Waymo’s robotaxis once became an overnight nuisance in San Francisco when cars gathered in a South of Market parking lot and repeatedly honked at one another. Less than two years later, the company is pursuing a far larger network: four new markets announced in February 2026, more than 1,400 square miles of projected coverage across 11 cities, and a target of more than 1 million paid rides per week by the end of 2026.
The chronology is clear; the causation is not. Waymo has not said the honking incident caused its expansion. The episode is better understood as a warning about the operational problems that become more visible when an autonomous fleet grows.

What happened in San Francisco?
In August 2024, Waymo vehicles repeatedly converged on a company-used parking or staging lot in San Francisco’s South of Market area. Residents reported horn blasts late at night and early in the morning, while online video turned the scene into a small livestream phenomenon.
The cars were gathering as part of normal fleet operations, including departures for charging and returns to the lot. Waymo said the noise came from a low-speed collision-avoidance behavior: when one vehicle detected another reversing or approaching too closely, it sounded its horn. In a tightly packed lot with several autonomous cars maneuvering, the same safety response could trigger over and over.

ABC7’s report, along with coverage by the Los Angeles Times and San Francisco Chronicle, described the resident impact and the parking-lot pattern.
This was not evidence that the cars were randomly wandering or that every Waymo vehicle was malfunctioning. It was a narrower failure of context: a warning designed for interactions with nearby road users behaved badly when the nearby road users were other robotaxis with similar sensors and intentions.
Why would a robotaxi honk at another robotaxi?
A horn is useful on a public road because it alerts a human driver, cyclist or pedestrian who may not see a vehicle’s movement. In a depot-like environment, however, the same alert can be redundant or disruptive when every vehicle is already sensing the surrounding traffic.

Each car may correctly identify a possible low-speed conflict, yet the fleet can still create a noisy feedback loop when vehicles reverse, queue, pause and re-approach one another in a confined space.
That distinction matters because autonomous-service operations include far more than driving on city streets. Staging, charging, cleaning, maintenance and dispatch can place many vehicles together at once. A behavior that is harmless or useful in ordinary traffic can become a neighborhood nuisance when it repeats at a facility every night.
Was the honking problem fixed?
Waymo said it adjusted the software after the reports. NBC Bay Area reported the company’s announced fix, but TechCrunch described a more qualified timeline: an initial patch was followed by another episode of honking and then an additional update.

The defensible conclusion is that Waymo addressed the problem through software updates, not that the first patch immediately ended every recurrence. The available reporting establishes the 2024 incident and subsequent fixes; it does not establish that the same problem is still occurring in 2026.
What is Waymo expanding in 2026?
Four new commercial markets
On February 24, 2026, Waymo announced initial public rides in Dallas, Houston, San Antonio and Orlando. Waymo said those launches brought its commercial footprint to 10 metropolitan areas at that point. The announcement is at Waymo’s blog; the Associated Press reported that the new markets initially opened to a limited group before broader access.
A larger geographic footprint
On May 13, Waymo said it expected to cover more than 1,400 square miles across 11 cities over the following weeks. The sequence began with an expansion in Miami, followed by additional coverage in Austin, Atlanta, Houston and the San Francisco Bay Area. This was a projected footprint, not a claim that every square mile of those cities would be serviceable.
The announcement is documented in Waymo’s 1,400-square-mile update. A live service-area page should be checked before booking because operating zones and access rules can change.
More rides and more cities
Waymo said it was targeting more than 1 million rides per week by the end of 2026. AP reported that the service was already providing more than 400,000 weekly rides at the time of the February expansion coverage. Both figures are company-reported or company-quoted and should be read as a target and a dated operating figure, not as an independently audited forecast.

Waymo also said it was laying groundwork for service in more than 20 cities. AP reported that the longer-term list includes London and Tokyo. Those are plans, not completed launches, unless a later announcement confirms availability.

Capital to fund the rollout
AP reported that Waymo raised $16 billion in financing at a reported valuation of $126 billion. That capital is intended to support fleet and geographic expansion. It is financing, not operating revenue or profit, and the economics still depend on utilization, vehicle costs, charging, maintenance, mapping, remote assistance, customer acquisition and regulatory approvals.
Does the expansion follow from the honking incident?
Only in chronology. The honking occurred in August 2024; the major expansion announcements came in 2026. No cited source says Waymo expanded because of the incident.
The useful connection is operational. A small interaction problem can remain local when a fleet is small and closely supervised. At larger scale, the same class of issue can involve more depots, charging sites, simultaneous vehicle movements, event surges and neighborhoods. The honking episode is therefore a scaling lesson, not an established cause of the company’s growth strategy.
What riders should expect
Coverage is zone-based, not automatically citywide
A “city launch” normally means a defined mapped operating area. A rider may live in a named city but still be outside the service zone, or may find that an airport, stadium or suburb is not yet included. Initial access can also be invite-only, waitlisted or rolled out gradually.
Which app to use
Waymo’s current help information lists service in the San Francisco Bay Area, Phoenix, Los Angeles, Miami, Nashville, Orlando, Dallas, Houston and San Antonio, with Austin and Atlanta rides available through Uber. Check Waymo’s live service-area help page for current conditions.
| Reader need | Starting point | Important limitation |
|---|---|---|
| Check local availability | Waymo service-area page | Coverage and eligibility can change |
| Book in most Waymo markets | Waymo app | Access may be rolling or invite-based |
| Book a Waymo ride in Austin or Atlanta | Uber app | An ordinary Uber request does not guarantee a Waymo vehicle |
| Sign up or learn about the service | Waymo One | Fare and waitlist details vary by market |
The operational test behind the growth
Depots, charging and neighborhood relations
More vehicles mean more staging locations, charging activity, lighting, cleaning and dispatch movements near homes and businesses. Cities and residents will judge the service not only by how a vehicle drives, but also by whether the supporting operation creates noise, curb congestion or blocked emergency access.

Infrastructure failures and unusual road users
AP has reported other concerns, including traffic disruption during a San Francisco power outage and Austin complaints involving school buses that prompted National Transportation Safety Board scrutiny. Those are separate incidents, not proof that the entire system is unsafe, but they show why unusual infrastructure and road-user interactions matter as the fleet expands.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsEvents and surges
Major events such as the 2026 FIFA World Cup could generate concentrated demand. That is an opportunity for utilization and visibility, but it also stresses charging, pickup locations, traffic management, emergency access and remote support at the same time.
Oversight and measurable performance
The expansion should be judged by more than launch announcements. Useful measures include public availability, operating-zone size, wait times, cancellations, interventions, official crash data, complaint handling, regulatory durability and whether higher utilization covers the full cost of running the network.
How Waymo compares with competitors
AP identifies Tesla and Amazon-backed Zoox as major competitors. They are pursuing different strategies: Tesla’s service model and deployment scale differ from Waymo’s, while Zoox is developing a purpose-built robotaxi design. The meaningful comparison is not simply which company has the most ambitious headline, but which can achieve reliable, permitted and economically sustainable service across many cities.
Bottom line
Waymo’s 2026 expansion is substantial: four announced markets, a projected footprint above 1,400 square miles across 11 cities, a goal of more than 1 million weekly rides and $16 billion in new financing. The 2024 San Francisco honking episode did not cause that strategy, but it exposed the kind of mundane fleet-management problem that becomes consequential at scale. Waymo’s next test is not just whether its cars can navigate streets; it is whether the entire operating network can grow without turning edge cases into recurring public nuisances.
