Vietnamese technology company CMC Corporation and South Korea’s LOTTE Innovate signed a strategic memorandum of understanding (MOU) in Hanoi on October 13, 2026. Data centers are one of five cooperation areas, alongside electric-vehicle charging, security, technology offshoring and cloud computing.

The agreement creates a framework to identify and develop possible data-center projects in Vietnam. It does not yet announce a facility, location, investment, capacity or construction schedule.

What CMC and LOTTE Innovate agreed to do

The partners intend to combine CMC’s Vietnamese infrastructure and data-center operating capabilities with LOTTE Innovate’s industry experience and customer ecosystem. The wording describes prospective cooperation: the companies will explore opportunities and projects rather than confirm that construction has started.

Cooperation area Stated focus
Data centers Identify and jointly develop data-center projects in Vietnam.
EV charging Explore charging equipment, technology platforms, infrastructure and operating services.
Security Explore ways to protect systems and data and reduce information-security risk.
Offshoring Connect CMC’s technology workforce and global delivery capabilities with LOTTE Innovate’s Korean-market customer network.
Cloud computing Develop opportunities to help Vietnamese enterprises modernize infrastructure and accelerate digital transformation.

What the data-center plan means in practice

CMC’s proposed role

CMC is expected to contribute local infrastructure knowledge and operational capability in Vietnam. That includes the ability to develop and run facilities in the Vietnamese market, although the MOU does not assign a specific site, technical design or operating contract.

LOTTE Innovate’s proposed role

LOTTE Innovate brings experience from its technology and industry activities, along with access to a customer ecosystem. The companies have not identified anchor tenants or named customers for a potential facility.

Is the project funded?

No funding amount was disclosed for the LOTTE Innovate partnership. The public announcement does not state who would finance a project, how ownership would be structured, whether a facility would be built directly by the partners or through another delivery model, or when construction could begin.

The confirmed and unresolved points are:

Confirmed in the MOU announcement Not disclosed
Signed in Hanoi on October 13, 2026 Data-center site
Five cooperation workstreams Power capacity or IT load
CMC infrastructure and operations combined with LOTTE Innovate experience and customer network Investment amount and financing
Intent to explore and develop projects in Vietnam Anchor customers
Construction and completion dates

Where will the data center be built?

No location has been announced. The MOU refers broadly to projects in Vietnam and does not identify a city, industrial park, campus or power connection. Until the companies publish a project announcement, claims about Hanoi, Ho Chi Minh City or any other specific location would be speculation.

How much capacity will it have?

The partners have not published a capacity figure. There is no announced megawatt target, rack count, floor area, redundancy level, cooling design, uptime certification or renewable-energy commitment for the LOTTE-linked concept.

CMC’s other data-center projects provide context—but are separate

CMC approved a separate CMC Hyperscale Data Center project in Ho Chi Minh City in June 2025, with investment described by CMC as more than US$250 million. That announcement is not identified as part of the LOTTE Innovate MOU.

CMC also announced a separate August 2025 MOU with Samsung C&T. Its first phase was described as 30 MW with US$250 million of investment; later phases were expected to exceed 100 MW, with total investment described as approximately US$1 billion. Those figures belong to the Samsung-linked project and should not be used as the budget or capacity of the LOTTE Innovate partnership.

Why the partnership matters for Vietnam’s technology market

A data-center partnership can support local hosting, cloud services and enterprise digital transformation if it progresses to a funded project. The five-workstream scope also links physical infrastructure with cloud, security, charging networks and technology services. However, an MOU alone does not establish that any of those services will be delivered, nor does it guarantee a facility.

CMC Korea CEO Minh Tran Van said, “Our partnership with Lotte Innovate goes beyond a step in CMC’s global expansion strategy. It reflects the growing role of CMC Korea in connecting Vietnam’s technology capabilities with Korea’s leading corporations.” LOTTE Innovate Vietnam General Director Choi Jong Pil said, “Vietnam is a key market in LOTTE Innovate’s global strategy.”

What to watch for next

A later project announcement would need to answer the practical questions that the MOU leaves open:

  • Which Vietnamese location and utility connection will be used?
  • What IT load, power capacity and expansion phases are planned?
  • Who will finance, build, own and operate the facility?
  • Which cloud providers, enterprises or other customers will anchor demand?
  • What uptime certification, cooling architecture and energy strategy will apply?
  • When will construction start, and when could service become available?
  • How will the project address Vietnamese data-sovereignty and security requirements?

Until those details are published, the accurate description is a strategic cooperation framework for prospective Vietnamese data-center development, not a completed or fully funded build.
