the boundary definition. Ask for a single-line diagram or technical schedule showing where the MW value is measured.
  3. Separate installed, rated and available values. Have the operator list each value for the relevant hall or phase.
  4. Ask for the PUE basis. Identify whether it is a measured result, a design target or an assumption, and over what period it applies.
  5. Confirm delivery and redundancy. Obtain power-ready dates, maintenance conditions, cooling limits and the guaranteed customer allocation.
  6. Match the number to your workload. For colocation, check rack density, metering and expansion rights. For cloud, check service quotas, regional capacity and workload-level performance.
  7. Document uncertainty in the contract. A capacity reservation should state the boundary, units, tolerance, commissioning condition, remedies and procedure for increasing or reducing demand.

Because no particular facility, operator, country or agreement is identified by the 24-MW figure alone, its exact boundary, energization status, PUE, tenant allocation and contract terms remain unknown until the project’s primary documentation supplies them.
