Vietnam vs. South Korea for Semiconductor Manufacturing: Costs, Talent and Supply Chains (2026)

South Korea is the established choice for semiconductor manufacturing today. It offers mature industrial clusters, policy-backed financing, infrastructure and a deep supplier base. Vietnam is developing quickly in electronics manufacturing, chip design and assembly, testing and packaging (ATP), but it did not have an operating domestic wafer fab in the latest baseline evidence. Its first 32nm fabrication project broke ground in January 2026 and is expected to begin trial production in 2028.

Vietnam may be attractive for selected design, ATP and electronics projects or for supply-chain diversification. However, the available evidence does not prove that a Vietnamese plant has a lower total cost than a comparable South Korean facility. A sound decision depends on process stage, site reliability, workforce availability, customer requirements, incentives and execution risk—not wages alone.

What exactly are you comparing?

“Semiconductor manufacturing” covers several operations with very different requirements. A chip-design center needs engineers, software and intellectual-property protection. An ATP plant needs skilled technicians, clean production areas, test systems, packaging materials and dependable logistics. A wafer fabrication plant requires extreme capital intensity, ultra-pure water, continuous power, chemical handling, process engineers, high equipment uptime and a local ecosystem able to maintain tools and deliver materials.

Vietnam and South Korea should therefore be compared by manufacturing stage rather than treated as interchangeable national locations.

Stage or facility Vietnam’s position in the cited evidence South Korea’s position in the cited evidence
Chip design Growing base; the Ministry of Science and Technology reported more than 7,000 chip-design engineers, while the OECD counted about 50 design companies in its 2025 survey. Established semiconductor ecosystem and government-backed workforce programs; the supplied sources do not give a current national design-worker total.
Assembly, packaging and testing Existing projects and seven ATP facilities identified by the OECD; a major strength relative to wafer fabrication. Mature industrial capabilities and supplier networks, supported by cluster infrastructure programs.
Wafer fabrication The OECD said Vietnam did not produce semiconductors in its 2025 baseline. A first domestic 32nm fab broke ground in January 2026, with trial production expected in 2028. Long-established fabrication ecosystem and policy support. The supplied policy sources do not provide a current national wafer-capacity census.
Electronics manufacturing Large export-oriented base and projects involving major international manufacturers; hardware exports exceeded USD 132 billion in 2024, according to Vietnam’s Ministry of Science and Technology. Strong domestic semiconductor and electronics industrial base with extensive cluster infrastructure.

This distinction explains why Vietnam can be a credible location for some semiconductor operations without yet matching South Korea as a full manufacturing ecosystem.

Is Vietnam cheaper than South Korea?

There is no defensible single answer from the available data. Vietnam’s Ministry of Science and Technology says the country has lower labor and electricity prices than Malaysia, Thailand and Singapore. That is an official directional comparison, but it does not compare a complete Vietnamese project with a South Korean fab or ATP plant.

A total-cost model must include the items below. Leaving out any one of them can reverse an apparent labor-cost advantage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Construction and tool capital: cleanroom construction, lithography and deposition tools, packaging lines, test systems, installation and validation.
  • Yield and utilization: a lower hourly wage does not compensate for scrap, slower ramp-up or equipment sitting idle while engineers solve process problems.
  • Electricity price and reliability: fabs need continuous, high-quality power. Backup generation, redundancy and outage protection are part of the cost.
  • Water and waste: ultra-pure water plants, treatment capacity, chemical disposal and environmental compliance must be sized for the process.
  • People by specialty: process integration, equipment maintenance, facilities engineering, quality, reliability and EHS skills can be more decisive than average wages.
  • Logistics: imported tools, wafers, gases, chemicals and spare parts require reliable ports, customs procedures, secure transport and short recovery times.
  • Customer proximity: qualification, engineering changes and just-in-time delivery can favor a location near a customer’s existing cluster.
  • Taxes and incentives: model only benefits that the project is legally eligible to receive and that the responsible agency can actually disburse.

The evidence supplied does not provide facility-level figures for these variables in both countries. Any article or business case declaring Vietnam the cheaper country without disclosing assumptions about yield, utilization, power, water, logistics and incentives is overstating what is known.

Vietnam’s incentive framework

Vietnam’s 2025 Investment Law places semiconductor research and development, design, manufacturing, packaging and testing among activities eligible for special investment incentives and support. Eligibility remains subject to the Corporate Income Tax Law, land rules and government requirements concerning project scale and disbursement; inclusion in the law is not an automatic grant.

Materials from the Ministry of Finance’s SEMIExpo 2025 described a potential 5% corporate-income-tax rate for 37 years for qualifying semiconductor production projects investing at least VND 6 trillion. They also described six years of full tax exemption followed by a 50% reduction for 13 years, land- and water-lease exemptions, and tax or work-permit provisions for qualified technical personnel. The same material said implementing guidance was still being finalized. A project team should verify the current legal instruments, eligibility thresholds, approval sequence and payment timing before putting these terms into a financial model.

South Korea’s support measures

South Korea’s 2021 K-Semiconductor strategy announced more than 510 trillion won in planned private investment by 2030, together with tax and financing support, infrastructure sharing and a goal of training 36,000 semiconductor personnel over 10 years. These are announced targets and policy measures, not proof that every project receives the same benefit or that the entire investment target has already been realized.

A 2024 government package described at least 18.1 trillion won in semiconductor financial support and approximately 5 trillion won for research, commercialization and workforce development from 2025 through 2027. It also included public support for cluster roads, water and power. Implementation status, eligibility and remaining budgets should be checked for the specific province, facility type and investment date.

How to build a usable cost comparison

  1. Define the operation: design, ATP, mature-node fab or another process. Specify wafer size, packaging type, annual volume and customer qualification requirements.
  2. Prepare an identical bill of facilities and equipment for both countries, including construction, validation, spare tools and expansion capacity.
  3. Use site-specific tariffs and reliability data for electricity, water, wastewater and backup systems.
  4. Model staffing by role, shift and experience rather than applying one average wage.
  5. Set conservative yield and utilization ramps for the first three years, then test upside and downside cases.
  6. Apply only incentives confirmed in a written approval or an enforceable legal provision; show when cash arrives, not merely the headline value.
  7. Add the cost of delays, imported consumables, inventory buffers, expedited freight and technical support from another country.

Which country has the stronger semiconductor talent pool?

South Korea has the more established talent ecosystem for high-volume semiconductor manufacturing, but the supplied sources do not provide a current, apples-to-apples count of South Korean workers, vacancies or wage distributions. Vietnam’s numbers show rapid development, not parity with Korea.

Vietnam’s current workforce and targets

Vietnam’s Ministry of Science and Technology reported more than 7,000 chip-design engineers and said about 1.9 million people work in the broader technology sector. A government program aims to train at least 50,000 university-level and higher semiconductor personnel by 2030: approximately 15,000 in chip design and 35,000 in manufacturing, packaging and testing. Around 35 higher-education institutions were reported to offer semiconductor-related training.

The OECD’s 2025 survey estimated around 26,000 engineers across Vietnam’s semiconductor industry, alongside about 50 chip-design companies and seven ATP facilities. The ministry’s figure is specifically about chip-design engineers, while the OECD estimate covers engineers across the industry and comes from a different date and methodology. They should not be added together or treated as contradictory head counts.

The World Bank’s summary of Vietnam’s 2024–2030 strategy lists goals of more than 50,000 engineers and experts, 1,300 semiconductor trainers, four national shared laboratories, 18 institutional laboratories, 100 design firms, one small-scale fabrication plant and 10 ATP factories. These are policy goals, not capacities already delivered.

South Korea’s talent position

The K-Semiconductor strategy’s 36,000-person training goal over 10 years demonstrates sustained public investment in the pipeline. South Korea’s 2024 support package also includes workforce development. The available material does not establish a comparable current worker stock or forecast, so a precise numerical talent ranking would be misleading.

What a hiring plan should test

  • Availability of process, equipment, facilities, automation, quality and reliability engineers within commuting distance.
  • Technicians who can work rotating shifts and maintain cleanroom discipline.
  • Experienced managers able to transfer recipes, qualify tools and build a local training system.
  • Retention rates and competition from electronics, automotive and software employers.
  • Language capability for communication with headquarters, customers and equipment vendors.
  • Whether universities can provide laboratories and graduates on the project’s commissioning schedule, rather than only by 2030.

Vietnam can offer a growing engineering base and a large electronics labor market, but a new fab or complex ATP line may initially require expatriate specialists and intensive in-house training. South Korea reduces that ramp-up risk through its existing industrial concentration.

How developed are the two supply chains?

Vietnam’s role in regional production

Vietnam’s strongest current position is in electronics manufacturing, design services and ATP. The Ministry of Science and Technology reported hardware exports exceeding USD 132 billion in 2024 and cited projects involving Intel, Samsung, Amkor and Hana Micron, as well as domestic companies. Its location in Southeast Asia and broad network of trade agreements can help companies diversify production and serve regional customers.

Those export figures do not mean that Vietnam is self-sufficient in semiconductors. The OECD’s 2025 survey said semiconductors represented 7% of Vietnam’s exports, that the country recorded a USD 25 billion semiconductor trade deficit in 2022 and that it relied heavily on imported chips in the absence of a domestic foundry at that time. Assembly and electronics exports can grow while wafers, materials and advanced components remain imported.

South Korea’s industrial depth

South Korea’s advantage is the accumulated ecosystem behind its policy strategy: established manufacturing clusters, experienced suppliers, financing programs, infrastructure planning and large private investment commitments. The supplied sources do not attempt to quantify current national wafer capacity or market share, so those metrics should not be inferred from policy announcements alone.

Interdependence rather than simple substitution

The countries are also connected. A 2026 South Korea–Vietnam ministerial committee discussed technology transfer from Korean companies to Vietnamese partners, assistance for Korean manufacturers recruiting workers in Vietnam, critical-mineral supply chains and cooperation on power-grid and energy projects. South Korea’s ministry reported bilateral trade of USD 64.6 billion in the first half of 2026.

This relationship creates opportunities for a distributed model: design, electronics or ATP activity in Vietnam linked to Korean engineering, customers, equipment suppliers or upstream production. It does not mean Vietnam can immediately replace South Korea for every process.

Are Vietnam’s power, water and utilities ready for a fab?

Power is a gating issue, not a line item to be handled after site selection. The OECD identified semiconductor production’s large electricity requirement and the need for adequate generation capacity as a roadblock in Vietnam. A fab must also secure high-quality power, redundant feeds, backup generation, voltage conditioning, ultra-pure water, wastewater treatment and compliant chemical disposal.

For any Vietnamese site, request a written utility plan covering available capacity today, expansion dates, outage history, redundancy, water allocation, treatment limits and the utility’s obligations during construction and ramp. Compare those documents with the requirements of the exact tool set. A site that is inexpensive on paper but cannot deliver stable power or water on schedule is not a low-cost site.

South Korean cluster programs include public support for roads, water and power, but support announcements should still be checked against the specific industrial park and connection timeline. Existing infrastructure lowers execution risk; it does not remove the need for engineering verification.

What are the principal risks of building in Vietnam?

Technology and ramp risk

Because Vietnam’s first domestic 32nm fab is only expected to enter trial production in 2028, a new fabrication project would be participating in ecosystem formation rather than joining a mature local fab network. Expect longer commissioning, qualification and process-transfer work than at an established cluster unless a capable technology partner supplies the missing experience.

Talent concentration risk

Headline training targets do not guarantee that experienced process and equipment specialists are available when a project starts. Recruiting plans should identify which roles can be filled locally in year one, which require relocation and how knowledge will be transferred to local teams.

Utility and infrastructure risk

Power-generation constraints, water availability, waste treatment and logistics disruptions can stop production even when labor is available. These risks require contractual service levels, redundancy and contingency inventory.

Incentive and regulatory risk

Vietnamese tax and land benefits depend on eligibility, implementing rules and approvals. South Korean programs also have project-specific conditions. Treat a policy announcement as an opportunity to investigate, not as cash already booked.

Supply-chain concentration risk

Vietnam’s reliance on imported semiconductors and materials can expose a plant to shipping delays, customs changes and foreign-exchange movements. South Korea offers deeper local networks but may concentrate production in a smaller number of highly strategic clusters. A resilience plan should map single-source materials and qualified alternatives in both cases.

Decision framework: when does each country fit?

Score each candidate site against the same seven categories. Use a documented scale, weight categories according to the product and require evidence for every score.

Decision category Questions to answer What a stronger score means
Process and customer readiness Can the site run the required node or package, and can customers qualify it on schedule? Existing capability, reference production and short qualification paths.
People Are engineers, technicians and managers available for commissioning and steady-state shifts? Local specialists plus a credible training and retention plan.
Utilities Can power, water and waste systems meet tool specifications with redundancy? Contracted capacity, reliable service and tested backup systems.
Suppliers and logistics How quickly can tools, gases, chemicals, wafers and spare parts arrive? Nearby qualified suppliers, efficient customs and short recovery times.
Total cost What is the cost at realistic yield and utilization, including delays and support? Transparent model with sensitivity cases, not wage comparisons alone.
Legal certainty and incentives Which benefits are approved, when are they paid and what conditions apply? Written commitments and enforceable rules matched to the project.
Strategic risk How exposed is the project to geopolitics, transport disruption and customer concentration? Diverse suppliers, customers and routes with tested contingencies.

Vietnam is most plausible when

  • The project is design, electronics manufacturing or selected ATP rather than an immediately operating advanced fab.
  • Regional diversification and access to Southeast Asian production are priorities.
  • The company can fund training, import specialist expertise and build utility redundancy.
  • Incentives are confirmed and the project schedule allows for ecosystem development.

South Korea is most plausible when

  • Production depends on mature semiconductor clusters, experienced suppliers and rapid engineering support.
  • Customer qualification requires proximity to established Korean industrial partners.
  • Yield, uptime and time to volume matter more than potential labor savings.
  • The project can use available financing, infrastructure and workforce programs without assuming universal eligibility.

Due-diligence checklist before selecting a site

  1. Define the product, process, package, annual output and customer qualification standard.
  2. Obtain utility letters that state power, water and wastewater capacity, redundancy and delivery dates.
  3. Audit the labor market by role, shift, experience, salary and expected attrition.
  4. Map every imported tool, material, gas and spare part to its route, customs process and alternative supplier.
  5. Build a three-year ramp model with conservative yield, utilization and downtime assumptions.
  6. Get written confirmation of tax, land, work-permit and training incentives from the responsible authorities.
  7. Identify technology-transfer partners and the number of expatriate specialists required during commissioning.
  8. Run disruption scenarios for outages, shipping delays, export controls, natural hazards and customer loss.
  9. Require an independent review of environmental permits, chemical handling, waste treatment and worker safety.
  10. Re-score the sites after pilot hiring, utility testing and supplier qualification; do not rely on a desk study alone.

Bottom line for investors and operations teams

South Korea currently offers the lower execution risk for semiconductor manufacturing because the ecosystem, infrastructure and industrial know-how are already established. Vietnam is not yet a like-for-like replacement for that depth, especially for wafer fabrication, but it is a serious emerging option for electronics production, chip design and ATP, and it may become more capable as its 2026–2030 programs and first fab develop.

Do not award the project on headline wages, a tax rate or a training target. Select the country only after a facility-specific model proves that power, water, people, suppliers, incentives, yield and logistics work together for the exact process and customer base.
