Professional warehousing in Essex can help importers and exporters hold, handle and distribute cargo near ports and onward transport links. But ordinary commercial storage is not automatically a customs warehouse: only goods in an appropriately authorised facility and procedure can benefit from suspended import duty and import VAT, and those charges may become payable when goods are released into free circulation.
What is customs warehousing?
Customs warehousing is an HMRC-regulated procedure, not simply a description for a warehouse near a port or one that handles imported goods. It allows eligible non-UK goods to be stored under customs control with customs duty and import VAT suspended while they remain in the procedure. The suspension is not permanent exemption: the business must later discharge the procedure, for example by releasing the goods to free circulation, placing them under another customs procedure, or exporting them.

The specific goods, warehouse authorisation, declarations and operating arrangements determine whether the procedure can be used. Licences, health documentation, prohibitions and other restrictions still apply where relevant. A customs warehouse does not make controlled or restricted goods exempt from those requirements. Public and private customs warehouses
A public customs warehouse stores goods for other depositors. A private customs warehouse is used for the warehouse operator’s own goods; the warehousekeeper and depositor are the same person. These are different operating arrangements, not different names for general storage. HMRC assesses details including the site, operations and compliance arrangements as part of authorisation.

How does a customs warehouse help importers?
The main benefit is timing: an importer may defer customs duty and import VAT while eligible goods are stored in the authorised procedure, rather than paying those amounts at the point the goods enter the UK. This can be useful if goods will be re-exported, if release into free circulation will happen later, or if the business needs time to organise onward distribution. The financial effect depends on the goods and the customs route ultimately used; storage alone does not establish a saving.
Businesses should also distinguish the customs procedure from the warehouse’s commercial services. A facility may provide storage, handling and distribution without being authorised for customs warehousing. Conversely, customs authorisation does not by itself confirm that a site has the right temperature control, handling equipment, capacity or service for a particular cargo.

Customs value and storage charges
HMRC says that the cost of storage and preservation in a UK customs warehouse before goods are released to free circulation is excluded from customs value when it is itemised separately from the price of the goods. Incidental storage during transport is treated under the rules for transport costs. Businesses should confirm how charges are invoiced and how the customs value is calculated rather than assume that every warehousing charge reduces customs value. - Confirm eligibility and authorisation. Check that the goods and intended procedure are eligible, and that the specific facility has the appropriate HMRC authorisation. Agree who is responsible for declarations and records.
- Arrange the movement to the designated site. Goods moving from their point of entry to the warehouse normally move under the relevant import declaration. HMRC generally expects them to arrive at the designated warehouse within five working days after clearance of the customs warehousing declaration. The applicable declaration and movement instructions should be confirmed for the shipment.
- Receive and account for the goods. The warehouse needs a process to identify the goods, record receipt and manage discrepancies against the declaration. Storage outside an approved customs warehouse—including dockside storage—is not acceptable. HMRC states: “Storing goods outside of an approved customs warehouse, such as areas like dockside, is deemed unacceptable.”
- Discharge the procedure correctly. When the goods leave customs warehousing, they must enter another customs procedure, such as release to free circulation or export, or be destroyed, with the required evidence retained. The business should establish in advance what declaration, records and proof are needed for its chosen route.
What should you check when choosing a warehouse near an Essex port?
Choose against the shipment and the customs process, not the warehouse’s location alone. Ask the operator and your customs representative to confirm the following before booking:
- Authorisation and responsibilities: Is the exact site authorised for customs warehousing, and is it public or private? Who handles import declarations, stock records, discrepancies and evidence that discharges the procedure?
- Goods and controls: Can the facility accept your specific cargo, including any licensing, health documentation, inspection or other control requirements?
- Storage conditions and handling: Does it offer the required ambient, chilled, frozen or other conditions, and can it safely handle the cargo and any inspections?
- Capacity and availability: Are suitable space, labour and handling services confirmed for your shipment dates and volumes? Do not infer present capacity from an old brochure or handbook.
- Port and onward links: Check practical distance and connections to the port, road, rail and your next distribution point, along with the arrangements and cost for moving cargo between them.
- Commercial and customs records: Can storage and preservation charges be itemised separately where relevant, and can the operator provide the records your customs process requires?
What local evidence is available for Essex facilities?
Published facility details can help identify places to investigate, but the available material is not enough to treat stated capacity or services as current. Confirm authorisation, services, space and cargo suitability directly with the operator before relying on them.

Port of Tilbury
The Port of Tilbury’s 2020–2021 handbook describes a multipurpose deep-water port on the Thames, with import and export cargo areas, rail and road connections, and 5 million square feet of undercover warehousing, including chilled and ambient space. The brochure’s publication date and current availability of those services have not been established here, so treat it as a lead rather than confirmation of present capacity or authorisation. When is professional warehousing the right fit?
Professional warehousing may suit an importer or exporter that needs cargo handling, storage conditions, port access or coordinated onward distribution. Customs warehousing is a narrower option: it is worth considering when the goods and business plan justify holding eligible non-UK goods under the authorised procedure, and the business can manage the declarations, records and eventual discharge.
If the requirement is simply temporary storage, compare ordinary warehouse services on cargo suitability, location, capacity and handling. Do not assume customs benefits follow from a warehouse’s proximity to Tilbury or Mistley, its use of the word “bonded,” or its ability to store imported goods. Verify the authorisation and procedure for the actual site and shipment.
