Safest answer: for most renewable-energy operational technology (OT), use a layered design rather than choosing one label. Put a hardened jump server in an OT demilitarized zone (DMZ) as the controlled path, require multifactor authentication (MFA), apply zero-trust authorization to every user, device and resource, and use a VPN only where encrypted transport is needed. A VPN by itself can connect a technician without limiting what that technician can reach or do.
The right design depends on the plant’s legacy controllers, communications protocols, safety procedures, availability requirements and ability to monitor sessions. Remote access is valuable for distributed wind and solar assets, but it is also a significant route into systems that can affect generation, grid visibility and physical equipment.

What “safest” means in renewable-energy OT
Operational technology (OT) is the hardware and software that senses or controls physical processes. In renewable energy, that includes wind-turbine controllers, solar inverters and array controls, substation equipment, plant networks and supervisory control and data acquisition (SCADA) systems. The U.S. Department of Energy identifies these technologies as energy OT and warns that connected solar inverters have a larger attack surface than standalone devices. DOE’s energy-OT overview and Solar Cybersecurity Basics provide that context.
In an office network, a compromised account may expose data. In a plant, an incorrect command or loss of visibility can interrupt generation, damage equipment or create an unsafe condition. “Safest” therefore means reducing the chance and impact of unauthorized access while preserving reliable operation and an approved way to recover during an incident.

The three terms answer different questions:
- VPN: How is traffic carried securely between a remote operator and the site?
- Jump server: Through which controlled, monitored host does the operator enter the OT environment?
- Zero trust: Who and what is allowed to access which resource, for what task and for how long?
They are complementary controls, not mutually exclusive alternatives. A common strong pattern is remote connection to a VPN gateway, authentication and authorization at a hardened jump server in the OT DMZ, and zero-trust policies that restrict the resulting session to a specific asset and task.
VPN, jump server and zero trust compared
| Approach | Primary job | What it improves | What it does not prove by itself | Best use in renewable OT |
|---|---|---|---|---|
| VPN | Encrypted remote connectivity between networks or endpoints | Confidentiality in transit and a controlled entry point when configured with strong authentication | That the user can reach only the intended controller, or that actions are least-privileged and recorded | Transport layer combined with segmentation, MFA, authorization and monitoring |
| Hardened jump server | Single, controlled access point into OT | Segmentation, centralized authentication, session brokering and auditable administration | That every request is appropriate unless policy, identity and device checks are enforced | Default pathway from an enterprise or vendor network into an OT DMZ |
| Zero-trust architecture | Continuous identity, device, context and resource authorization | Least privilege, task and time limits, and decisions that do not rely on network location | Physical or network boundaries; it cannot replace an OT DMZ or safety engineering | Policy layer governing VPN, jump-server and direct-service access |
NIST defines zero trust as an architecture in which trust is not inferred from network location or ownership; users and devices are authenticated and authorized before access to a particular resource. See NIST SP 800-207. NIST’s OT guidance also recognizes that VPNs can provide strong authentication and encryption, but connectivity still needs segmentation and privilege controls. NIST SP 800-82 Rev. 3
Why a jump server is the practical OT baseline
A jump server, also called a bastion host, is a hardened system that administrators reach first. It then brokers approved connections to controllers, engineering workstations or SCADA services. The remote endpoint does not receive a general route into the control network.

For renewable-energy sites, implement that recommendation as a controlled pathway:

- Place the host in an OT DMZ. Firewalls should separate the DMZ from enterprise, vendor and control-system zones. Permit only the protocols and destinations required for an approved task.
- Harden the host. Remove unnecessary services, close unused ports, restrict administration, apply the site’s approved baseline and keep the operating system and security components patched within maintenance procedures.
- Require MFA before the session starts. A password alone should not unlock the pathway. Use an approved second factor and bind the account to an individual rather than a shared vendor login.
- Broker, do not merely route. The jump service should launch the permitted remote-desktop, SSH or engineering connection to a named asset instead of exposing broad OT routes.
- Record and review activity. Log authentication, authorization decisions, session start and stop times, target asset and administrative actions. Where the equipment and process permit it, record the session itself.
- Continuously monitor the pathway. Alert on unusual times, destinations, commands, failed MFA, impossible travel or a device that no longer meets policy.
These controls make the jump server a choke point. They do not make it automatically safe: an unpatched bastion, shared account, unrestricted firewall rule or unreviewed vendor session can still become a route into OT.
What zero trust adds
Zero trust is a way to make access decisions, not a product or a replacement for segmentation. Every request should be evaluated using the identity of the person or service, the device’s state, the requested resource, the task, timing and relevant environmental signals. A user who authenticated yesterday, or who is already on a plant network, is not automatically trusted today.

Resource-level authorization
Define permissions around assets and actions. A technician servicing inverter group A may need read access to telemetry and a narrowly defined configuration function, but no route to the wind-farm substation or another operator’s plant. Separate viewing, engineering changes and safety-critical commands.
Time-bounded and task-bounded access
Open a maintenance window with an owner, ticket or work order, start and end time, target assets and permitted operations. Automatically expire the grant. Remove dormant vendor accounts and disable remote access when the business or operational purpose ends.
Device and session checks
Where feasible, verify that the connecting workstation is managed, patched, encrypted and running approved security controls. Do not assume that every conventional IT agent is compatible with a PLC, inverter or protection relay; apply endpoint checks to the remote workstation and jump host without installing intrusive software on fragile control assets.

Segmentation remains mandatory
Zero-trust policy cannot compensate for a flat control network. Keep network boundaries between enterprise systems, the OT DMZ, supervisory systems and lower-level controllers. The policy engine decides whether a request is allowed; firewalls and architecture limit what is reachable if a control fails.
Where a VPN helps—and where it stops
A VPN can encrypt traffic over an untrusted connection and provide a manageable remote-access gateway. It is useful for engineers supporting geographically dispersed solar and wind assets, especially when the alternative would be an exposed management interface. NIST’s OT security guidance treats VPNs as capable of strong authentication and encryption when properly configured. NIST SP 800-82 Rev. 3
The risk is confusing a secure tunnel with safe authorization. A VPN account that receives a route to an entire plant network may let a compromised laptop scan devices, reach legacy protocols or move from one facility to another. Encryption does not say which commands are safe, and MFA at the gateway does not establish that the person should change a particular inverter setting.
If you use a VPN, constrain it:
- Terminate it outside or at the edge of the OT DMZ, not directly on a controller network.
- Use per-user identities and MFA; prohibit shared credentials.
- Advertise only the routes needed to reach the jump service.
- Apply device posture and certificate checks where the site can support them.
- Set short session lifetimes and revoke access when a contract, project or incident ends.
- Send gateway, authentication and flow logs to monitoring staff who can act on alerts.
Some legacy protocols or vendor tools may not tolerate an inline proxy, agent or address translation. Validate the path with OT engineers before changing production communications.
A safer implementation sequence
Use this sequence when building or replacing remote access. Coordinate each change with operations, safety personnel and the asset owner; OT maintenance may require a planned outage.

- Inventory the access need. List every remote user, vendor, system, protocol, asset and business reason. Mark which functions are read-only, engineering, administrative or safety-sensitive.
- Map the zones and flows. Document enterprise, vendor, DMZ, supervisory and controller networks. Remove undocumented direct paths and deny traffic by default between zones.
- Choose the controlled entry point. Deploy a hardened jump server in the OT DMZ. If a VPN is required, limit its routes to that DMZ service rather than to broad OT subnets.
- Establish identity and MFA. Use named accounts, an approved second factor and a process for onboarding, offboarding and emergency revocation. Record the approving authority for elevated access.
- Write resource policies. Specify user or group, device requirements, target asset, allowed protocol, permitted action, maintenance window and expiration. Start with the least privilege that can complete the task.
- Test with a nonproduction target. Confirm that the approved tool works with the actual legacy protocol, that denied routes are truly denied and that an expired grant closes the session.
- Turn on evidence collection. Capture gateway and jump-host events, policy decisions, session recordings where appropriate, command histories and configuration changes. Protect logs from alteration and define who reviews them.
- Exercise failure and recovery. Test loss of the remote path, compromised credentials, a bad configuration and restoration of local control. Keep a documented break-glass method that operators and safety staff approve.
Design choices for common renewable-energy environments
| Environment | Priority | Practical design emphasis |
|---|---|---|
| Legacy solar plant with older inverters | Protocol compatibility and availability | Use the DMZ jump path, keep agents and active scans off controllers, and test vendor software during a maintenance window. |
| Distributed solar fleet with cloud-connected devices | Account and fleet-wide blast-radius control | Separate sites and roles, require MFA, limit each session to assigned assets, and monitor unusual bulk changes. DOE notes that connected inverters carry more risk than standalone OT. |
| Wind farm with centralized SCADA | Reliable operations and controlled engineering access | Broker SCADA and controller access through the jump host; distinguish viewing telemetry from issuing control commands. |
| Small operator with limited security staff | Manageability and evidence | Prefer one well-maintained, monitored entry path over many ad hoc VPN accounts. Arrange alert triage and patch responsibility before enabling access. |
| Emergency vendor support | Speed without permanent exposure | Use a preapproved break-glass workflow, named approver, MFA, narrowly scoped target and automatic expiration; review the complete session afterward. |
No single design wins every site. A plant unable to monitor sessions may need to reduce remote functions or require supervised local presence. A site with equipment that cannot tolerate a proxy may use a carefully filtered connection to an engineering workstation, but it should still preserve DMZ boundaries, strong identity and detailed approval records.
Operational and safety pitfalls
“The VPN is encrypted, so we are done”
Why it fails: encryption protects the path, not the destination or command. Fix: route only to the jump host, apply resource-level policy and review session evidence.
One shared vendor account
Why it fails: investigators cannot tie an action to a person, and a departed contractor may retain access. Fix: named accounts, MFA, an approval record and automatic expiration.
Copying IT controls directly into OT
Why it fails: endpoint agents, cloud callbacks or active vulnerability scans can consume resources, alter timing or disrupt unsupported equipment. Fix: validate each control with OT engineering, test offline or on a representative asset, and schedule changes around operational constraints.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteIgnoring emergency operation
Why it fails: an access policy that blocks safe recovery can create operational danger during an outage. Fix: design and rehearse a break-glass procedure with operators and safety staff. It should be exceptional, logged, time-limited and followed by credential rotation and review.
Best Value
- 5 x Ethernet ports (10/100 Mbps), Digital I/Os, and USB 2.0
- RMS - For remote management, access & VPN services
- Pre-configured firewall and multiple VPN services
- Industrial-grade design for withstanding harsh environments
Leaving old paths in place
Why it fails: a new jump server does not reduce risk if a legacy modem, direct VPN route or dormant vendor account remains reachable. Fix: scan the documented architecture, compare it with firewall and identity records, and disable paths that no longer have an approved purpose.
What the 2019 solar incident illustrates
DOE’s Solar Cybersecurity Basics describes a March 2019 utility web-portal firewall breach in which operators intermittently lost visibility of parts of the grid for 10 hours. The figure is an incident duration, not a prediction of how long a future event will last and not a comparative test of VPNs, jump servers or zero-trust systems. It demonstrates why loss of visibility matters even when generation equipment is not physically damaged. DOE Solar Cybersecurity Basics
How to decide for your site
Choose the architecture that satisfies all six questions below, and treat a “no” as a remediation item rather than a reason to pick a different label:
- Does traffic enter through a segmented OT DMZ rather than a broad network route?
- Are both the person and, where feasible, the device authenticated before resource access?
- Can authorization be limited by asset, role, action and time window?
- Are sessions, commands and configuration changes logged, protected and reviewed?
- Does the design work with the site’s legacy protocols without unsafe agents or scanning?
- Can operators patch, revoke, fail over and recover the pathway without violating safety or availability requirements?
For most renewable-energy environments, the resulting answer is a layered one: a VPN may carry encrypted traffic; a hardened jump server in the OT DMZ supplies the controlled entry point; and zero-trust policy determines whether a particular user and device may perform a particular task. Reassess the design whenever equipment, vendors, network zones or operating procedures change.
