West Bank Barrier: Ras al-Ahmar Residents Report Water Cutoff Ahead of Israel Election

Residents of Ras al-Ahmar in the northern Jordan Valley told Al Jazeera that their community had received no water for three days by the time the outlet published its report on 2 October 2026. They said access points had been sealed during construction of an Israeli barrier. Israel’s election was scheduled for 27 October, but the reporting does not establish that the election caused the construction or cutoff.

What residents reported about the water interruption

Al Jazeera reported that access to Ras al-Ahmar had been blocked since mid-September as Israeli forces continued building a barrier through Palestinian land. Saeed Ayed, a resident whose name Al Jazeera says is a pseudonym used at his request for security, told the outlet that no water had entered the community for the previous three days after access points were sealed.

Ayed described the consequences for residents and their animals: “The situation is dire. We are completely besieged, and the livestock cannot survive without water and food for this long,” he told Al Jazeera. The outlet reports that the community has about 300 people in roughly 50 families. Ayed put its livestock at 15,000 head.

How the barrier and access restrictions are described

Al Jazeera says Israel calls the barrier Crimson Thread and presents it as a security measure. The outlet describes a route about 20 kilometres (12 miles) long and up to 50 metres (165 feet) wide, with a military patrol road, trenches and embankments. It reports that construction expanded in early 2026 and that bulldozing damaged agricultural land, wells, water networks and greenhouses.

Al Jazeera attributes figures of nearly 115 hectares seized, 85 percent of it privately owned Palestinian land, to Kerem Navot, an organization that monitors Israeli land policies in the West Bank. Those land figures are the organization’s estimates as reported by Al Jazeera.

Residents said the restrictions affected more than household water. Al Jazeera reports that people moved water, animal feed and milk by donkey at night to avoid detection. Ayed also described illness and deaths among livestock and difficulty reaching health care, including for older residents.

What OCHA documented earlier in 2026

OCHA’s 23 April 2026 reporting describes wider constraints on water and sanitation services in the West Bank, linked to settler violence, movement restrictions, demolitions and infrastructure damage. It says more than 60 water, sanitation and hygiene structures or infrastructure items had been vandalized during 2026 up to that reporting date, affecting 32 Palestinian communities, with particular concerns in the northern West Bank and among herding communities in Area C.

OCHA separately recorded a water-network incident near Khirbet ‘Atuf on 12 April. It said settlers bulldozed at least 300 metres of a main water network, cutting supply to more than 20 families in eastern ‘Atuf and Ras al-Ahmar. OCHA also reported that the damage affected the livelihoods of about 120 farmers in eastern ‘Atuf and 300 farmers in Al-Ras al-Ahmar, whose land lay east of the newly constructed trench; water was disconnected for at least 48 hours.

That April damage is an earlier, separate incident. It provides context for water and movement problems in the area, but it does not confirm residents’ account of the September–October cutoff.

Movement restrictions across the West Bank

OCHA also cited a December 2025 field survey that documented 925 movement obstacles permanently or intermittently restricting movement for 3.4 million Palestinians across the West Bank, including East Jerusalem. This is regional movement context, not a measure of water access and not a count specific to Ras al-Ahmar.

Why the report connects the barrier to Israel’s election

Al Jazeera reported that Israeli elections were scheduled for 27 October 2026. Hassan Mleihat, chairman of the al-Baydar Organization for Defense of Bedouin Rights, told the outlet he believed measures affecting Bedouin communities were intensifying before the vote and aimed at displacement. He argued that the road near Ras al-Ahmar would enable control of land and isolate Palestinian communities; these are his claims and analysis, not an independently established finding.

Israeli affairs expert Adel Shadid, also quoted by Al Jazeera, argued that the changes could last beyond the election and the current government. That is an assessment of likely political consequences, not evidence that election timing drove the barrier construction or water restrictions. Al Jazeera’s account gives Israel’s stated security rationale alongside residents’ accounts and advocates’ interpretations.

What is and is not confirmed about the October cutoff

The specific three-day interruption is reported through residents’ accounts in Al Jazeera’s 2 October story. The OCHA material cited here predates that cutoff and does not independently verify it. The available reporting also does not establish that the scheduled election caused the barrier construction, the sealing of access points or the interruption residents described.
