Yes, browser voice commands can work offline, but only when both speech stages run locally: a wake-word detector listens for the trigger phrase, then a separate speech-recognition engine transcribes the command. The default Web Speech recognition route is server-based; offline recognition requires a supported on-device implementation and the appropriate language assets installed. You also need the application code and models available without a network connection.
How a full offline voice pipeline works
Wake-word detection and command recognition solve different problems. A detector such as Porcupine listens for a configured phrase and signals that it heard the trigger; it does not transcribe what you say next. A second, local speech-recognition stage must turn the command into text. Your application should then match that text against a narrow set of allowed commands.

- Request microphone access. Explain why the site needs audio and handle a denial without leaving the interface stuck.
- Listen locally for the wake phrase. Feed microphone audio to a wake-word engine running on the device.
- Capture and recognize the command. After the trigger, start the local recognition stage and convert the user’s utterance to text.
- Validate before acting. Match the transcript to an explicit command allowlist. Require confirmation for consequential actions rather than letting arbitrary recognized text trigger them.
- Return to a clear state. Stop command capture and either resume wake-word listening or stop listening, according to the user’s choice.
For an offline session, the audio processing stages must remain local, and the app’s required code and model assets must already be available on the device. Initial setup may still require internet access to download them.
Can browser speech recognition work offline?
Not automatically. MDN says, “By default, using speech recognition on a web page involves a server-based recognition engine.” That default should not be described as private or offline. MDN also documents an on-device mode, but using it depends on browser implementation support and an installed language pack. As of October 5, 2026, Microsoft documents a local-recognition path in Edge Canary or Dev version 150.0.4076 or later. Its instructions require enabling a feature flag and installing a supported language pack. The documentation lists English (en-US), German (de-DE), Italian (it-IT), Portuguese (pt-PT), Spanish (es-ES), and Korean (ko-KR). This is a development-channel implementation, not evidence of universal support in stable Edge or other browsers. Microsoft says of its local Edge model: “The speech input into the model never leaves the device, and isn’t collected to train AI models.” That statement applies to this documented local model, not to browser speech recognition generally. Consult Microsoft’s SpeechRecognition API documentation and verify the exact browser and operating system you plan to support.
In code, feature-detect the recognition API rather than assuming it exists. Where the implementation exposes the documented local-processing controls, check whether the requested language is available, install its pack while online if needed, select local processing, and only then start recognition. If the API, language pack, or local mode is unavailable, report that condition and do not silently fall back to server recognition if offline or local-only processing is a requirement.

Choosing a wake-word and recognition combination
One documented browser wake-word option is Picovoice Porcupine. Its Web SDK uses WebAssembly and Web Audio microphone input. It can provide the wake stage, but its presence does not make the command-recognition stage offline; pair it with a separate local recognizer. The vendor’s browser binding documentation names Chrome, Edge, Firefox, and Safari, which is vendor compatibility information rather than an independent test of every version or device. There is no supported accuracy or latency comparison among these options in the cited documentation, so they cannot be ranked numerically. Evaluate them on where audio is processed, supported languages and devices, custom wake-phrase needs, false triggers, download size and runtime resource use, licensing and credentials, and the setup needed for workers and persistent model storage.

Integrating Porcupine in a browser
Before choosing this route, check the requirements for the exact SDK release you intend to deploy. The vendor’s web binding describes microphone access, an AccessKey, WebAssembly, and worker-oriented processing. SharedArrayBuffer can enable multithreading when the site is served with suitable response headers; without it, the README describes a standard ArrayBuffer fallback. Worker use requires IndexedDB, while a main-thread alternative is noted for browsers without it. These deployment details can affect compatibility and performance, so test them on your actual hosting setup rather than assuming a desktop demo will behave the same way in production.
- Ask for microphone permission in a user-driven flow and handle denial clearly.
- Make the AccessKey and any required model files available to the SDK without assuming the network will remain connected.
- Confirm that worker and storage requirements are met, or use the documented alternative where appropriate.
- Test the configured phrase in realistic conditions and give users a way to stop listening.
Prepare the app for an offline session
Offline inference is only one part of an offline application. A fresh visit may need to download JavaScript, WebAssembly, worker scripts, wake-word assets, or speech language packs. Plan for setup while connected, then test the full experience with networking disabled. The documentation establishes initial download requirements, but does not guarantee that every hosting, caching, and browser configuration will keep the entire app available offline.

- Serve the app securely. Microphone access requires browser permission, and deployment headers may be needed for SharedArrayBuffer-based multithreading.
- Install required speech assets. While online, make the target language pack available for the local recognition implementation.
- Make app assets persist. Ensure the app code, workers, WebAssembly files, and models your implementation needs remain available after the initial visit. Do not assume that a browser cache alone guarantees persistence.
- Test with the network disabled. Reload the app, grant or retain microphone permission as appropriate, invoke the wake phrase, issue a command, and confirm that the intended action works without network access.
- Test failure paths. Check what users see if assets are missing, the language is unavailable, permission is denied, or recognition returns an error.
Handle unsupported browsers and recognition failures
- Recognition API absent: Explain that local commands are unsupported in this browser and offer a non-voice control. Do not assume another browser’s API is available.
- Local language pack unavailable: Ask the user to install it while connected, or state that the selected language cannot be used offline.
- Microphone permission denied: Explain how to grant access through the browser’s site controls, while keeping the app usable without voice.
- Wake detector or worker fails: Surface a recoverable error and provide a way to retry or stop listening.
- Transcript is ambiguous or outside the allowlist: Do nothing sensitive; ask the user to repeat or confirm a recognized command.
Compatibility depends on the precise browser, operating system, language, permissions policy, and deployment headers. Test the combination you intend to support. The cited pages do not establish universal browser availability or guarantee offline behavior for arbitrary caching configurations.
