Vodafone is working with CUJO AI to bring Quality of Outcome (QoO) software to millions of its European broadband Home Hubs. The system evaluates whether network conditions support particular applications, rather than relying only on headline speed. CUJO AI said on October 6, 2026, that QoO was live in one Vodafone broadband network, with rollout underway across several European markets; the companies have not named those markets or said the wider rollout is complete.
What Vodafone’s QoO metrics measure
Vodafone’s implementation combines latency, packet loss and throughput into an application-specific score on a 0%–100% scale. The aim is to indicate whether the connection is performing well enough for tasks such as responsive online gaming, uninterrupted video calls or reliable cloud services. It is an interpretation of network measurements in the context of an application, not simply another reading of a broadband line’s maximum speed.

That distinction matters because a speed test or headline connection rate does not describe every aspect of real-time performance. Vodafone’s announcement points to latency and packet loss as possible reasons video calls, games or streams can lag or glitch even when reported broadband speeds remain unaffected. Performance can also vary by location in the home, such as when a user moves between rooms. These are possible explanations, not a complete diagnosis of every home network problem.
What is deployed—and what remains planned
Vodafone says it is working with CUJO AI to introduce QoO across millions of Vodafone broadband Home Hubs in Europe. CUJO AI’s October 6, 2026 announcement says the software is already live in one Vodafone broadband network and that rollout is underway in several European markets. Vodafone says it plans to roll it out across its European markets.

The announcements do not identify the countries, give a completion date, list supported Home Hub models or provide a market-by-market deployment count. “Millions” is Vodafone’s stated scale, not an exact published device total; “several” is CUJO AI’s description of the markets currently involved.
How operators may use an application-specific view
Conventional broadband reporting often emphasizes network-wide indicators or a single speed result. QoO is intended to connect measures such as latency, packet loss and throughput to the performance of a particular application. That can give an operator a different diagnostic view: a connection may have a strong headline speed while an application’s score points to conditions that could affect its use.

CUJO AI describes operator uses for its Network Intelligence offering that include root-cause analysis, customer-care visibility, network planning and prioritizing infrastructure work. These are vendor-described capabilities; Vodafone and CUJO AI have not published independent evidence showing what QoO has achieved in this deployment or quantified a resulting customer benefit.

Vodafone says it tested QoO alongside Low Latency DOCSIS to assess how network improvements translate into application performance for gaming, video conferencing and cloud services. The companies’ announcements do not publish the test protocol, sample size, measured results or a quantified improvement. The testing therefore establishes that an evaluation was described, not that a particular gain was demonstrated.

Privacy and standards claims
Vodafone says its QoO implementation does not inspect packet contents or use customer details. That is the company’s description of its approach; the announcement does not provide an independent privacy audit or technical documentation sufficient to assess the claim separately.
The companies say QoO was co-created by CUJO AI experts with the wider networking community and advanced through the IETF IP Performance Measurement Working Group. They characterize it as an industry standard or framework, but the announcements do not identify a specific RFC or standards publication number. The more precise description supported by those materials is that the companies say the work advanced through the IETF working group.

What customers can and cannot infer
The rollout is operator software, not a retail product announcement. The published information does not identify a consumer device to buy, say that a particular router enables QoO, or suggest that purchasing networking equipment will activate the Vodafone deployment. Nor does the announced score, by itself, promise that a household’s Wi-Fi or application problems will be fixed: the companies have not published customer-level results, a troubleshooting procedure or evidence of measured improvements.

For now, the concrete news is that Vodafone and CUJO AI are introducing application-oriented performance measurement across Vodafone broadband hubs, with some deployment already live and further rollout underway. The scope and outcomes beyond those statements have not been disclosed.
