Short answer: This is a July 2018 restructuring story, not a new 2026 announcement. Western Digital closed its Petaling Jaya (Kuala Lumpur) HDD manufacturing facility, moved that production to Thailand, and reported substantial completion on June 28, 2019. Reports that Western Digital would increase SSD production referred to a broader Malaysian flash strategy at the time—not a confirmed conversion of the closed factory. Since February 21, 2025, Western Digital and its former flash business have also been separate companies: Western Digital is HDD-focused, while Sandisk owns the flash and SSD business.

What Western Digital actually announced

In July 2018, Western Digital announced plans to close its HDD manufacturing facility in Kuala Lumpur, Malaysia. Malaysian coverage identified the site as the company’s Petaling Jaya factory. The stated objective was to reduce manufacturing costs and rationalize the company’s global HDD footprint by consolidating production in Thailand. The announcement was not made in 2026, and it should not be presented as a current plant shutdown.

Western Digital’s 2018 filing said the closure was expected to be substantially complete by the end of calendar 2019. A later filing reported that it was substantially complete as of June 28, 2019.

The company did not leave Malaysia entirely. It retained a Centre of Excellence in Selangor for engineering, operational planning and regional support, alongside other Malaysian storage-related operations.

Which facility closed?

The affected site was Western Digital’s Kuala Lumpur-area HDD manufacturing facility, commonly called the Petaling Jaya factory. It was not the former Bayan Lepas, Penang facility, which local reporting said had closed in 2016, and it was unrelated to the separate closure of Western Digital’s head-wafer facility in Odawara, Japan.

Closing the Petaling Jaya factory therefore meant the end of HDD manufacturing at that site—not the end of Western Digital’s Malaysian presence or the end of Western Digital HDD production.

Why was HDD production moved to Thailand?

Western Digital’s formal explanation emphasized lower manufacturing costs and consolidation of HDD operations in Thailand. Contemporary Malaysian reporting also placed the decision in the context of declining global HDD demand, but that market explanation should be distinguished from the company’s stated restructuring rationale.

The move left Western Digital with two HDD manufacturing facilities in Thailand, according to reporting at the time. Consolidating production allowed the company to operate its remaining HDD capacity through fewer established sites rather than maintain the Petaling Jaya plant.

Restructuring cost estimates

Western Digital’s initial 2018 estimate called for approximately $160 million in pretax charges: about $85 million for employee termination benefits and about $75 million for asset-related, contract-termination and other costs. That was an initial estimate, not the final recorded cost. Later filings updated the accounting as the closure progressed.

Did Western Digital convert the factory to SSD production?

There is no reliable evidence that the Petaling Jaya HDD plant itself was converted into an SSD factory. The more accurate description is that Western Digital was placing greater emphasis on flash products in Malaysia while relocating HDD manufacturing to Thailand.

Contemporary reports said the company was in the final stages of commissioning a second SSD facility in Penang and was focusing more heavily on flash drives. Western Digital’s earnings materials separately discussed flash investment and the relocation of Kuala Lumpur HDD operations. Those facts support a broader Malaysian flash-expansion strategy, not a one-for-one conversion of the closed HDD site.

“Flash manufacturing,” “NAND production” and “SSD assembly” are related but different activities. A report that says Western Digital was increasing SSD or flash production in Malaysia does not establish that the Petaling Jaya building changed from HDD to SSD manufacturing.

What happened to employees and Malaysian operations?

Western Digital said affected employees would receive severance compensation and upskilling support. The company also said it would retain a Selangor Centre of Excellence. That distinction matters: factory-floor HDD jobs at Petaling Jaya were affected, while engineering, support and planning functions continued.

Accordingly, “Western Digital left Malaysia” is incorrect. The HDD plant closed, but the company maintained Malaysian operations and continued to describe the country as part of its manufacturing and technology footprint.

The 2025 Western Digital–Sandisk separation

In 2018, Western Digital and its flash business were part of one corporate group, so reports could describe Western Digital as pursuing both HDD and SSD/flash activities. That changed on February 21, 2025.

  • Western Digital: retained the HDD business and now presents itself as a standalone, HDD-focused company.
  • Sandisk: became the independent flash-storage company, selling SSDs, memory cards and other NAND-flash products. Sandisk separation FAQs

This is why the wording “Western Digital will increase SSD production” is misleading when used as a current statement. It describes a pre-separation strategy, not Western Digital’s present corporate structure.

What the story means for buyers today

The 2018 closure does not prove a current HDD shortage, a price increase or an urgent need to buy storage. It also did not mean Western Digital stopped making HDDs or that HDDs were immediately replaced by SSDs.

Choose an HDD when you need

  • High capacity for backups, media libraries or surveillance archives.
  • Bulk storage at a lower cost per terabyte.
  • NAS or data-center capacity, using drives rated for those workloads.

Choose an SSD when you need

  • Low latency for an operating-system drive, applications or gaming.
  • Resistance to movement and shock in a laptop or portable device.
  • Fast transfers where capacity-per-dollar is less important than performance.

For current product research, treat WD HDD products and Sandisk SSD products as products from separate corporate entities, even where branding, support channels or historical product names create continuity. Compare capacity, workload rating, sequential and random performance, endurance, warranty and NAS or surveillance suitability rather than inferring availability from the old Malaysian closure.

Why the headline needs a date qualifier

The most accurate reading is: Western Digital closed a Malaysian HDD plant in 2018–2019, consolidated HDD production in Thailand, expanded flash activity at other Malaysian sites, and later separated its HDD and flash businesses. It is not accurate to say that Western Digital is currently shutting an HDD plant, abandoning HDDs or converting the Petaling Jaya factory into an SSD plant.
