London’s first autonomous taxi service is operating only on a limited basis and still has a human safety driver in the front seat, but opposition is already intensifying. App-based drivers, unions and politicians say the rollout is moving faster than plans for worker protection, passenger safeguarding, accessibility and congestion are being settled.
The immediate dispute is therefore about governance as much as driving technology. Wayve has partnered with Uber on the service, and more than 100,000 people were reportedly on Uber’s London waitlist after the first UK services began in September 2026. That interest does not establish that robotaxis are safer, cheaper or less congesting than conventional private-hire cars.

Why London’s rollout is attracting opposition
Uber driver Florentina Ghiuzan, who drives from Essex, summed up the anxiety among many drivers: “I think we should all be worried.” She said she was “shocked TfL approved it so soon” and had expected the change to arrive with a solution for existing drivers.
The App Drivers and Couriers Union planned protests outside Wayve’s headquarters and depot. Its London chair, Abdurzak Hadi, described the concern as competition with a machine “that’s not going to get tired, and could work 24 hours a day.” GMB representative Mark Betteridge said drivers want a transition plan rather than a technology decision made without them.

Faisal Osman, another Uber driver, said the service could “decimate the livelihoods of many people including me.” These are warnings about income and bargaining power, not proof that every driving job will disappear. The scale and timing of any employment effect remain unsettled.
What is operating now
A limited service with a safety driver
The London service is not yet a fully driverless taxi network. The initial vehicles retain a human safety driver in the front seat. That person provides a human point of support and can intervene while the service is being introduced.
The reported waitlist shows substantial public curiosity, but a waitlist is not the same as broad availability. The service’s geographic coverage, operating hours, fares, booking eligibility and timetable for removing the safety driver have not been established in the information available for this rollout.

Company expansion plans are not results
Uber has announced plans to deploy 100,000 Nvidia robotaxis worldwide starting in 2027, and executives have discussed all new cars being autonomous by 2040. Those are company plans reported in connection with the London debate; they are not independently verified deployment outcomes or guarantees about London.
Who regulates driverless taxis in London?
The split between local transport licensing and national vehicle law is central to the argument.
- Transport for London (TfL): currently licenses passenger services in the capital.
- The UK government and Department for Transport (DfT): decide whether autonomous vehicles may operate. For fully autonomous services, the DfT would issue permits.
- London’s future role: TfL could grant or refuse consent for a fully autonomous service, but would not regulate its day-to-day use on London streets under the arrangement described.
That framework leaves an unresolved accountability question: which authority would respond when a driverless service affects traffic, passenger safety, accessibility or local transport policy in practice? Roads minister Justin Madders acknowledged that government has sometimes failed to address impacts on workers and said ministers were committed to avoiding that outcome this time.

What London’s Assembly says is still unknown
London’s Assembly transport committee said there was “considerable uncertainty around many of the claimed benefits of autonomous passenger vehicles.” It identified questions that must be answered with evidence rather than promotional forecasts:
Free tools Windows power users keep installed

- Whether robotaxis would increase or reduce congestion.
- How they would affect buses and other public transport.
- How passenger safeguarding would work without a conventional driver.
- Whether disabled passengers would receive genuinely accessible, reliable service.
- Who would monitor and enforce standards once vehicles operate without a safety driver.
Committee chair Caroline Russell argued that London should first identify the transport problems it is trying to solve and then decide what role the technology could play. That reverses the usual rollout sequence: set public objectives and safeguards first, rather than treating deployment itself as the objective.
Robotaxis versus conventional private-hire cars
| Issue | Initial London robotaxi service | Conventional private-hire car |
|---|---|---|
| Regulatory control | Limited service licensed through TfL; fully autonomous operation would require a DfT permit and TfL consent under the proposed framework. | Passenger service licensing and operating rules apply to a human-driven vehicle. |
| Human presence | Human safety driver remains in the front seat during the initial rollout. | Human driver operates the vehicle and provides direct assistance. |
| Safeguarding and accessibility | Unresolved at full autonomy; the Assembly has requested clearer evidence and safeguards. | Practices vary by driver, vehicle and operator; the driver is an immediate human contact. |
| Congestion and public transport | No established London result; possible effects on congestion and public transport remain under review. | Existing traffic and modal effects are known policy issues, but no like-for-like result is supplied for this comparison. |
| Employment | Could reduce demand for some driving work if scaled, but the timing and size of any effect are unknown. | Provides current work for app-based and other licensed drivers. |
| Availability | Limited launch, with a reported waitlist exceeding 100,000 people after September 2026 UK services began. | Established on-demand market with availability varying by location and time. |
How large could the jobs impact be?
A Centre for British Progress report cited in the debate said more than 400,000 UK drivers, including 121,000 in London, could soon find “much of this work obsolete.” That is a forecast from the report, not a measured loss of jobs and not a prediction that every listed driver will be replaced.

The practical risk depends on how quickly autonomous fleets expand, whether they operate alongside human drivers or substitute for them, and whether regulation limits fleet numbers or operating areas. Uber says drivers and autonomous vehicles are expected to grow side by side “for quite some time,” while unions are asking for a formal transition plan covering income, retraining and the human support functions drivers currently provide.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why London is a demanding test
London’s narrow, twisting and frequently unruly streets create a harder operating environment than the regular grid layouts common in some US cities. Motorcycles, cyclists, buses, delivery vehicles and pedestrians often interact in confined spaces, while road-user behaviour can change quickly around construction, events and parked traffic.
Performance in another country or on a different road design would not by itself prove that a robotaxi is ready for London. Any claim about safety or reliability needs to specify the operating area, weather, traffic conditions, intervention rate and whether a safety driver was present.

What should happen before full autonomy?
The current argument points to several concrete tests for policymakers:
- Publish the proposed operating area, hours, fleet size and incident-reporting rules.
- Define who is responsible for passenger assistance, safeguarding and accessibility when no safety driver is present.
- Require transparent reporting on collisions, near misses, remote interventions and service disruptions.
- Assess effects on buses, congestion and curb space rather than assuming an autonomous trip replaces a private car journey.
- Consult drivers and set out transition support before large-scale substitution occurs.
- Give London authorities meaningful consent and enforcement powers over day-to-day operation.
Wayve says the technology could support safer and more accessible journeys if introduced responsibly and in partnership with the city. That condition—responsible introduction with enforceable safeguards—is the point on which London’s drivers, unions and transport politicians are pressing for detail before the pilot expands.
