“3C” is the common name for China Compulsory Certification (CCC), China’s compulsory market-access system. For phone and tablet charging, it concerns certain mains-powered adapters, chargers and converters supplied with telecommunications terminal equipment. A CCC mark connects a specific covered product to China’s certification requirements; it is not a universal compatibility guarantee and does not mean every cable, USB accessory or charger sold anywhere must carry the mark.
What 3C and CCC mean
The terms “3C” and “CCC” refer to the same Chinese certification scheme. CCC is administered through China’s compulsory product-certification and catalogue system. Products listed in the applicable catalogue must meet the relevant implementation rules before they can enter the regulated Chinese market.

For charging equipment, the important distinction is between a regulated power supply and an accessory that merely happens to have a USB connector. The covered equipment described in China’s notice is designed to connect directly to mains electricity, convert voltage, and provide an output that can connect to telecommunications terminal equipment. Power adapters, chargers and power converters supplied with terminal products are the named examples.

Phones and tablets are the devices most consumers will think of, but the legal category is defined by China’s catalogue and implementation rules rather than by the words “phone charger” on a retail listing. The same label can describe products with different legal classifications in different markets.

When the phone-and-tablet charger requirement took effect
SAMR and CNCA Announcement No. 10 of 2023 established the transition for the newly covered products. Its dates have different meanings:

These are implementation dates, not sales figures or a claim that every charger on the market was newly designed at that time. They identify when the certification transition opened and when the market-access restriction began for the products brought into the expanded scope.
Which charging products are covered
Mains adapters and chargers supplied with terminal equipment
The core category is a power supply that takes electricity from the mains, changes its voltage, and outputs power for telecommunications terminal equipment. A wall adapter supplied with a phone or tablet is the clearest consumer example. A separately sold adapter can also require careful classification when it is designed for the same terminal-equipment category; the catalogue entry and applicable rule, not a product nickname, control the result.

Do not expand the notice into a claim that every charging product worldwide needs CCC. A passive charging cable, a connector, a battery inside a phone, or an arbitrary USB-powered gadget is not automatically covered merely because it participates in charging. The notice’s scope is tied to the specified product category and to the way the equipment connects to mains power and terminal equipment.

Power banks are a separate consumer question. An official FAQ question about whether power banks sold domestically must carry a CCC mark illustrates common wording, but that question alone does not establish the scope for the terminal-equipment adapters and chargers discussed here. Apply the catalogue entry for the product being assessed instead of assuming that all portable batteries and all chargers share one rule.
Products with more than one function
CNCA’s clarification addresses multifunction products. If an item belongs to another CCC catalogue category and also has a charging function for information-technology or audio/video equipment, it may be subject to the implementation rules for both relevant categories. A USB-A or USB-C port by itself is therefore not enough to determine the complete certification treatment. A docking station, display, hub, battery product or other multifunction device may need classification under more than one set of rules.
Standards named for the covered adapters and chargers
Announcement No. 10 of 2023 lists three standards for the covered terminal-equipment adapters and chargers. The English implementation rules identify GB 4943.1 for power supplies and list the other two as related standards.

Seeing these standards in a rule does not justify saying that a particular adapter has passed every possible safety, electromagnetic-compatibility or performance test. Certification applies to the product, its documented configuration and the requirements in force for its category. A seller’s statement that a charger is “tested to” one standard is not the same as evidence that the exact model holds a current CCC certificate.

Where the CCC mark appears on a charger
The implementation rules require the certification applicant to place the standard-format mark, or a printed or molded certification mark, in an appropriate position on the product body or its nameplate. On a consumer adapter, inspect the molded plastic, printed label and rating panel rather than looking only at the retail box.
The certification applicant shall affix the standard-format certification mark or a printed/molded certification mark at appropriate position of the product body or on the product nameplate, and shall ensure that the management and use of the certification mark comply with the Provisions on Administration of China Compulsory Certification (CCC) and the relevant documents issued by the CNCA.
A visible mark is a useful first clue, not conclusive proof that a certificate is current. The mark is tied to the certified product and applicable requirements. It does not show that the adapter supports a particular phone, tablet, fast-charge protocol, wattage or regional mains configuration.
For a purchasing or compliance decision, match the exact model, manufacturer and electrical configuration to authoritative certificate information. A generic listing that says “CCC certified” without identifying the model does not establish that the item in the parcel is the certified version. The available evidence does not support treating visual inspection alone as a certificate-verification workflow.

How to assess a replacement phone or tablet charger
- Identify the product type. Decide whether it is a mains-connected adapter, charger or converter whose output is intended for telecommunications terminal equipment. Separate it from a cable, a battery pack or a multifunction device that may fall under another catalogue category.
- Record the exact identity. Photograph or write down the model number, manufacturer, input and output ratings, and any revision or regional suffix. Certification applies to a defined product, so “20-watt charger” is not precise enough.
- Inspect the product body or nameplate. Look for the standard CCC mark in an appropriate molded or printed position. Check the physical adapter, not only a marketplace title or stock photograph.
- Request model-specific evidence. Ask the seller or manufacturer for the certificate information that corresponds to the exact model and configuration. Do not substitute a certificate for a visually similar model, a different revision or a different factory.
- Check the intended market. The requirement described here is a Chinese market-access rule. A charger made for another jurisdiction may have different markings and approvals, while a product sold in China may need to satisfy the Chinese catalogue requirements even if it carries foreign marks.
- Stop when the classification is uncertain. For a hub, display, battery product, travel adapter or other multifunction device, do not infer the result from a USB port. Obtain a classification and certificate determination from the responsible manufacturer, importer or certification body.
What the rule means for manufacturers, importers and business users
From the August 1, 2024 transition date, a covered product without the required CCC certificate and mark could not be manufactured, sold, imported or used in business activities in China. The wording reaches more than retail sales: commercial supply chains and business use of an uncertified covered product can also create a compliance issue.
Businesses should therefore classify products before import or distribution, keep the model identity consistent across certification documents and inventory, and prevent uncertified versions from being mixed with certified stock. A certificate for one adapter does not automatically cover a family of products with different output ratings, internal designs or factories unless the certification documentation says so.
These obligations concern products within the Chinese catalogue. They do not turn CCC into a worldwide charging requirement, and they do not replace other obligations that may apply in the destination country.

Common misunderstandings about 3C charging certification
“If it has a CCC mark, it will charge my device safely.”
The mark indicates participation in the compulsory certification system for the covered product. It does not guarantee compatibility with every phone or tablet, correct charging behavior, a particular fast-charge standard or suitability for every mains voltage. Confirm the output ratings and charging protocol separately.

“Every charger with a USB port needs CCC.”
No. The catalogue scope and product function matter. The clarification on multifunction products specifically warns against using a charging interface alone to infer the complete treatment.
“A cable needs the same certification as the wall adapter.”
The notice describes mains-connected power adapters, chargers and converters. A cable is a different product and should not be treated as covered simply because it carries power from an adapter to a device.
“A foreign safety mark replaces CCC in China.”
Foreign marks may address the requirements of another jurisdiction. They do not, by themselves, satisfy China’s compulsory catalogue requirement for a covered product.
“A mark printed on a listing proves the delivered unit is certified.”
Online listings can show a generic image or combine several revisions under one description. The relevant evidence is tied to the exact physical model and its certificate status, not to a seller’s unverified wording.
What phone and tablet owners should do
If you are buying a replacement adapter for use in China, start with the electrical and physical requirements of your device, then verify whether the adapter is a covered product and whether the exact model carries the required CCC evidence. Keep the rating label legible, and avoid relying on an apparently identical adapter when the model number or factory differs.
If you already own a charger, the CCC mark is worth checking on the body or nameplate, especially when the product is being imported, sold or supplied for business use in China. Its presence does not answer compatibility questions, and its absence cannot be interpreted without first deciding whether the product is in the covered catalogue category. When the classification or certificate status is unclear, the manufacturer or importer is the appropriate party to clarify it.
Why the answer can change
CCC is a catalogue-based regulatory system. SAMR, CNCA and related authorities can revise the catalogue, implementation rules, standards or transition arrangements. The dates and scope above describe the 2023 notice and its stated transition for the newly covered terminal-equipment adapters and chargers. Before importing, distributing or specifying a product for a project, consult the current official notices and the current certificate information for that exact model.
