Virginia Public Utilities (VPU) says it plans to end its district steam heating system no later than October 31, 2026. Businesses still served by the system need to arrange another heat source by that date. As of October 7, 2026, the stated deadline is 24 days away; call VPU now to confirm whether your property is affected and whether the schedule or service status has changed.
First, confirm whether your property is on the steam system
“Virginia” means Virginia, Minnesota. VPU’s remaining district-steam customers were described as located primarily in and around the downtown business district, but the available notices do not provide a current parcel-by-parcel customer list. A downtown address alone does not establish that a business is connected.

Contact VPU with the property’s service address and account details to verify service and ask what steps remain. VPU lists its office at 618 Second Street South, Virginia, MN 55792, and its phone number as 218-748-7540. Its conversion page and forms page provide current conversion information and application materials. Confirm the deadline and current service status directly before making construction or equipment commitments.
What the deadline means
VPU’s March 2024 customer notice says affected customers must convert to another heating source by October 31, 2026. Its January 2025 newsletter repeats that VPU plans to abandon the steam system no later than that date. The schedule is VPU’s stated plan; check with the utility for any later notice affecting your property.

The scale of the system has changed over time. VPU reported roughly 300 customers, primarily in and around downtown, effective November 1, 2021, compared with roughly 1,800 in 2007. Those are historical counts, not a current customer total. In January 2025, VPU said it had received 110 natural-gas applications, 33 interest-free loan applications, and five rebate choices; 25 customers were fully converted off steam. VPU also reported six grants disbursed by AEOA, reducing loan repayment amounts by more than $60,000, and said about 20 gas installations were slated to begin in the 2025 construction season. These are year-one progress figures, not 2026 completion or funding totals.
Choose a conversion route with a contractor
VPU’s materials describe natural-gas and electric conversions. Neither route is universally cheaper or better: the building’s existing heating equipment and utility services, contractor assessment, required upgrades, permits, costs, and schedule all matter. VPU maintains a contractor list; confirm qualifications, service area, and availability before selecting a provider.

The utility’s checklists identify steps and coordination points, not a universal equipment specification. Have a qualified contractor evaluate sizing, fuel or electrical capacity, venting, and site conditions before ordering equipment.
How the conversion process works
Natural-gas conversion
- Contact VPU to confirm the property is affected and request the forced-conversion gas-service application and current instructions.
- Get contractor estimates and select a contractor. VPU’s financing materials call for two qualified contractor estimates when seeking utility financing.
- Have the contractor complete the natural-gas capacity information. Mark a preferred gas-service entrance location early so VPU can review it.
- Before gas piping and equipment installation, the contractor obtains a City of Virginia mechanical permit. Coordinate the installation date with the contractor and VPU’s meter and regulator work.
- After installation, arrange the piping air test and City gas inspection with the contractor. The inspector unlocks the gas valve after a passing test.
- Contact VPU to arrange steam shutoff and its final inspection. VPU says monthly steam fees end after the final inspection.
Electric conversion
- Contact VPU to confirm the property’s status and obtain the forced-conversion acknowledgement and current electric-conversion instructions.
- Obtain contractor estimates and select a contractor. If applying for utility financing, VPU’s packet calls for two estimates.
- Ask the contractor to determine whether the building’s electric service needs an upgrade. If it does, submit VPU’s Electric Service Work application and coordinate the upgrade with VPU.
- Submit the forced-conversion acknowledgement and apply for the loan or rebate route, after confirming current eligibility and availability with VPU.
- After the new heating system is installed, schedule VPU’s steam-valve work and final inspection. VPU says steam service fees stop after that final inspection.
Ask about funding before setting a budget
VPU’s March 2024 notice described no-charge steam disconnection, natural-gas service to the property, a free electric service upgrade if needed, and a choice between a 0% loan and a rebate equal to 75% of the customer’s 2023 steam costs. The notice described the loan as covering installation of a new heat source and asbestos removal, requiring two qualified contractor estimates, and allowing up to ten years for repayment.

VPU’s current conversion page describes a $600,000 loan cap and says grant assistance may be available to affected businesses. Do not treat that cap as an individual award or assume that grant or loan funds remain available. Ask VPU and the relevant grant administrator about property eligibility, current terms, remaining funds, application timing, covered costs, and payment arrangements before signing a contract. VPU’s electric packet describes a 0% loan term of up to ten years with monthly or assessed payments; confirm current terms directly.
