What you can watch depends on the show, your country and the device you use, so check the exact title in the service before settling in. For younger children, PBS KIDS is a useful starting point; for any platform, free viewing may include ads and does not automatically make every video suitable for every age.
Where to watch cartoons online for free legally
Start with a service or channel that has a clear connection to the content owner. That is a more dependable route than a site promising every show through unfamiliar embedded players or download prompts.

PBS KIDS: a strong starting point for younger viewers
PBS says families can stream without a subscription through the PBS KIDS Video app, its website and supported devices. The app offers episodes, movies, clips, shorts and podcasts from PBS KIDS series and is designed for preschoolers and young learners. It is especially worth checking for educational and younger-child programming, but a particular episode or series may not be available everywhere. See PBS KIDS’ viewing options and the PBS KIDS Video app page.

Tubi describes its service as free and legal, with content supplied by studio and independent partners. Its Help Center explains the model plainly: “We stay free by showing short ad breaks during our movies and TV shows.” Tubi also says it does not ask for credit-card information. These claims describe Tubi, not every site advertising free cartoons; its catalogue and availability can vary by country, and free does not mean ad-free. Check Tubi’s Help Center for its current service details.

YouTube: look for the rights-holder’s official channel
YouTube can be a route when a cartoon’s rights-holder publishes episodes or clips on an official channel. Search for the studio, broadcaster or show’s verified rights-holder rather than relying on an unofficial upload; the existence of a video does not establish that it is authorized or that it will remain available.
YouTube’s “made for kids” designation affects certain platform features and advertising, but YouTube says that label does not automatically mean a video is appropriate for every child. Review the particular show and use caregiver supervision and available account or device controls. Read YouTube’s explanation of made-for-kids content.

How to choose the right option
Compare services against the viewing need rather than assuming their catalogues are interchangeable. Current title availability and regional access are not established for every cartoon on these services.

For any service, verify five practical points before you press play:
Rank #3
- Ultra-speedy streaming: Roku Ultra is 30% faster than any other Roku player, delivering a lightning-fast interface and apps that launch in a snap.
- Cinematic streaming: This TV streaming device brings the movie theater to your living room with spectacular 4K, HDR10+, and Dolby Vision picture alongside immersive Dolby Atmos audio.
- The ultimate Roku remote: The rechargeable Roku Voice Remote Pro offers backlit buttons, hands-free voice controls, and a lost remote finder.
- No more fumbling in the dark: See what you’re pressing with backlit buttons.
- Say goodbye to batteries: Keep your remote powered for months on a single charge.
- Exact title: Search the show and, if relevant, the specific episode. A service’s general cartoon selection does not prove a particular title is there.
- Country: Availability can differ by region, so check from the location where you will watch.
- Viewing format: Confirm whether the listing is on-demand or scheduled/live if that distinction matters to you; don’t assume a format that the service has not confirmed.
- Ads and suitability: Look at the service’s ad model and assess the specific show for the child’s age. An ad-supported service is not necessarily child-directed.
- Access requirements: Check whether the official service requires an account, subscription or payment details. PBS KIDS app access is described as subscription-free; Tubi says it does not request credit-card information.
How to watch on a TV or other device
Check what you already own before buying anything. PBS lists access through its website and devices including Amazon Fire TV, Android TV and Android devices, Apple TV and iOS devices, Comcast Xfinity, Chromecast, Roku, Samsung and Vizio smart TVs, and YouTube. The exact app support can change, and availability may depend on the model and region.
- Check the TV or device you have: Search its app store or app menu for PBS KIDS Video or the service you plan to use. Alternatively, open the service’s official website in a compatible browser.
- Confirm the exact model and app support: If an app is missing, consult the service’s current device information and your TV maker’s support details. A brand name alone does not establish that every model supports the app.
- Use another compatible device if needed: A phone, tablet, streaming player or casting setup may work if both the service and your equipment support it.
- Consider new hardware only as an option: A compatible streaming media player can add supported apps to some TVs, but it is unnecessary if your existing TV, phone, tablet or browser already works. Verify the player and TV compatibility before purchasing.
How to avoid misleading or unauthorized streaming pages
“Free” by itself is not proof that a stream is legal, safe or genuinely free of hidden requirements. Prefer official service apps and websites or a rights-holder’s own channel. Be cautious when a page obscures who operates it, imitates a familiar play button, or pushes downloads or personal information before showing basic service details. A legitimate free service may still show advertisements, so distinguish a disclosed ad-supported model from a page that conceals how it operates.

- Compact without compromises: Our sleek design won’t block neighboring HDMI ports, so you can switch from streaming to gaming with ease. Plus, it’s designed to stay hidden behind your TV, keeping wires neatly out of sight
For a child, choose the specific title as carefully as the service: check its suitability, supervise viewing as appropriate, and use available caregiver, account or device controls. PBS KIDS describes its app as made for preschoolers and young learners; that is useful context, not a reason to skip checking an individual program.
Why a cartoon may not appear
- Regional rights: The service may not carry that title in your country.
- Catalogue changes: Shows and episodes can be added or removed; an old search result or recommendation is not confirmation of current availability.
- Unofficial upload removed: A video found outside a rights-holder’s channel may disappear and is not a dependable viewing route.
- Device mismatch: The service may not support your particular TV or device model, even if it supports other devices from the same manufacturer.
Search within the official app or website, then check the rights-holder’s official channel if you use YouTube. If the title is not listed, do not assume another service carries it just because that service offers cartoons generally.
