West Bengal finance minister Swapan Dasgupta invited investors and real-estate participants to explore opportunities in Kolkata at CREDAI NATCON 2026, while calling for a review of older laws he said no longer fit current economic needs. His remarks were a policy appeal—not evidence that the proposed legal changes have been enacted.

What Dasgupta said at CREDAI NATCON 2026

Dasgupta was chief guest at the first CREDAI NATCON summit in Kolkata, a three-day event that Hindustan Times reported drew around 1,200 delegates. He urged investors and the real-estate fraternity to consider opportunities in the city and state, linking investment and policy reform with urban development and employment generation. The attendance figure describes the event; it is not a measure of investment commitments or economic impact.

Hindustan Times quoted Dasgupta as saying: “Kolkata has a rich past, but its present has been gloomy. The city has, in many ways, fallen off the map over the past 50 years. We need to change that and bring Kolkata back,” the report published October 2, 2026 says. The statement is his assessment of the city’s trajectory, not an independently measured economic finding.

What legal reform did he propose?

Dasgupta criticized older legislative provisions dating from the 1970s and cited the Urban Land (Ceiling and Regulation) Act as an example of legislation he believed needed review. He argued that regulation should better reflect current economic requirements. The October report records a call for review; it does not establish that the Act has been repealed, amended, or otherwise changed.

Which sectors and goals did he emphasize?

  • Manufacturing and technology: Dasgupta identified both as priorities for the state’s economic agenda.
  • Urban development and housing: A related Hindustan Times video description says he discussed Kolkata’s redevelopment, housing renewal, and incentives developers seek. It does not specify those incentives.
  • Investment, jobs, and talent: He linked attracting investment with employment generation and bringing talent to the state.

These are priorities he described, not evidence that new investment, jobs, or housing projects have resulted from the summit.

How his earlier comments provide context

In a July 2, 2026, India Today interview, Dasgupta had described an agenda that included infrastructure, land policy, attracting investment, and rebuilding investor confidence. He said investors weigh infrastructure and the business environment, and that the government needed to persuade them that change would last. He also discussed land-use challenges and investments above Rs 100 crore in the context of clearances. These were the minister’s statements in an earlier interview, not independent confirmation of implementation; they should not be read as commitments made at the October summit or as proof of the current status of any initiative. India Today published the interview on July 2, 2026.

What the investor appeal does—and does not—establish

The summit remarks set out a direction: review laws seen as outdated, encourage manufacturing and technology, renew urban areas, and attract investment that can support jobs. The cited reports do not establish that these proposals have been implemented, that investors made commitments at the summit, or that employment effects have been measured. They also provide no quantified estimate of Kolkata’s investment potential or the expected impact of legal reform.
