VoxCPM2 and ElevenLabs differ most in where and how you use them. OpenBMB’s VoxCPM2 is a downloadable, locally deployable 2B speech model that lists 30 languages and supports voice design and reference-audio cloning. ElevenLabs is a hosted voice platform with multiple models, web tools and APIs; its language coverage depends on the model you select. Choose VoxCPM2 if you want to run an open-source model yourself and can manage the computing environment. Choose ElevenLabs if you prefer a managed service and its hosted voice workflows. The available official material does not establish a sound-quality winner.

Local deployment or hosted service?
VoxCPM2: control in exchange for operating it
VoxCPM2 is provided as a model and codebase by OpenBMB. Its repository identifies Apache-2.0 licensing for code and weights. Check the license attached to the exact files you download and deploy rather than assuming every related artifact has identical terms. A self-hosted model can give you more control over where inference runs, but “self-hosted” does not mean cost-free: you are responsible for suitable compute, setup, maintenance and any infrastructure you use.
OpenBMB describes VoxCPM2 as a 2B-parameter model trained on 2.36 million hours of multilingual data. Those are vendor-provided model facts, not a promise of a particular result on a particular machine.

ElevenLabs: managed tools and APIs
ElevenLabs offers hosted products and API workflows, so you do not have to deploy this model yourself. That convenience comes with service plans and platform-specific workflows. The monthly plan prices in the table are the amounts shown on ElevenLabs’ Voice Design page when accessed in 2026; taxes are excluded, and the page may change. They do not establish what a specific project will cost, which depends on the service and usage involved.
Language coverage depends on the model—and the task
VoxCPM2 lists 30 supported languages. That is a useful starting point if your target language is on the list, but a language count alone does not show how natural a voice will sound for your text, accent or use case.

ElevenLabs’ counts are model-specific: its documentation accessed in 2026 lists 90+ languages for v4 and v4 Turbo, 70+ for v3 variants, 29 for Multilingual v2 and 32 for Flash v2.5. Do not treat “ElevenLabs supports X languages” as one universal number. First identify the model you plan to use, then check that model’s support and test your actual language and content.
Voice design: describe a new voice or select a hosted workflow
Both platforms document prompt-based voice creation. VoxCPM2 describes voice design from a natural-language description without requiring reference audio. ElevenLabs’ Voice Design uses a text prompt and documents API endpoints to preview and save a designed voice. Having similar headline features does not establish that the tools produce equivalent voices: their prompts, controls and results have not been compared in a controlled listening test.

If voice identity matters, evaluate the output with representative scripts. Short test lines can miss problems that emerge in longer narration, names, emotion, pronunciation or language switching.
Voice cloning: compare the input and safeguards
VoxCPM2 uses reference audio
OpenBMB documents cloning from reference audio, including an isolated-reference mode that does not require a matching transcript. It also describes a transcript-assisted continuation mode. The documentation cited here does not establish a universal minimum recording length or one hardware requirement for every VoxCPM2 setup.

ElevenLabs separates Instant and Professional cloning
ElevenLabs’ cloning guide recommends a clean recording with one speaker, low background noise, little room reverb, consistent volume and tone, and clear speech. Its current documented examples call for about 1–2 minutes of audio for Instant Voice Cloning and 30–180 minutes for Professional Voice Cloning. These are ElevenLabs workflow requirements, not general rules for VoxCPM2.
ElevenLabs says Professional clones are restricted to the account holder’s own verified voice. A user may also use a privately shared clone created and verified by its owner. Follow the platform’s current consent and verification process, and use recordings only when you have the right to do so.

Output quality and speed claims are not a head-to-head result
OpenBMB lists 48 kHz output for VoxCPM2. Its repository reports a real-time factor of about 0.3 on an NVIDIA RTX 4090 and about 0.13 with Nano-vLLM or vLLM-Omni. These are project-reported figures for a named configuration, not independent benchmarks or minimum system requirements. The RTX 4090 example does not prove that the GPU is required, nor does the cited material establish how the model performs on a particular consumer computer.
ElevenLabs’ model page describes about 75 ms latency for Flash v2.5 and median latency of about 100 ms for v4 Turbo. Those vendor-reported latency descriptions measure something different from VoxCPM2’s real-time factor, so they should not be used to rank the systems by speed. The reviewed official sources also do not provide a controlled listening test comparing the two platforms. To make your own quality judgment, use the same text, language, reference voice and output settings where the workflows allow, then compare the resulting audio.
Quick Recap
Which one should you choose?
- Choose VoxCPM2 if running a downloadable model yourself is important, you want its documented voice design and reference-audio workflows, and you can take responsibility for deployment and compute.
- Choose ElevenLabs if you want hosted tools or APIs and prefer its managed voice-design and cloning workflows. Compare the specific model’s language coverage and the current plan details for your use.
- Test both before deciding on sound. The listed language counts, sample rates and speed descriptions do not establish which voice will work better for your material.
