Waymo Is Coming Back to New York City—but You Still Can’t Hail a Driverless Taxi

Short answer: Waymo’s return to New York City began as supervised testing, not a public robotaxi launch. NYC approved a limited permit on August 22, 2025 for up to eight vehicles in parts of Manhattan and Downtown Brooklyn, with a trained specialist required behind the wheel. The available official record does not verify that New Yorkers can currently request a fully driverless Waymo ride.

Seeing a Waymo vehicle on a city street therefore does not mean the Waymo app can dispatch one to your address. Testing authorization, state approvals and commercial for-hire licensing are separate steps.

Availability update: The NYC Department of Transportation page available for this article lists Waymo’s permit through March 31, 2026. Because that date has passed, the record here cannot establish whether the permit was extended, testing continued, or passenger service began afterward. No current public-launch confirmation is established by the cited sources.

What Waymo actually announced in June 2025

On June 18, 2025, Waymo said it was returning to New York City to continue preparing its autonomous-driving system for the city and to work toward serving New Yorkers in the future. The announcement was not a launch date or an invitation to book rides. 9to5Google reported the announcement and noted that Waymo had previously used manually driven vehicles in New York for mapping, data collection and testing, including winter-condition work.

#1 Best Overall

“Coming back” referred to another development and testing phase in an unusually dense urban environment. Waymo’s public Waymo One service in other markets should not be treated as evidence that the same service is legal or available in New York City.

The first New York City permit

On August 22, 2025, New York City approved Waymo’s first NYC Department of Transportation permit to test autonomous vehicles. The mayor’s announcement and Waymo’s account describe a tightly limited operation:

  • Up to eight vehicles could be used under the permit.
  • Testing was confined to specified parts of Manhattan and Downtown Brooklyn.
  • A trained autonomous-vehicle specialist had to remain in the driver’s seat and be ready to take control.
  • Waymo also had to obtain the required New York State Department of Motor Vehicles permissions.

The NYC announcement initially described a permit running until late September 2025, with an option to seek an extension. The later NYC DOT listing showed Waymo’s permit as active through March 31, 2026. The retrieved records do not explain the difference, so those dates should not be silently combined.

Where the permitted testing could take place

The NYC DOT listing described the authorized area as:

  • Manhattan: south of 112th Street.
  • Downtown Brooklyn: south to Atlantic Avenue and east to Carlton Avenue.
  • Fleet: eight permitted vehicles.

These boundaries describe a testing authorization, not a citywide service map. A vehicle could be present inside the zone without accepting ordinary passenger requests.

Why you could not hail one

Testing is not for-hire service

The 2025 approval was for demonstration and technology testing. It did not authorize Waymo to operate a public, paid robotaxi service. New York’s framework requires an NYC DOT autonomous-vehicle testing permit, and the city’s application process requires New York State DMV approval before testing.

The human specialist was mandatory

The specialist requirement matters in practical terms. The vehicle could use Waymo’s driving software, but a trained person had to supervise from the driver’s seat and be prepared to assume control. That is supervised autonomous testing, not a rider-only, driverless trip.

For-hire transportation creates another regulatory layer. An autonomous vehicle carrying passengers for payment must comply with New York City Taxi and Limousine Commission rules and obtain the applicable TLC licensing. The city’s testing permit did not provide that license. The NYC autonomous-vehicle rules and the DOT guidance distinguish the testing permission from commercial operation.

What “autonomous” means in this phase

Term Meaning in this context
Autonomous or self-driving The vehicle’s software performs some or all driving tasks.
Supervised autonomous testing The software operates during an approved test while a trained specialist remains present and ready to intervene.
Driverless or rider-only No in-vehicle specialist is supervising or available to take over.
Public robotaxi service Ordinary customers can request and pay for rides under the required for-hire licenses and operating rules.

Waymo’s NYC permit covered the second category, not the third or fourth.

Why New York is a difficult autonomous-driving test

Waymo and coverage cited by PCMag describe New York as particularly dense and dynamic. The operational problems include:

  • Pedestrians who jaywalk or change direction unexpectedly.
  • Double-parked and illegally parked delivery vehicles.
  • Trucks and buses blocking lanes or sight lines.
  • Complex intersections, turning movements and temporary lane changes.
  • Heavy cyclist activity in confined street space.
  • Rain, snow and winter road conditions.
  • Emergency vehicles, construction, events and parades that alter normal routes.
  • Frequently changing curb rules and very small margins for error in crowded areas.

Those conditions help explain why a company can have a mature commercial service elsewhere while still using specialists and limited routes in New York.

What must happen before public rides can begin

A technical demonstration permit is only one part of a possible launch. A public service would require, at minimum:

  1. State authorization: New York State DMV approval for the relevant autonomous-vehicle testing or deployment activity.
  2. City authorization: Any NYC DOT permit required for the vehicles and operating area.
  3. TLC compliance: Licensing and rules for for-hire autonomous vehicles, including how trips, fares and vehicles are regulated.
  4. Safety and operational compliance: Vehicle standards, insurance, reporting, cybersecurity, emergency-response procedures and other permit conditions.
  5. An approved service plan: A defined geography, fleet and rider model.
  6. Waymo’s readiness decision: The company must determine that its system can handle New York’s conditions reliably enough for rider-only operation.

NYC’s AV application materials list requirements such as a safety plan, operator roster, first-responder plan, insurance and reporting. The application document describes those obligations for testing applicants.

What happened to the permit after March 2026?

The official NYC DOT page available for this article lists the Waymo permit through March 31, 2026. That is the latest dated permit record in the supplied official material. It does not establish the permit’s status after that date, nor does it confirm a commercial launch.

The safest current reading is therefore historical: Waymo received permission for a limited, supervised test, but a later extension or rider-only authorization would need a newer official NYC, New York State or TLC record.

Is New York changing its taxi rules?

New York City Council’s Int. No. 94 of 2026 concerns licensing and use of autonomous vehicles as taxis. The source record lists the measure as referred to committee, not enacted. It is therefore a proposal, not current permission to run autonomous taxis.

The bill would direct the TLC to establish licensing and rules covering issues such as safety, vehicle standards, trip and fare reporting, and insurance. Passage or implementation would still be a separate step from Waymo proving its system ready for service.

Can you sign up for Waymo in New York?

You can use Waymo’s official information channels and app to monitor availability, but registration is not proof that NYC service is live. Waymo’s FAQ says the company cannot specify every future city in advance. Do not interpret an app download, waitlist or notification signup as a ride reservation.

Waymo describes Waymo One as a public, fully autonomous ride-hailing service. In a July 2026 update, the company said more than 10 cities had reached app-based, fully autonomous rides while other markets remained in employee-only or specialist-supervised phases. That comparison provides context for the stages of deployment, not confirmation of New York availability. See Waymo’s July 2026 update.

Bottom line

Waymo’s New York City return was a technical and regulatory step toward possible future service. The city’s permit allowed up to eight vehicles to conduct supervised testing in limited parts of Manhattan and Downtown Brooklyn, with a human specialist ready to take control. It did not let ordinary customers hail a driverless taxi. Based on the available official record, there is still no verified proof that New Yorkers can request a fully autonomous Waymo ride today.
