Short answer: use OBS Studio for graphical control, FFmpeg for a command-line workflow, or a cloud service if you want the stream to continue with your PC off. OBS can loop a single file without VLC, but its playlist source still depends on VLC being installed. None of the documented options has a verified low-power-PC minimum specification or a published power-use comparison, so test your own media, settings, connection, and hardware together.

There is no documented comparative CPU, electricity, uptime, or failure-rate result establishing a universal winner for low-power computers. Choose by workflow first, then test the actual machine and stream.

Use OBS for a graphical local stream
Loop one file without VLC
- Install OBS Studio for your operating system. OBS documents support for Windows, macOS, and Linux.
- In the scene you intend to stream, add a Media Source and select the local video file.
- Enable Loop in the source properties, then confirm that the file plays and restarts as expected in the OBS preview.
- In OBS stream settings, choose YouTube and enter the stream key from YouTube Studio. Treat the key as a password: do not publish it or share it.
- Set the encoder, resolution, frame rate, bitrate, and keyframe interval to settings YouTube supports and your connection can sustain. Test before relying on a continuous run.
- Start streaming, then check YouTube’s stream-health indicator and the actual audio and video.
OBS documentation notes that hardware decoding can be used when available for supported media and suitable hardware. Availability depends on the file and system; it is not a promise that a particular low-power PC will handle the workload.
Loop an ordered playlist in OBS
- Install VLC as well as OBS. The OBS VLC Video source uses the VLC installation; 64-bit OBS requires 64-bit VLC.
- Add a VLC Video source to your scene and add the local files in the order you want them played.
- Check the source properties. OBS documentation says Loop Playlist is enabled by default; verify the setting rather than assuming it was retained.
- Configure the YouTube stream and encoder in OBS, then test transitions between files, including the end of the playlist and the return to its beginning.
This route may solve playlist handling, but it is not a complete removal of VLC: the VLC Video source requires VLC installed. OBS describes it as supporting a playlist of items, unlike Media Source, which is suited to a single media item.

Use FFmpeg when you prefer the command line
FFmpeg documents -stream_loop -1 as infinitely repeating an input; 0 means no loop. That option handles repetition, not the complete YouTube broadcast configuration. You still need to choose the input, decide how audio and video are handled, configure the encoder and output, and provide YouTube’s ingest address and stream key. Consult the FFmpeg documentation for the exact options supported by your installed build.
Because input formats, codecs, and hardware differ, there is no safe one-line command that is guaranteed to work for every low-power PC or video. Build and test the command with a short run first, verify audio and picture, then check YouTube stream health before leaving it unattended. Keep the stream key private wherever it appears in command history, scripts, or logs.
Set YouTube up before a 24/7 run
Confirm channel eligibility
- YouTube requires a verified channel with no live-streaming restriction in the preceding 90 days. Check the current status in YouTube Studio before troubleshooting an encoder that cannot go live.
- YouTube says live content must follow its Community Guidelines and Terms of Service. Its live-streaming help page says streamers must be at least 16 years old.
- Rights matter for every item in a looping playlist. Ensure you have the rights or permission needed for the music, video, and other material; a video being available online does not establish that you may rebroadcast it.
Match encoder settings to the connection
YouTube’s encoder guidance recommends RTMPS and specifies CBR, a keyframe interval of two seconds (not exceeding four seconds), and support for up to 60 fps. Its recommended bitrate varies with codec, resolution, and frame rate. For H.264, YouTube lists 5 Mbps for 1080p at 30 fps, 6 Mbps for 1080p at 60 fps, and 3 Mbps for 720p at 30 fps. These are YouTube ingest recommendations, not evidence that your PC can encode those settings or your connection can sustain them.

Use the recommended settings for your chosen codec and output, and leave enough upload capacity for a stable stream rather than targeting a rate your connection barely reaches. YouTube recommends testing upload bitrate and running a test before going live.
Test the real workload
- Use the actual video files and playlist, not a lightweight sample if the real content is more demanding.
- Test the resolution, frame rate, encoder, and bitrate you plan to use. Include audio and motion similar to the planned stream.
- Watch the local preview and YouTube stream health for dropped frames, stalls, audio problems, or failed ingest.
- Let the playlist cross file boundaries and loop back to the beginning. Check whether OBS or FFmpeg remains active and whether YouTube continues receiving a signal.
- Repeat under the conditions in which the PC will actually run. A short successful test does not establish long-term reliability or power consumption.

Check your low-power PC before choosing
For a local option, a successful test on your actual hardware is more useful than an assumed minimum specification: the official documentation reviewed here does not establish one. Check these points before committing to an always-on run:

- Workload: the chosen media files, resolution, frame rate, codec, and audio.
- Encoder: whether your selected software and encoder can sustain the output without persistent dropped frames.
- Connection: stable upload capacity for the selected bitrate, tested under realistic conditions.
- Playlist behavior: correct order, transitions, and looping after the final item.
- Monitoring: a plan to notice a stopped process, loss of YouTube ingest, or stream-health warnings. Local software cannot keep broadcasting if the PC or its connection is off.
- Rights and channel status: eligibility and permission for every piece of content in the playlist.
There is no measured power-use figure in the cited documentation for OBS or FFmpeg, so estimate electricity from your own machine’s consumption and your local electricity rate rather than relying on a generic claim.

OBS cannot find or play the VLC playlist
Confirm VLC is installed and matches OBS architecture: 64-bit OBS needs 64-bit VLC. Recheck the file paths and playlist entries, then test each file individually. If you only need one file, use Media Source instead of VLC Video.

Check channel verification and live-streaming restrictions, then verify the stream key and ingest settings in OBS or FFmpeg. Ensure the encoder is sending to YouTube using the configured RTMP or RTMPS output, and inspect YouTube stream health for the reported issue.

YouTube reports unstable or insufficient stream health
Compare the configured bitrate with YouTube’s recommendation for the selected codec, resolution, and frame rate. Test upload capacity as YouTube advises, lower the output demands if the connection cannot sustain them, and repeat with representative audio and motion.
The video stutters or the PC struggles
Test a lower resolution or frame rate, or a different supported encoder configuration, and observe whether the actual machine can sustain it. Hardware decoding may be available for supported media on suitable hardware, but the OBS documentation does not guarantee that it will be available or solve a particular performance problem.
The playlist stops at the last item
For OBS VLC Video, verify Loop Playlist is enabled. For one file in Media Source, verify Loop. With FFmpeg, confirm the input loop option is applied to the intended input and that the process itself has not exited.
The broadcast stops after a PC, network, or YouTube interruption
Check whether the local OBS or FFmpeg process is still running, whether the internet connection has recovered, and what YouTube stream health reports. A local setup depends on the PC and its connection remaining available; if you need the stream to continue independently of them, use a hosted workflow and review its recovery terms rather than assuming uninterrupted operation.
