1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsShort answer: A VPN can change the IP address and apparent country that a website sees, but it cannot prove that you are an adult. Under the UK Online Safety Act, age-assurance duties began taking effect in 2025 for in-scope services, and providers must use a method that is highly effective at determining whether a user is a child before allowing access to relevant pornographic content.
You do not automatically need a government digital ID. Services can choose among several methods, including digital identity, photo-ID matching, credit-card checks, open banking, mobile-network checks, email-based age estimation and facial age estimation. Whether a check is privacy-preserving depends on the provider’s implementation, including what is collected, who sees it, how long it is retained and whether an age-only result can be shared instead of your underlying identity.

What changed in the UK during 2025?
The Online Safety Act’s relevant Part 5 duties came into force in January 2025. Ofcom describes age assurance as a cornerstone of the Act and says services providing in-scope pornographic content must take effective steps to determine whether a user is a child. The legal test is technology-neutral: a provider must select a method, or combination of methods, that is highly effective at determining age in the circumstances of its service.

A website may select a third-party verifier, run a check itself or combine methods, provided the approach meets the effectiveness, privacy and data-protection obligations that apply to it. Implementation details can change as Ofcom issues further guidance, so a provider’s current notice matters more than a generic promise that a particular technology is always private.

What the law does not establish
- It does not establish that every adult must hold a government digital ID.
- It does not require every website to use a physical identity document or facial scan.
- It does not guarantee that every verifier deletes information immediately.
- It does not make VPNs illegal.
- It does not create one universal retention period or one identical user journey across providers.
Is a digital ID the only way to pass an age check?
No. Ofcom lists several method categories as capable of meeting the standard at age 18. The list includes digital identity services, credit-card checks, email-based age estimation, facial age estimation, mobile-network operator checks, open banking and photo-ID matching. Self-declaration and ordinary debit-card checks are not sufficient on their own.
“Capable of meeting” is not the same as “automatically compliant.” Effectiveness depends on how a provider configures the check, the quality of the signals, the risk of false results and the controls around personal data. A service also has to consider accessibility and what happens when a legitimate adult cannot use a particular method.
| Method | Ofcom position | Privacy questions to ask | Typical failure or access issue | Does a VPN defeat it? |
|---|---|---|---|---|
| Digital identity service | Listed as capable at 18 | Does the verifier see the underlying identity record, or only an adult/not-adult result? What is retained and shared? | Unavailable to people without the required identity account, document or device; account-matching errors can require manual support. | No. A changed IP address does not alter the identity or age attribute being checked. |
| Photo-ID matching | Listed as capable at 18 | Is the document image stored? Is face matching performed, and who receives the image or result? | Glare, damaged documents, name differences and camera problems can cause rejection; some users may lack an accepted document. | No. Location masking does not change document validity. |
| Credit-card check | Listed as capable at 18 | Which payment details are processed, whether the verifier sees them, and how transaction records are separated from the age result. | People without a qualifying card, with a blocked transaction or with a card issued in another country may be unable to complete it. | No. The payment relationship is independent of the apparent IP location. |
| Open banking | Listed as capable at 18 | Which bank data is requested, whether access is read-only, and when the connection and derived result are deleted. | Bank incompatibility, authentication failure or reluctance to connect an account can stop the process. | No. A VPN cannot create or change the bank-held evidence. |
| Mobile-network operator check | Listed as capable at 18 | What subscriber information is used, whether it is disclosed to the website and how long the response is kept. | Prepaid, business, family-plan or foreign numbers may not produce a usable result; network records can be wrong or outdated. | No. The network account, not the IP address, supplies the signal. |
| Email-based age estimation | Listed as capable at 18 | What account signals are analysed, whether the email address is retained and whether the service receives a score or an identity. | New, shared, child-managed or privacy-focused mail accounts can be misclassified; an estimation threshold can create false positives or negatives. | Usually not. A VPN changes routing, not the account history used for estimation. |
| Facial age estimation | Listed as capable at 18 | Whether a face image or template is created, whether processing is deleted after a decision and whether the image is used for another purpose. | Lighting, camera quality, disability-related differences and natural variation can produce an incorrect estimate; some users cannot or do not want to use a camera. | No. It evaluates the submitted face, not the network location. |
| Self-declaration or ordinary debit card alone | Not enough on its own | Do not treat a simple tick box or routine debit-card entry as equivalent to high-effectiveness assurance. | Easy to complete without reliable age evidence. | Not relevant: the method is insufficient regardless of the IP address. |
The table describes the questions and trade-offs a user should examine, not a universal ranking. Avoid assuming that a method is private merely because it avoids a physical document: facial estimation and other approaches can still process sensitive personal data.

What can a VPN do, and what can it not do?
A VPN routes traffic through a different server, so a website may see another IP address and infer a different country or region. That can be useful for ordinary network privacy, but it is not evidence of adulthood. None of the age-assurance categories listed by Ofcom is replaced by an IP-location change.
Ofcom says VPNs can be used in attempts to get around Online Safety Act protections, including age checks. It also says services should not host or promote material that encourages children to use VPNs to circumvent those controls. This is guidance about platform responsibilities and child safety, not a blanket prohibition on VPN use by adults.
Why a VPN may make a legitimate check fail
- A service may compare the VPN exit country with the country associated with your account, payment card, phone number or identity document.
- Shared VPN addresses can trigger automated fraud or abuse controls.
- A provider may block known data-centre addresses, requiring you to reconnect without the VPN before support can investigate.
- Changing servers repeatedly can create inconsistent location signals without supplying any age evidence.
If a provider’s terms allow access from your location, temporarily using a normal connection can help diagnose a location mismatch. That is troubleshooting, not a method of proving age or bypassing a lawful check.

Is online age verification safe for privacy?
Safety depends on implementation. The Act requires providers to have regard to privacy and data-protection law when deciding how to use age verification or age estimation. GOV.UK guidance says methods should be safe, proportionate and secure and highlights data minimisation. Those principles constrain a provider, but they do not make every commercial verifier identical.
The data path to examine
- Collection: Identify exactly what you submit: a document image, a face image, payment details, bank information, a phone number, an email address or only a cryptographic age attribute.
- Visibility: Ask whether the website sees the underlying data or receives only a yes/no or over-18 token from a separate verifier.
- Purpose: Check whether the information is used solely for the age decision or also for account creation, advertising, fraud scoring, analytics or model training.
- Retention: Look for specific deletion periods for raw images, identity records, logs, derived templates and failed attempts. Do not assume deletion is immediate unless the provider says so.
- Sharing: Find the names or categories of processors, group companies, regulators and other recipients, plus the countries where processing occurs.
- Security: Check for explanations of encryption, access controls, breach handling and how you will be notified if a sensitive record is exposed.
- User control: Confirm how to correct an error, request deletion where applicable, obtain a copy of the privacy notice and challenge an automated decision.
- Alternatives: See whether an equivalent method is available if you cannot use a camera, bank connection, accepted document or mobile number.
A privacy-preserving design usually tries to separate the verifier from the content service and disclose only the minimum age result. That is a design goal, not a guarantee. Read the current privacy notice for the specific service and verifier before uploading anything.
Can a website keep my ID or face scan?
It may, depending on the provider’s documented process and applicable retention rules. The available legal guidance does not establish one deletion model for every service. Some systems may retain an audit record while deleting the source image; others may keep more information for security, dispute handling or legal obligations. You need the provider’s stated periods and purposes to know which applies.

For a face-based check, ask whether the system creates a biometric template, whether estimation occurs locally or on a server, and whether the raw photograph is discarded after the decision. For photo-ID matching, ask whether the full document, cropped fields or a derived attribute is retained. If the notice is vague about these points, treat that uncertainty as a privacy cost rather than assuming the most protective interpretation.
A practical, lawful way to complete a check
- Confirm the scope. Make sure the service is one that is asking for age assurance under its own legal or safety obligations, rather than an unrelated pop-up or suspicious link.
- Read the privacy notice first. Record the verifier’s identity, data collected, retention period, sharing list and contact route before submitting a document or face image.
- Choose the least revealing workable method. If an age-only token is available and you can use it reliably, compare that design with methods that expose a full identity record or face image.
- Prepare accurate information. Use a current document, the correct account details and a well-lit camera view. Do not alter documents or provide another person’s information.
- Keep the network consistent. If the service reports a location mismatch, disconnect the VPN for the permitted connection and retry once rather than switching through many servers.
- Use an alternative offered by the provider. A legitimate adult who cannot complete facial estimation should ask for a digital identity, payment, mobile-network or other available route.
- Stop if the request looks excessive. Do not send extra documents by email or repeat a failed upload to an unverified address. Use the service’s official support channel.
- Keep a record. Save the privacy notice version, date of the check and any confirmation that a source image or account link was deleted.
What to do when the check fails
Technical failure
Check camera permissions, lighting, browser compatibility and document visibility. Update the browser, remove glare and try the provider’s supported device. If a VPN or corporate network is blocked, use the normal connection that the service permits. Repeated failures can create more logs, so contact support instead of endlessly retrying.

False age or identity result
Ask for a human review or another method. Explain the specific error, such as an incorrect name, an expired document being treated as current or an age-estimation result that does not reflect your age. Do not try to solve a wrong result by presenting altered information.

Accessibility problem
Tell the provider which part of the process you cannot use and request an equivalent route. A provider’s obligation to use an effective method does not eliminate the need to consider privacy, proportionality and practical access for people with disabilities or without a particular device, account or document.
Enforcement and the scale of the rollout
Ofcom’s current guidance says the most serious breaches can attract a fine of up to 10% of qualifying worldwide revenue or £18 million, whichever is greater. The figure is a statutory enforcement ceiling described by the regulator, not a prediction that every failure will receive that penalty.
Published scale estimates need careful attribution. GOV.UK reported an Age Verification Providers Association estimate of five million additional age checks per day in 2025. A 2025 House of Lords Hansard exchange recorded a statement, attributed to Ofcom research, that one in ten VPN users was a child. These figures measure different things, come from different contexts and should not be treated as a definitive count of UK children using VPNs or a forecast of every provider’s workload.

Common misconceptions
- “A VPN proves I am in an adult country.” It changes an apparent network location only; it supplies no age evidence.
- “The law means I must get a government digital ID.” Digital identity is one acceptable category among several.
- “No physical ID means no privacy risk.” Facial estimation, payment, banking, phone and email methods can still process sensitive or identifying information.
- “Every verifier deletes everything immediately.” Retention and deletion depend on the provider’s documented implementation.
- “A debit-card checkout is automatically an age check.” Ordinary debit-card checks are not enough on their own under Ofcom’s listed standard.
- “A blocked VPN is proof that VPNs are unlawful.” A website can apply its own technical controls, while the legal materials cited here do not make VPN use itself illegal.
If the age-check problem is accompanied by ordinary Windows crashes, freezes or system errors, Outbyte PC Repair is an optional shortcut that can look for common Windows issues and reduce settings or file clutter; it complements antivirus software, does not verify age or bypass a VPN check, and results vary. It offers a free trial by category for at least two days before a subscription.
