Virtual Cards vs. Spending Controls for AI Agent Purchases: What to Use and How to Combine Them

Use both when an AI agent can spend money: give it a separately scoped payment credential, such as a virtual card or service-specific payment account, and enforce a policy that limits amount, merchant, timing, purpose and approval. A virtual card is the credential that reaches an authorization system. Spending controls are the rules that decide whether a proposed purchase is allowed. A card limit can cap financial exposure, but it cannot determine whether the purchase fulfills the task you assigned, whether an API call is safe, or whether a marketplace transaction is really from the merchant you intended.

The practical choice is therefore not “virtual card or controls.” It is deciding where each rule is enforced, who can change it, what happens when an exception occurs, and whether a reviewer can connect the charge to the agent, task and human authorization.

What a virtual card does—and does not do

A virtual card is a payment credential represented by a card number, expiration date and security code, usually issued for online use. It can be assigned to one AI agent or one workflow instead of exposing a company’s primary card or bank-account credentials. Depending on the issuer, the credential may have its own spending ceiling, date range, merchant restrictions or single-use behavior.

That makes the card a payment boundary. If an agent receives only a card with a $100 daily ceiling, the issuer can reject authorizations above that ceiling or after the allowance is consumed. The boundary is valuable because it limits what can be charged through that credential even if the agent’s software behaves incorrectly.

  • Gift Cards are shipped active and ready for use.
  • This card is non-reloadable. No cash or ATM access. Funds do not expire. If available funds remain on your card after the valid thru date has passed, please call customer service for a replacement card. A one-time purchase fee applies at the time of checkout. No fees after purchase.
  • To access your card information safely, type the complete website address shown on your Gift Card (MyGift.GiftCardMall.com) directly into your browser's address bar. Don't use search engines or shortened versions of the website address, as these may lead you to fake or fraudulent sites. Do not provide any Gift Card details (example: Card Number) to someone you do not know or trust. If you believe you've reached an illegitimate website, contact cardholder service at 1-888-524-1283. Be cautious of phishing sites, there are a variety of scams in which fraudsters try to trick others into paying with gift cards.
  • To report your Lost or Stolen Physical Visa Card, call Customer Service 24/7 at 1 (888) 524-1283 to cancel your Gift Card as soon as you can. You will be asked to provide the Gift Card number and other identifying information.
  • Use your Visa Gift Card in the U.S. everywhere Visa debit cards are accepted, including online.

It is not a complete business policy. A card authorization normally knows about an amount, merchant and transaction, but not the full objective expressed in a prompt. It may not know whether a subscription is redundant, whether a service is approved for your industry, or whether an API request would expose confidential data. An agent can also misuse other tools—such as a cloud account, an API key or a procurement integration—without touching the card at all.

Visa’s 2025 report on agentic commerce describes controls that can live in agent software as well as controls embedded in the payment credential. Its examples include single-use virtual cards with custom limits, merchant restrictions and transaction criteria. Those are design patterns in Visa’s ecosystem, not a promise that every issuer or agent supports every feature. See the 2025 Visa report for the distinctions.

A separate credential also improves attribution. You can identify which card was used, rotate or freeze it without replacing a company-wide card, and give an agent access only to the credential a human deliberately supplied. The issuer’s exact guarantees still matter: verify whether the agent can retrieve additional credentials, whether a card can be unfrozen automatically, and whether limits are enforced before authorization.

What spending controls mean

“Spending controls” is a broader term for the policy layer that bounds an agent’s authority. A control can be implemented in several places:

  • Credential or issuer: per-card limits, merchant-category restrictions, transaction counts, geographic rules or expiration dates enforced during payment authorization.
  • Payment service: a policy engine evaluates the proposed merchant, amount, currency, funding method and transaction context before submitting payment.
  • Agent runtime: software checks a task budget, allowed tools, approved domains, rate limits or a required approval state before calling a payment tool.
  • Business workflow: a person approves a purchase, an invoice or a policy exception, often with a record of who authorized it and why.

The strongest design combines these layers. The runtime can reject a request that does not match the task, the payment service can require approval for an unfamiliar merchant, and the card can cap the maximum loss if another layer fails. A rule that exists only in a prompt is an instruction, not a dependable financial control.

Virtual cards and spending controls compared

Question Virtual card Spending-control policy
Primary purpose Provide an isolated payment credential and, where supported, a payment-level boundary. Define what the agent may buy, when it may buy it and which approvals are required.
Typical enforcement point Issuer or card-authorization system; some rules may also be configured in a card-management platform. Agent runtime, payment service, issuer, workflow system or a combination.
Useful scope Per card, transaction, merchant category, date range or single use, depending on the issuer. Per task, agent, transaction, merchant identity, category, time period, budget, tool or approval state.
What it can limit well How much can be charged through that credential and, in some programs, where it can be used. Whether the purchase fits a business purpose, requires a person, uses an allowed tool and stays within a defined budget.
Who may change it Usually an issuer administrator or company card administrator; the exact role model is provider-specific. Could be a human administrator, policy service, API caller or agent unless the system prevents self-modification.
Exception handling Often declines or permits according to configured card rules; approval behavior is not universal. Can pause for human approval, deny, request a larger budget or route to another workflow.
Main blind spot A valid authorization does not prove that the agent’s purchase was appropriate or that the merchant identity was interpreted correctly. A software rule may be bypassed if another credential, tool or integration has broader authority.
Coverage Best suited to transactions accepted on the card network; region, currency and merchant acceptance vary. Can cover card purchases and, where supported, API, subscription or other service payments.
Audit question Which card and transaction were used? Which agent, task, policy decision and human owner allowed the transaction?

Provider documentation does not establish these capabilities uniformly. Treat “virtual card” and “spending controls” as categories, then verify the actual implementation for your account, region and transaction type.

Choose the control architecture by purchase type

Online services, APIs and model usage

An agent that pays for an API, hosted tool, MCP server or web-content service may not fit a normal employee-card workflow. The payment may be created through a platform connector, usage wallet or account-level authorization rather than a browser checkout. AWS documentation for AgentCore payments describes payment managers and connectors that let agents access paid APIs, MCP servers and web content with configurable spending permissions and limits. It also notes geographic restrictions on some funding methods. Read the AWS AgentCore payments concepts documentation for the supported model, and confirm which regions, currencies and funding methods apply to your account.

For this use case, define a budget per agent and per task, restrict the allowed service identifiers, cap calls or spend over a time window, and require approval when a new provider or unusually large request appears. A card may still be useful for a service that accepts card payment, but it is not automatically the right control for metered API usage.

Retail purchases and ordinary procurement

A card credential is more natural when the agent is buying a physical item from an online merchant. Issue a card dedicated to the agent or workflow, set a low default limit, and require a human to approve the actual merchant, item total, shipping charge and delivery address when the purchase is consequential. Keep the procurement policy outside the card: an authorization can show that a merchant charged the card, not that the item met your specifications.

Recurring subscriptions

Subscriptions need controls for renewal as well as the first charge. Use a credential that can be frozen or terminated independently, record the approved renewal period, and make the agent surface price increases, plan changes and duplicate services. A monthly card limit by itself may permit an unwanted renewal if it remains below the ceiling.

High-value, regulated or irreversible transactions

For payroll-like transfers, regulated services, large purchases or transactions that cannot be easily reversed, require explicit human approval tied to the exact amount, recipient or merchant and task. Do not rely on a prompt saying “ask me if it seems expensive.” The approval system should present the proposed transaction and prevent payment until the designated person accepts it.

How to set up an agent payment safely

  1. Inventory every payment path. List cards, bank accounts, API keys, cloud billing accounts, wallets, purchase orders and third-party connectors the agent can reach. A card policy cannot protect a second credential that the agent can use.
  2. Give the agent the narrowest credential. Create a card or payment account dedicated to the agent, task or department. Share only that credential through the supported secret or payment interface. Avoid placing a company-wide card number in a prompt, configuration file or unrestricted tool.
  3. Set a conservative financial ceiling. Choose per-transaction and time-window limits that match the task. If the provider offers daily, weekly or monthly limits, select the smallest practical value and document who can change it. Add expiration or single-use behavior for one-off work.
  4. Define allowed merchants and services. Prefer specific merchant identifiers, service IDs or approved domains where available. If the control uses broad merchant categories, document the category and test representative transactions before relying on it.
  5. Constrain the agent’s software tools. Allow only the tools needed for the task, restrict destinations and API scopes, and prevent the agent from editing its own budget, approval rules or credential permissions.
  6. Choose an approval threshold. Decide whether every purchase needs approval or only new merchants, higher amounts, unusual currencies, recurring commitments or policy exceptions. The approval request should include merchant, amount, currency, purpose, task ID and the exact credential or funding source.
  7. Define denial and timeout behavior. A request that exceeds a limit should fail closed or pause, not silently switch to another card. Set what happens if a human does not respond, a merchant changes the amount, or the payment is retried.
  8. Log the decision chain. Retain the agent identity, task, tool call, policy version, approval record, authorization response and final transaction. Confirm that logs are protected from alteration and can be searched by card, agent and human owner.
  9. Test recovery. Simulate an over-limit request, an unapproved merchant, a duplicate charge, a payment facilitator, an expired card and a revoked credential. Verify that the agent cannot raise its own limit or route around the denial.
  10. Review access regularly. Remove unused cards, rotate credentials, reconcile transactions and revisit limits when the agent’s tools or business purpose changes.

What current products illustrate

Agent-specific virtual cards

Mercury’s agent-card documentation describes virtual cards with daily, weekly or monthly spending limits. It says a human sets and changes the limits in the company’s app, an agent cannot raise its own limit or unfreeze the card, and an agent can retrieve only the agent cards a human explicitly provides. Mercury presents the resulting exposure as bounded by the human-created cards and limits. That is the provider’s product description, not an independently tested security guarantee; confirm the behavior, account eligibility and administrative roles before deployment.

Credential-level and software-level controls

Visa’s 2025 agentic-commerce report describes a model in which controls can be stored in agent software, embedded in a payment credential or split between both. Its example of a single-use virtual card includes custom spending limits, merchant restrictions and transaction criteria. Visa’s product overview also describes predefined spend controls and approval rules for agent payments in its ecosystem. These descriptions do not mean that every issuer, merchant or agent runtime currently offers each function.

Newer agent-card announcements

Corpay announced an Agent Card capability on July 28, 2026 for AI-driven commerce workflows. Because that date is a corporate announcement rather than a universal availability statement, check current launch status, eligible countries, supported transaction types, underwriting and administrator controls before treating it as generally available.

Merchant-category restrictions

American Express’ At Work Virtual Cards resource describes controls for eligible centrally billed products based on merchant-category codes or groups. It warns that a category may not reflect the merchant’s actual activity, may change, or may be obscured when a payment facilitator or marketplace processes the transaction. It also states that restrictions are intended to help manage spend but do not guarantee that a transaction will be approved or declined as intended, and that authorized transactions remain the company’s responsibility. Use category restrictions as one signal, not as proof of item-level control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why merchant restrictions have edge cases

Merchant-category controls classify a transaction; they do not inspect every item in a shopping basket. A marketplace may present one merchant identity while a third-party seller supplies the goods. A payment facilitator may submit the charge under its own classification. A business can also change categories or use a descriptor that differs from the brand the agent displayed.

Before deploying a category rule, ask the provider which identifier is evaluated: merchant category code, merchant ID, acquirer, payment facilitator, domain or another field. Run a test matrix that includes the intended merchant, a prohibited merchant in the same category, a marketplace seller and a subscription renewal. Record whether a mismatch causes a decline, a review or a successful authorization. Do not promise that a category block will stop every prohibited purchase.

Approval rules: when a person should decide

Approval is most useful when the agent can explain a proposed transaction before it becomes an authorization. The request should show the task objective, merchant or recipient, amount and currency, one-time versus recurring status, item or service description, expected business benefit, card or funding source and the rule that triggered the review.

Set approval conditions in advance. Examples include a new merchant, a purchase above $50, any recurring commitment, a non-default currency, a change in shipping address or a request that needs a tool outside the task’s normal scope. For low-risk, repeat purchases, pre-approved parameters can avoid unnecessary interruption. For exceptions, require a fresh decision rather than allowing the agent to split a purchase into smaller charges.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Visa’s agentic-commerce material describes presenting a proposed transaction to a user for explicit approval when needed and operating within predefined spend controls and approval rules. The important implementation question is whether the approval is bound to the actual merchant, amount and task. An approval of “buy office supplies” should not authorize a different merchant, a higher amount or a recurring subscription without another check.

Security risks beyond the card

Payment controls cannot compensate for excessive authority elsewhere in the agent stack. The International Monetary Fund’s April 2026 note, “How Agentic AI Will Reshape Payments”, describes how agents interacting with multiple external systems and APIs expand the attack surface. It identifies risks including tool misuse and cross-system privilege escalation and recommends strong authentication, scoped authorization and secure API governance.

Apply that guidance alongside payment controls:

  • Use separate identities and least-privilege scopes for each tool.
  • Prevent an agent from exchanging a read-only integration token for a payment credential.
  • Require re-authentication or a human decision for sensitive changes.
  • Segment production payment tools from experimentation and test environments.
  • Monitor unusual tool chains, repeated declines, rapid retries and attempts to alter policy files.
  • Revoke all related credentials when an agent, integration or administrator is compromised.

A single-use card can reduce the value of a stolen number, but it does not prevent fraud through another account, nor does it stop an agent from abusing an API permission that has no card at all.

Questions to ask a provider before enabling agent payments

  • Can the agent create, discover or retrieve an additional credential?
  • Can it raise its own limit, unfreeze a card, alter an approval rule or select a different funding source?
  • Are limits enforced before authorization, or are violations detected after the purchase?
  • Which merchant identifier is checked, and how are marketplaces and payment facilitators handled?
  • Can one purchase be linked to an agent, task, policy version, approving person and final transaction?
  • What happens when a request exceeds a limit, needs approval, times out or is retried?
  • Are partial approvals, split shipments, refunds, chargebacks and recurring renewals covered?
  • Which regions, currencies, merchant types, online services and funding methods are supported?
  • Who is responsible for authorized purchases and disputed transactions?
  • Can administrators export logs and prove which rule allowed or denied a payment?

Get answers in writing and test them in a non-production account. Product pages often describe intended capabilities without establishing identical guarantees for every account, region or integration.

Common failure modes and fixes

The agent uses a shared company card

Why it fails: one compromised prompt or integration can expose unrelated spending, and attribution becomes difficult. Fix: issue a dedicated credential and revoke the shared card from the agent’s tool scope.

The limit is high enough, but the purpose is wrong

Why it fails: a card ceiling measures money, not business intent. Fix: add task-level rules, approved services and human review for new or consequential purchases.

A category block allows an unwanted marketplace charge

Why it fails: the transaction may be classified by a facilitator or marketplace rather than the seller the agent displayed. Fix: verify the identifier used, test marketplace paths and require approval for ambiguous merchants.

The agent works around a denial

Why it fails: another card, API key or connector remains available. Fix: inventory all payment paths, enforce a single approved funding route and fail closed when the preferred route is denied.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Approval is too vague

Why it fails: a person approves a general intention while the agent later changes the merchant, amount or recurrence. Fix: bind approval to the exact transaction attributes and invalidate it when they change.

Logs cannot explain a charge

Why it fails: payment records are separated from agent and workflow records. Fix: propagate a task or authorization ID through the agent, policy engine and payment request, then retain the final authorization result.

Which approach should you use?

Use an agent-specific virtual card when the agent must pay ordinary merchants that accept cards and you need an independent ceiling, rapid revocation or cleaner attribution. Add spending controls whenever the purchase has a business purpose, a recurring commitment, a restricted merchant set or a meaningful approval decision.

Use a software or payment-service control as the primary layer when the agent pays metered APIs, MCP servers or other services through connectors rather than a conventional card checkout. Add a card boundary where the service supports it, but do not assume a card will govern non-card billing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For high-impact transactions, require explicit human approval even when the card and software limits are configured correctly. The final design should make it impossible—or at least difficult and observable—for the agent to obtain another credential, increase its own authority or silently switch to an unapproved payment path.

Frequently Asked Questions

Does a virtual card automatically make an AI agent safe to use?

No. It can isolate a credential and cap charges made through it, but it does not validate the agent’s intent, protect other tools or guarantee that merchant classifications are correct.

Should every AI-agent purchase require human approval?

Not necessarily. Low-risk repeat purchases can run within pre-approved merchant, amount and timing parameters. Require approval for new merchants, unusual amounts, recurring commitments, policy exceptions and other high-impact transactions.

Are merchant-category restrictions equivalent to blocking a specific product?

No. Category rules classify the transaction and may be affected by marketplaces, payment facilitators or changed merchant data. They are not item-level guarantees.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the most important control to test first?

Test whether the agent can obtain another credential, raise its own limit, change an approval rule or switch funding sources after a denial. A narrow card limit is less useful if another payment path remains available.
