In Watch Dogs: Legion, you recruit people you encounter in London and can play as them. To build a useful DedSec team, profile promising candidates, check how they view the group, and follow their recruitment requirements. Then choose operatives with complementary abilities—and think about the risk of sending a valued recruit into danger.
How recruitment works
Ubisoft’s pre-release guide describes a recruitment loop: profile someone in the open world to learn about them, add a promising person to your contacts, and check their opinion of DedSec. A person who is reluctant may require help with a personal problem or a recruitment mission before accepting. The exact prompt and mission can differ; not every candidate follows one identical chain.

- Look for a team need. Notice people whose traits, skills, equipment, or background could expand your options.
- Profile the candidate. Review their background and opinion of DedSec before committing to them.
- Add promising people to contacts. This gives you a way to follow their recruitment requirements.
- Complete the relevant task. If a candidate is unwilling, follow the recruitment mission or help resolve the problem the game identifies.
- Try the new operative’s abilities. Once they join, see how their capabilities fit the way you approach missions.
Characters have schedules and social connections, according to Ubisoft’s 2021 development article. The game’s character system can also make actions affecting one person matter to connected people’s willingness to join. That makes profiling and paying attention to relationships more useful than recruiting at random.
How to build a balanced team
Ubisoft’s launch announcement describes recruits as having individual skills, resources, and talents, and emphasizes diverse abilities for building the resistance. Its 2019 pre-release guide outlined three broad role examples. Treat these as an announced way to think about playstyles, not a rule that every mission requires a fixed lineup; check the descriptions in your current game for the operative’s actual capabilities.
#1 Best Overall
- Free to add the people you encounter on virtual and organize resistance and get back to London in the near future, facing the crisis of collapse by hacking, intrusion, and combat Now it's time to gather with resistance
- Whoever met in the city can be played as part of their companion, and each has a backstory, personality and skill set
- Hack your armed drone, unfold the Spider Bot and eliminate your enemies while concealing them with the AR Cloak
- Explore the open world recreating the huge city, and enjoy the countless landmarks and fun side activities
- Invite new members online, collaborate with friends to make missions and challenge challenging end game content
| Role described by Ubisoft | General approach | What to consider |
|---|---|---|
| Enforcer | More combat-focused | Useful if you want a direct approach; review the recruit’s individual traits and drawbacks. |
| Infiltrator | Stealth-oriented | Consider whether the operative’s abilities suit missions where avoiding detection is useful. |
| Hacker | Tools such as a Spider Bot and drone control | Consider remote options and equipment alongside the recruit’s other traits. |
The same pre-release article says basic environmental hacking is common across these roles. A recruit’s role is only one part of the decision: individual profiles can include unusual bonuses, drawbacks, and resources. Ubisoft’s Youssef Maguid wrote in June 2019, “You can recruit a team full of hacker grandmas if you like, but you’re likely better off diversifying your squad based on their unique traits, which provide various boosts and nerfs to particular gameplay attributes.” That is a pre-release recommendation, not a current patch note or a universal optimal-team formula.
Compare candidates on four points
- Approach: Does the person better support stealth, direct combat, remote hacking, or drone use?
- Traits: Which bonuses, drawbacks, or unusual resources fit your preferred playstyle?
- Access and utility: Could their background or equipment help in the kinds of locations and situations you encounter?
- Risk: Is the recruit’s value to your roster worth the danger described by their profile?
There is no need to recruit one of every role just to satisfy a composition rule. Use the profile descriptions to find capabilities that give you alternatives when your preferred approach is unsuitable.

Roster size, switching operatives, and risk
Ubisoft’s 2019 pre-release feature said a team could include up to 20 DedSec members and that players could switch among operatives in the open world. Because that specific limit comes from pre-release coverage rather than the launch announcement, check your current roster screen if a mode or later update appears to differ.

Surrender, by contrast, temporarily removes access to an operative and creates a rescue opportunity. Ubisoft’s official help search result confirms that the game has a Permadeath mode, but does not provide readable details about a full set of current rules. Do not assume that every difficulty, online mode, or failure state handles loss the same way; check the settings and prompts in the mode you are playing.

How to interpret example character stats
Ubisoft’s 2019 feature used generated character examples to illustrate how traits can vary. These figures describe those examples, not standard bonuses that every recruit receives:
- A street-performer example had 40% more headshot damage.
- An amateur-boxer example had 50% more melee damage.
- A doctor example had a 25% reduction in team healing time.
- A therapist example had 100% more damage alongside a random-death drawback.
Use the actual recruit profile in your game when weighing a candidate. The examples show why a profile’s downside matters as much as its headline bonus.

Sources and version context
The detailed recruitment and role descriptions above come largely from Ubisoft articles published before the game’s 2020 release. Ubisoft’s launch announcement supports the released-game premise of recruiting and playing as different people, while its 2021 development article discusses schedules and social connections. These sources do not establish a current universal best roster or a complete rules matrix for every mode.
