Virtual Cards vs. Digital Wallets for AI Agent Purchases: A Safety and Control Guide

Short answer: a virtual card is a payment credential, while a digital wallet is a broader account or software layer that may hold value, stage a payment, or connect several funding methods. For an AI agent, neither label is automatically safer. Choose the arrangement that gives the agent a tokenized credential, narrowly scoped authority, spending and merchant limits, explicit approval steps, strong authentication, and a clear refund or dispute path.

Current network and processor initiatives show how this can work, but they are not one universal product. The agent, issuer, processor, merchant, country, and transaction type determine which controls and payment rails are actually available.

What the two terms actually mean

Virtual card

A virtual card is a card credential generated for online use. It can have a separate number, expiration date, security code, spending limit, merchant restriction, or lifetime from your physical card. It may be used directly at a merchant that accepts the relevant card network.

For an AI agent, the important question is not whether the number is called “virtual.” Ask what the agent receives. It might receive the full virtual-card details, a single-use number, or a network token that hides the underlying card. Those designs have very different exposure and control profiles. A virtual-card product can provide useful business controls without offering any agent-specific tokenization or intent scoping.

Digital wallet

A digital wallet is an account or software layer that organizes a payment relationship. Depending on its design, it may store value, hold a balance funded by another method, stage a payment before a seller is paid, or provide a merchant-specific checkout account.

Visa’s October 2024 wallet policy guide distinguishes structures such as stored-value wallets and staged wallets and describes merchant-wallet arrangements according to their functionality. These categories have different funding and seller-network requirements. The guide is a Visa network policy document, not a claim that every wallet provider uses identical categories or rules.

A card can fund a wallet, and a tokenized card credential can be used in a wallet flow. That does not make the card and wallet the same layer. A wallet may also impose its own merchant reach, identity checks, balance rules, refund process, and account-security requirements.

How an AI-agent payment is authorized

An agentic purchase normally has four separate decisions. Keeping them separate helps you identify where a proposed setup is unsafe.

  1. Credential: what payment object is presented—card details, a virtual-card number, a wallet balance, or a network token?
  2. Authority: what has the user allowed the agent to do, for which task, merchant, category, amount, and time period?
  3. Authentication and approval: which actions can run automatically, and which require a passkey, one-time confirmation, or other user step?
  4. Settlement and recourse: which issuer, wallet, processor, and merchant rules govern authorization, refunds, fraud claims, and disputes?

Stripe says an authorized agent can receive a Visa or Mastercard agentic network token scoped to the customer’s intent without exposing the underlying card details. Visa’s Machine Payments Protocol support likewise describes passing and authenticating tokenized card credentials in compatible workflows. These are implementation descriptions, not a guarantee that every agent, issuer, or merchant supports them.

Virtual cards and wallets compared

Decision axis Virtual-card arrangement Digital-wallet arrangement What to verify before enabling an agent
What the agent receives A card credential, which may be a virtual number or a token; the exact design is provider-specific. A wallet account, balance, staged payment instruction, or tokenized funding method. Whether underlying card details are hidden and whether tokens are single-use, reusable, or intent-bound.
Authority scope May support amount, merchant, category, time, or transaction-count limits, but not every virtual card offers all of them. May add wallet-level balance, funding, merchant, or transfer rules. Can you limit the agent to one task, amount, merchant category, and expiry?
Approval model Can be automatic within limits or paused for user confirmation, depending on the issuer or agent integration. May require wallet login, device approval, passkey, or separate confirmation. Which events trigger a prompt, and can a high-value or unusual purchase be held?
Merchant reach Potentially broad card-network acceptance where the credential and agent flow are supported. May be broad or restricted to the wallet’s connected merchants and funding rules. Is the target merchant, country, currency, and checkout path supported?
Best-fit transaction profile Occasional online retail, subscriptions, and business purchases when card acceptance is needed. Stored value, staged checkout, merchant-specific accounts, or workflows that need a wallet balance. Does the use case need card-network reach, a balance, recurring billing, or machine-to-machine settlement?
Refund and dispute path Usually follows the card issuer, processor, and merchant terms for that credential. May involve separate wallet terms and a different support or balance-recovery process. Identify who handles an unauthorized agent transaction and how evidence is submitted.
Availability Not universal; agent tokenization and intent scoping depend on the named provider and integration. Not universal; wallet functionality and geography depend on the provider, issuer, and merchant. Confirm live support rather than relying on an announcement or roadmap.

Controls that make agent access safer

Tokenization instead of raw card details

A token replaces the underlying card number with a credential intended for a particular system or context. Stripe’s description of Visa and Mastercard agentic network tokens says the token can be scoped to customer intent, so the agent does not receive the underlying card details. A token still authorizes real money; tokenization reduces credential exposure but does not decide whether the purchase itself is appropriate.

Task and amount limits

Useful limits include a maximum per transaction, a daily or monthly ceiling, an expiration time, an allowed merchant category, a named merchant list, and a limit on the number of purchases. The narrower the task, the less damage a mistaken instruction or compromised agent can cause. A broad “buy anything under this amount” permission is materially different from “buy this model of printer from this merchant once.”

Agent credentialing and programmatic rules

Mastercard’s June 10, 2026 announcement for Agent Pay for Machines describes agent credentialing and authorization rules and spending limits enforced programmatically. It positions the service for high-frequency, low-latency, low-value machine transactions and says settlement can span payment types including cards and stablecoins. These are capabilities described for that named initiative, not properties of every wallet or card.

User approvals and passkeys

Visa’s June 10, 2026 announcement about its collaboration with OpenAI describes user permissions, spending limits, merchant categories, required approvals, tokenized Visa credentials, real-time authorization, and fraud monitoring. Visa’s Payment Passkeys explainer says: “If a purchase is high value, unusual for you, or just something you want to double-check, your agent can ask you to confirm it, and Visa Payment Passkeys provide that extra layer of security.” This is Visa’s product description, not independent evidence of measured security effectiveness.

Configure approval thresholds before the first live purchase. Decide whether the agent may place an order but wait for confirmation before payment, whether substitutions require approval, and whether recurring charges need a new authorization.

Real-time monitoring and a kill switch

Use notifications that show the merchant, amount, currency, reason supplied by the agent, and the credential used. You should be able to pause the credential, revoke the agent, or lower its limits without waiting for a billing cycle. Monitoring and fraud controls described by a provider apply only within that provider’s system; keep independent account alerts enabled where available.

Which approach fits which job?

One-off or occasional retail purchases

A tokenized card credential is often the more direct fit when the merchant already accepts cards. Visa characterizes cards as suitable for proxy and larger purchases in existing merchant networks. That is a broad use-case description, not a promise that every agent checkout will be accepted. Confirm that the merchant’s checkout, authentication prompts, shipping address rules, and country are supported.

Subscriptions and recurring bills

Use a credential with a clear recurring-payment policy and a way to cancel or rotate it. A disposable number may fail when a merchant needs to bill again; a reusable token may continue to authorize charges after the original task unless the scope or merchant restriction prevents it. Ask who controls recurring authorizations and how a refund is routed if the wallet and merchant use different account identifiers.

Stored value or staged checkout

A wallet can be appropriate when you want the agent to spend only a prepaid balance or to prepare a transaction before final funding. Check whether the wallet is stored-value or staged, how it is funded, whether unused funds can be withdrawn, and whether the seller receives the wallet’s identity or the underlying funding credential.

High-frequency, low-value machine payments

Machine-native payment systems may fit software services that make many small, automated payments. Mastercard describes Agent Pay for Machines for high-frequency, low-latency, low-value transactions. Visa describes x402 and its Machine Payments Protocol as machine-native approaches and reports that a workflow need not treat cards and stablecoins as mutually exclusive. Do not equate these infrastructure descriptions with general consumer availability.

A practical setup procedure

For consumers

  1. Write the task narrowly. Specify the merchant or category, maximum total, currency, delivery constraints, expiration, and whether substitutions are allowed.
  2. Choose the least-exposed credential. Prefer a tokenized or provider-controlled credential that does not reveal your underlying card number to the agent. If the provider cannot explain what the agent receives, stop.
  3. Set hard limits. Add per-purchase and aggregate limits, merchant or category restrictions, and an automatic expiry. Disable cash withdrawal or peer-to-peer transfers unless the task genuinely needs them.
  4. Set approval points. Require confirmation for high-value, unusual, recurring, international, or substituted purchases. Use a passkey or equivalent strong authentication when offered.
  5. Run a small test. Use a low-value purchase at the intended merchant, verify the authorization description, and confirm how cancellation and refunds appear.
  6. Monitor and revoke. Keep alerts on, review the agent’s activity, and pause or delete the credential when the task ends.

For a small business

  1. Map each agent to a business purpose, employee or service owner, budget, and approval chain.
  2. Use separate credentials or wallet balances for departments, projects, and vendors so one compromise does not expose the whole account.
  3. Require purchase metadata—agent identity, task ID, requester, merchant, amount, and timestamp—in your ledger.
  4. Define rules for tax, shipping, subscriptions, refunds, and duplicate orders before granting automation.
  5. Test the issuer’s dispute process with an administrator account and document who can freeze credentials.
  6. Review limits and agent permissions on a schedule, especially after changing models, tools, merchants, or geographic coverage.

For developers and sellers

  1. Represent authorization as structured policy, not a free-form instruction. Include amount, currency, merchant, category, time window, recurrence, and approval state.
  2. Pass only the token or wallet capability required for that policy. Do not log raw card details, passkeys, or reusable secrets.
  3. Verify token audience, expiry, transaction amount, merchant, and nonce at authorization time.
  4. Make retries idempotent so a timeout cannot create duplicate purchases.
  5. Return a clear receipt containing the agent identity, policy decision, authorization result, and settlement reference.
  6. Provide a human review path for ambiguous substitutions, failed authentication, partial fulfillment, and refunds.

Common failure modes and fixes

  • The agent sees a full card number: revoke or rotate the credential, inspect logs, and move to a tokenized or provider-mediated flow.
  • A legitimate purchase is declined: check merchant, country, currency, recurring-payment, and authentication support before raising limits. A higher limit will not fix an unsupported merchant or expired token.
  • The agent buys the wrong item: narrow product, merchant, and substitution permissions; require approval when the description, price, or delivery terms change.
  • Duplicate charges appear: stop retries, preserve transaction IDs, and ask the merchant and issuer which authorization captured each charge. Implement idempotency in the integration.
  • A subscription keeps billing: cancel at the merchant, revoke the recurring authorization or token, and confirm the cancellation in both merchant and funding-account records.
  • A refund is missing: identify whether the merchant refunded the wallet, token, or underlying account, then contact the responsible provider under its stated terms.
  • The agent is compromised: freeze the credential and wallet, revoke sessions and tools, preserve logs, change authentication credentials, and notify the issuer or provider immediately.

Availability, scale, and what the published numbers mean

Availability is implementation-specific. The named initiatives depend on participating agents, issuers, processors, merchants, countries, and compatible payment flows. A press announcement or protocol description does not establish that a feature is available to every consumer today.

Visa reported approximately $15.0 million in adjusted volume across 109.6 million x402 transactions since launch in May 2025, citing Artemis Analytics data as of April 21, 2026. This is a snapshot for x402, not total agentic-commerce volume and not proof of broad consumer adoption.

Visa’s current overview, accessed October 13, 2026, displays 4.8 billion payment credentials, more than 175 million merchant locations, and 300 billion-plus transactions annually. The surfaced overview does not place a reporting year next to those figures, so they should not be presented as a dated measure of agentic commerce.

Mastercard said on June 10, 2026 that more than 30 industry leaders were among the first to support Agent Pay for Machines. That is a vendor-announced participation count, not a count of live consumer integrations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Legal, refund, and dispute questions

Delegated transactions can create a chain involving the user, agent, token service, issuer, processor, and merchant. Visa has noted that existing legal and regulatory frameworks were not written specifically for delegated agent transactions and that chargeback evidence may become harder to apply to automated chains.

Do not assume that a wallet balance has the same consumer protections as a card purchase, or that an agent’s mistake is automatically treated as an unauthorized card transaction. Before enabling automation, read the issuer, wallet, processor, and merchant terms for your country. Confirm who is responsible for an unauthorized transaction, what evidence is required, how long a refund takes, and whether the agent’s approval record is retained.

A decision checklist

  • Does the agent receive raw card details, a virtual number, a wallet capability, or an intent-scoped network token?
  • Can authority be limited by task, merchant, category, amount, currency, time, and recurrence?
  • Which purchases require user approval or passkey authentication?
  • Can you pause, revoke, rotate, and audit the credential immediately?
  • Will the target merchant and country accept the exact agent flow?
  • Who handles refunds, fraud claims, chargebacks, and partial fulfillment?
  • Are the feature and limits live for your issuer, agent, processor, and account type?
  • Does the transaction profile justify a card-network flow, a wallet balance, or a machine-payment protocol?

Bottom line for choosing between them

For a normal retail purchase, start with a tokenized card credential or virtual-card arrangement that supports narrow limits and approval prompts across the merchant network you need. Use a wallet when its balance, staged-payment, or merchant-account functions solve a specific requirement. For software-to-software micropayments, investigate machine-native systems rather than forcing a consumer checkout model. In every case, judge the controls and recourse—not the label “virtual card” or “digital wallet.”

Frequently Asked Questions

How can I let an AI agent pay safely?

Give it the narrowest capability that completes the task: an intent-scoped token or isolated wallet balance, a strict amount and merchant policy, an expiry, and mandatory confirmation for unusual or high-value actions. Verify the provider’s live support and dispute terms for your country before allowing a real purchase.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I give an AI agent my card details?

Avoid exposing the underlying card number when a tokenized or provider-mediated option is available. If a service cannot explain what credential the agent receives, how it is limited, and how you revoke it, do not connect that card.

Are machine-payment protocols available to ordinary shoppers?

Not necessarily. Protocol announcements describe infrastructure and participating ecosystems; consumer access depends on the specific agent, issuer, processor, merchant, country, and account. Treat availability as a provider-by-provider question.
