Virtual Cards vs. Payment Tokens for AI Agent Purchases: How to Choose Safely

By Freedom251 Team · · 14 min read

Short answer: a virtual card and a payment token solve different parts of an AI purchase. A virtual card is a card credential—usually a separate card number—while a payment token substitutes for an underlying card or account credential. A token may also carry agent identity, purchase context, authentication, and policy signals, but the word token alone does not guarantee any of those controls.

For broad acceptance at ordinary card merchants, a properly limited virtual card can be the most immediately practical option. For an agent-payment program that supports network or issuer tokenization, a token can reduce exposure and provide stronger identity, authorization, and lifecycle controls. Many designs combine them: the agent pays over a familiar card rail while the network passes a token instead of the underlying account number. Choose based on the implementation, not the label.

What a virtual card is

A virtual card is a card credential generated or provisioned for a payment account and presented in a card transaction. It may have its own number, expiration date, and security code. Depending on the issuer, it may also support spending limits, merchant restrictions, expiration rules, or a separate account balance. Those controls are optional implementation features, not properties guaranteed by the phrase “virtual card.”

A virtual card can be reusable or limited to one transaction. It can be issued to a person, a business workflow, or an automated service. The agent normally receives enough card data to enter a conventional checkout, so whoever can retrieve or see that data may be able to use it unless additional controls intervene.

What a payment token is

A payment token is a substitute credential representing an underlying card or account in a payment context. The merchant or processor uses the token for authorization while the network or issuer maps it to the underlying funding credential. Tokenization can reduce the number of places where the actual card number is exposed.

In agentic-payment designs, a token can be issued for a particular verified agent and associated with a user instruction, merchant, amount, purpose, time window, or authentication event. Those bindings are implementation choices. A generic network token may simply substitute for a card number and may not contain meaningful spending policy or agent identity.

How they can work together

A card-like credential can be virtual and tokenized at the same time. For example, an issuer could create a virtual account for an agent, while the payment network supplies a transaction token that is restricted to a merchant and amount. Conversely, an agent may use a tokenized version of a normal physical card without any separate virtual-card number. The payment protocol and the credential format are separate dimensions.

Which should you give an AI agent?

Situation Usually the better starting point Why What to verify first
The agent must buy from many ordinary card-accepting websites now A virtual card with issuer-enforced controls It can use the existing card checkout model and is easier to deploy where protocol-native payments are not supported. Whether limits, merchant-category blocks, expiration, and rapid revocation are enforced by the issuer rather than only by the agent app.
The issuer, network, merchant, and agent platform support an agent-specific token program An agent-bound payment token It can avoid exposing the underlying card number and may carry identity, intent, authentication, and policy context. Exactly what the token is bound to, who enforces each restriction, and which merchants and processors accept it.
You need conventional card reach plus stronger agent controls A combined virtual-card and tokenized-card design The virtual account provides a separable funding credential while tokenization adds a substitute credential and transaction context. How the two lifecycles interact, which credential can be retrieved, and whether a revocation reaches every channel.
The agent is making a single high-value or highly sensitive purchase A task-scoped token or one-task card credential, where offered A short-lived, narrowly scoped credential limits the damage from reuse or redirection. Whether “one task” is enforced technically and what happens if the merchant retries, splits, refunds, or partially captures the payment.

Do not choose a token merely because it sounds more advanced, and do not assume a virtual card is single-use. Ask the provider to document the actual controls and enforcement point.

How an agent purchase works with each approach

Typical virtual-card flow

  1. You create or assign a virtual card connected to a funding account.
  2. You set any available limits, merchant restrictions, expiration, or approval requirements in the issuer’s controls.
  3. The agent receives the card details directly, through a secure credential vault, or through an API that reveals them when needed.
  4. The agent enters the details in a normal card checkout. The merchant and issuer process a conventional authorization.
  5. You receive the issuer’s transaction notification and reconcile the purchase. If the card is compromised, you freeze or replace it according to the issuer’s lifecycle process.

This model is straightforward, but it leaves an important question: does the agent receive a reusable number, or only a controlled authorization capability? A vault, application policy, or browser restriction may limit exposure, yet an agent-side rule is not equivalent to an issuer- or network-enforced limit.

Typical tokenized-agent flow

  1. You register the agent and establish who is allowed to instruct it.
  2. You authenticate the instruction, often during setup and again for sensitive purchases.
  3. The agent identifies the merchant, item or service, amount, and requested fulfillment.
  4. A token service provisions or retrieves a token bound to the permitted context. The underlying account number is not presented to the merchant or agent unless the implementation explicitly requires it.
  5. The merchant or payment protocol submits the token with the required authentication and context signals.
  6. The issuer authorizes or declines the transaction using the token, account status, risk information, and any policy attributes.
  7. Outcome events, receipts, refunds, and revocations are recorded against the token and the underlying account.

The security benefit depends on the binding. If a token is valid at any merchant for any amount and can be retrieved without meaningful authentication, it offers less control than an agent-specific, task-scoped token.

Seven tests for comparing implementations

1. Credential exposure

Determine whether the agent receives a reusable card number, a virtual card number, or only a substitute token. Ask where the underlying credential is stored, which systems can reveal it, whether it appears in logs or browser state, and whether a merchant ever receives it. A token that is only a static alias may still be replayable if it is not cryptographically or operationally restricted.

2. Scope and policy enforcement

List every control the service promises: merchant, amount, category, purpose, time window, currency, geography, number of transactions, or completion of a particular task. Then identify the enforcement point. An issuer or network decline is materially stronger than a rule inside an agent application that a compromised agent can ignore. Mastercard’s 2026 agentic-payments guide describes tokens that can be limited by spend, merchant category, purpose, and time, made unusable after a task, associated with an agent for traceability, and revoked. Those are Mastercard-described capabilities, so confirm that the specific issuer and product implement them.

3. Identity and traceability

Can the merchant and issuer distinguish the agent from the human account holder? Can a record show which user instruction authorized a purchase, which agent executed it, and which version of the policy was active? Agent-specific identity signals can improve investigation and authorization decisions, but an ordinary virtual card may provide only the card account and transaction record.

4. Authentication and approval

Separate setup approval from purchase approval. A passkey or biometric check when an agent is enrolled does not necessarily authorize every later purchase. Look for step-up authentication, approval thresholds, a clear display of merchant and amount, and a way to deny a changed item, price, shipping address, or subscription. Visa’s developer flow describes user authentication of an instruction, passkey setup and authentication, step-up verification, and credential retrieval for a particular merchant and amount. It is an architecture description, not proof that every Visa issuer or merchant supports the full flow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Revocation and lifecycle

Test how quickly an administrator can suspend an agent, revoke a token, rotate a virtual card, or terminate a task. Check what happens to pending authorizations, recurring charges, retries, refunds, and offline transactions. “Expires after completion” is useful only if completion is defined and the system actually rejects later use.

6. Acceptance and integration

Ask whether the payment works through a conventional web checkout, an API, or a protocol-native flow. A virtual card may work anywhere the associated card network is accepted, subject to merchant controls. An agent-specific token may require a compatible issuer, processor, merchant, directory, or protocol. A technically strong token is not useful if the target merchant cannot accept it.

7. Operations and accountability

Require transaction notifications, authorization and fulfillment records, refund matching, reconciliation exports, and a clear dispute path. Establish who investigates an agent error, a malicious redirect, a duplicate charge, or a merchant that delivers the wrong resource. Existing chargeback processes were designed around human-speed commerce; agent actions can happen faster and may produce different evidence.

What the current ecosystem actually provides

Visa’s agent-payment architecture

Visa’s Intelligent Commerce developer material describes a flow in which a user selects a purchase, authenticates the instruction, and allows an agent to retrieve payment credentials for the particular merchant and amount. The associated APIs cover agent-specific token provisioning, step-up verification, token lifecycle management, passkey setup and authentication, user payment instructions, credential retrieval, and transaction-outcome notifications. This is a concrete design for controlled agent payments, not a statement that every Visa issuer, merchant, or checkout currently supports it.

Visa’s March 2026 announcement about its Merchant Payment Protocol, or MPP, says the card specification defines how tokenized card credentials are passed, authenticated, and processed in compatible workflows. The described sequence is: an agent requests a resource; the merchant or service states its payment requirement; the agent authorizes payment within the interaction; and the merchant or service delivers the resource. Visa positions the card extension alongside other agent-payment standards, including x402.

In a June 10, 2026 announcement, Visa described an Agent Score for assessing merchant readiness, an Agentic Directory of verified agents and merchants, and token enhancements that add transaction context and assurance signals. Visa said those signals are intended to give issuers more information for authorization decisions. These are Visa product statements, not independent evidence that the features prevent fraud or improve approval rates.

Mastercard’s agentic-token model

Mastercard’s 2026 guide describes agentic tokens issued to registered, verified agents instead of exposing the actual card number. It says those tokens can be constrained by spend, merchant category, purpose, and time; rendered unusable after a task; associated with the agent for traceability; and revoked. The guide also describes strong on-device authentication and Mastercard’s Verifiable Intent framework, announced in March 2026, as a cryptographic record linking consumer identity, authorization, and agent intent. Treat these as capabilities Mastercard describes; availability depends on the participating issuer, agent, merchant, and processor.

Merchant-side integration and pilots

Adyen describes a merchant-side approach in which payment infrastructure connects to agent commerce while the merchant retains ownership of payment data and tokenization. Its 2026 material says support for AI-commerce surfaces from OpenAI, Google, and Microsoft is in pilot phases and describes collaboration with Visa and Mastercard on agent-ready token standards. Pilot status matters: a merchant may be testing a flow without offering it broadly, and a capability shown in a demonstration may not be available in your region, account, or checkout.

Security controls that matter more than the label

  • Least privilege: authorize only the merchants, categories, amounts, currencies, and time window needed for the task.
  • Human-readable intent: show the user the merchant, item, total, delivery terms, and whether the payment creates a subscription before approval.
  • Independent approval: require a passkey, biometric, or step-up check for high-value, unusual, or irreversible purchases.
  • Issuer or network enforcement: prefer controls that cause an authorization decline rather than rules enforced solely by an agent prompt or application.
  • Short lifecycle: use one-task or short-lived credentials where the implementation supports them and define how retries and refunds work.
  • Traceability: retain the user instruction, agent identity, policy decision, authentication event, authorization response, and fulfillment evidence.
  • Fast revocation: provide an administrator path that can suspend the agent and invalidate credentials without waiting for a support queue.
  • Monitoring: alert on changed merchant domains, unusual categories, amount increases, repeated declines, split shipments, and unexpected recurring billing.

Implementation checklist for issuers, developers, and finance teams

  1. Define the purchase boundary. Write down what the agent may buy, from whom, for how much, in which currencies, and during what period. Include taxes, shipping, tips, deposits, and recurring charges.
  2. Map the credential path. Document where the virtual-card number or token is created, stored, retrieved, transmitted, logged, and destroyed. Identify every service that can reveal the underlying account credential.
  3. Separate policy layers. Record which restrictions are enforced by the agent, merchant, processor, network, and issuer. Do not describe an application-level rule as an issuer guarantee.
  4. Set approval thresholds. Decide which transactions require approval at setup, at checkout, or both. Make the approval screen show the final amount and destination, not merely a broad instruction such as “buy office supplies.”
  5. Test adversarial changes. Attempt a different merchant, higher amount, changed shipping address, subscription conversion, repeated authorization, and redirected checkout. Confirm whether the payment is blocked or escalated.
  6. Exercise the lifecycle. Revoke the credential during an active session, after authorization but before fulfillment, and after a refund request. Record which events arrive and how quickly.
  7. Prepare reconciliation and disputes. Match token or virtual-card identifiers to the underlying account, receipt, user instruction, and fulfillment record. Define who handles duplicate charges, non-delivery, unauthorized use, and agent mistakes.
  8. Confirm acceptance. Test every target merchant, processor, region, currency, and checkout type. A protocol or token may work in a controlled pilot but fail at a conventional checkout.

Common mistakes and how to correct them

Assuming every virtual card is single-use

Some virtual cards are reusable until they expire or are closed. Correction: verify the issuer’s exact reuse, expiration, replacement, and merchant-lock rules, and test a second authorization.

Assuming every token is permissioned

Tokenization can be only a substitute for the underlying number. Correction: request documentation for merchant, amount, purpose, time, identity, authentication, replay, and revocation bindings.

Relying on the agent’s own spending limit

An agent can be misconfigured, compromised, or redirected. Correction: duplicate critical limits at the issuer or network so an out-of-policy authorization is declined independently.

Approving an instruction without checking the final transaction

An agent may find a different seller, price, shipping address, or subscription term. Correction: require purchase-time presentation of the final details and step-up approval when they differ from the original instruction.

Ignoring the credential-retrieval endpoint

A tokenized design can still be weak if an attacker can call the retrieval API or obtain a bearer token from logs. Correction: protect retrieval with strong authentication, narrow scopes, replay resistance, audit records, and rapid revocation.

Confusing pilot availability with general acceptance

Agent-payment programs are developing unevenly across issuers, merchants, processors, regions, and protocols. Correction: verify the exact account, merchant, checkout, and geography rather than relying on a network announcement.

Assuming fraud prevention and liability are settled

No credential format guarantees that an agent will not be tricked or act maliciously. Correction: establish evidence and escalation rules before deployment, and obtain jurisdiction-specific legal advice for liability, authorization, and chargeback questions.

Scale claims and what they do—and do not—prove

Visa reported that x402-related activity reached $15.0 million in adjusted volume across 109.6 million transactions since May 2025, with figures attributed to Artemis Analytics as of April 21, 2026. Those numbers concern x402 data; they are not a measure of all agentic commerce or all card-payment volume, and transaction count alone does not establish user adoption or successful fulfillment.

Visa’s current Intelligent Commerce overview, accessed October 13, 2026, reports more than 4.8 billion payment credentials, over 175 million merchant locations, and more than 300 billion annual transactions. These are Visa-reported network-scale figures, not independently verified comparisons with other networks. They help explain why card-based approaches can offer broad reach, but they do not prove that a particular agent token will work at every location.

Open questions about mistakes, disputes, and accountability

An agent can follow a valid instruction and still purchase the wrong item, be redirected to a fraudulent merchant, misunderstand a price, or create a recurring obligation. Visa has noted that responsibility for a mistaken or maliciously redirected purchase remains unclear and that chargeback evidence and reversal rules were designed for human-speed commerce. That is a current design and governance challenge, not a settled legal rule.

Before granting payment authority, decide which party keeps the evidence of intent, who can pause fulfillment, how a user disputes an agent action, and whether the credential can be revoked without canceling legitimate pending orders. The answer may differ by jurisdiction, card agreement, merchant terms, and the specific token program. Do not infer legal liability from the existence of a token or virtual card.

Vendor positions, stated as vendor positions

Visa Chief Product and Strategy Officer Jack Forestell said, “As agents are introduced to payment flows, one thing becomes clear: trust and security are the infrastructure that makes the entire system work. We’re moving with urgency and optimism to deliver the next era of commerce — powered by agents, built on Visa.” This is Visa’s statement about its strategy, not independent proof of security performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Regarding MPP, Visa Global Head of Growth Products and Strategic Partnerships Rubail Birwadker said, “We’re entering a moment where agents can make decisions, move resources and pay for services on their own. But for these kinds of payments to scale, security isn’t optional, it has to be built into every layer – from authentication and data privacy to fraud prevention.” The quotation describes the design goal; it does not establish that every implementation meets it.

In Visa’s June 10, 2026 announcement, Forestell said, “AI is transforming the front end of commerce. Stablecoins are reshaping the back end,” and that Visa’s role is to enable it to work securely, reliably and at global scale for every participant. This is a vendor characterization of the market and Visa’s role.

Bottom-line decision rule

Use a virtual card when you need immediate compatibility with ordinary card checkout and can obtain issuer-enforced limits, clear notifications, and rapid replacement or revocation. Use an agent-specific payment token when the participating issuer, network, merchant, and agent platform can prove that it binds identity and intent, enforces scope, authenticates sensitive actions, and supports a complete lifecycle. Combine the two when you need card-rail reach and token-level controls.

The decisive questions are not “virtual card or token?” They are: what credential does the agent actually receive, who enforces the policy, what must a human approve, how is the agent identified, how fast can access be revoked, where is the payment accepted, and what evidence exists when something goes wrong?
