What “don’t pay the bill” means
Healy’s proposal is for Congress to decline to approve new supplemental funding for the Iran operation. It is a political and budgetary strategy: if the administration needs additional money, denying a request could increase pressure to scale back or stop the operation. Reason reports that the administration has been drawing on Pentagon funds authorized for other purposes. That is an account reported by Reason, not a funding practice independently established by the legal and hearing sources cited here. Those sources also do not establish how much funding remains available or how quickly withholding a new appropriation would affect military operations.
How that differs from the War Powers Resolution
The War Powers Resolution (WPR) has a conditional clock as well as a removal provision. The Congressional Research Service (CRS) explains that the 60-day period runs from the submission—or required submission—of a report under Section 4(a)(1). After that period, the president must terminate the use of U.S. armed forces unless Congress declares war or specifically authorizes the action, extends the period by law, or is physically unable to meet following an armed attack. A president may certify that unavoidable military necessity requires more time to protect the safety of U.S. forces, allowing up to 30 additional days to bring them out. CRS, “Understanding the War Powers Resolution” (December 17, 2025), notes that some interpret the 60-day provision as allowing unilateral presidential involvement for at least that long, an interpretation CRS says may sit uneasily with other parts of the statute.

The WPR also says that forces must be removed if Congress so directs by concurrent resolution. But CRS cautions that this mechanism’s effectiveness is uncertain after the Supreme Court’s 1983 decision invalidating the legislative veto. The statute’s text, the uncertain status of that mechanism, and Healy’s recommendation to withhold new funding are separate things.

Neither source establishes that rejecting one supplemental measure would immediately end the war.

Which current-war claims are reported, not independently established here?
Reason’s October 2, 2026 article says the conflict had passed seven months, that more than $40 billion had been spent, and that costs were running $2–3 billion per month. These are Reason’s reported figures, not official accounting figures established by the CRS explainer or the hearing transcript. Reason also discusses congressional votes and a supplemental request; the sources cited here do not independently establish those details through official roll-call or appropriations records.

What the funding argument can—and cannot—show
Healy’s case is that Congress need not wait for a contested WPR removal mechanism to exert pressure; it can refuse to authorize additional funding. Whether that pressure would be enough to stop the operation depends on facts the cited sources do not settle, including the administration’s available funding and the practical consequences of withholding a particular appropriation. The argument is therefore a proposed congressional strategy, not proof that a funding vote alone would end the war.
