Choose Video Reach when the buying outcome is audience exposure—more unique people, complete delivery of a message, or planned repeat exposure. Choose Video Views when the outcome is counted TrueView views and you want Google Ads to optimize with target cost per view (CPV). They are different optimization choices, not interchangeable ways to buy the same result.

Google Ads currently places both options under the YouTube reach, views, and engagements objective. You select either a Reach goal or a Video views goal. The interface and available subtypes can vary by account and can change, so confirm the labels shown in your campaign creation flow.

At a glance: match the campaign to the outcome

Decision axis Video Reach Video Views
Primary optimization Exposure: unique users, full-message delivery, or repeat exposure, depending on subtype TrueView views from people likely to consider the brand
Documented bid model Target CPM for reach formats and subtypes Target CPV
Inventory Depends on subtype; may include bumper, skippable in-stream, in-feed, Shorts, and non-skippable in-stream Multi-format mix of skippable in-stream, in-feed, and Shorts
Best fit Awareness plans with a reach, full-message, or frequency requirement Plans that prioritize platform-counted views and engagement
Main measurement caution Reach and frequency describe delivery, not attention or conversions A TrueView view is format-specific and does not prove a downstream conversion

Do not compare a target CPM and a target CPV as if they were two prices for the same event. CPM pays for exposure measured in impressions; CPV optimizes toward a qualifying view. A lower number in one column is not automatically a better deal.

What Google’s current campaign naming means

Google Ads documentation now groups these choices under the YouTube reach, views, and engagements objective. During setup, the goal label tells the system what to optimize: Reach is for reaching the maximum number of people, while Video views is for getting people to watch ads.

In October 2025, Google renamed the Ads metric previously labeled Views to TrueView views. Google says the rename did not change billing or the way paid views are counted. Reports, saved columns, and instructions written before the rename may still use the old wording, so check the column name in the current interface before comparing historical exports.

TrueView views in Google Ads are also separate from the public view count displayed on a YouTube video. A campaign can affect those two numbers differently. When setting a KPI, specify whether you mean Google Ads TrueView views, YouTube’s public count, impressions, unique reach, or frequency.

How Video Reach campaigns work

Video Reach is an exposure-focused family rather than one single delivery behavior. The subtype determines whether the system favors breadth, complete playback of the ad message, or repeated contact with the same people. Google documents target CPM bidding for reach formats and subtypes.

Efficient reach

Efficient reach is intended to find more unique users within the available audience and budget. It is the natural choice when the plan calls for broad awareness and the priority is the number of different people reached rather than multiple views from a smaller group.

Documented format options can include bumper, skippable in-stream, in-feed, and Shorts inventory. The exact combination offered in your account may depend on campaign settings and availability. Because the system is seeking additional people, a narrow audience or restrictive content targeting can sharply reduce delivery.

Non-skippable reach

Non-skippable reach is designed for situations in which the entire message should be delivered before the viewer can continue. Google’s documented options include bumper and non-skippable in-stream formats. This subtype trades some flexibility for a stronger guarantee that the selected ad is presented in full; it should not be treated as a promise that the viewer paid attention or remembers it.

Target frequency

Target frequency is for planned repetition among the same people. Use it when a launch, reminder sequence, or public-information message needs several exposures rather than the widest possible unique reach. Google’s setup guidance allows frequency caps to be set per day, week, or month, subject to the controls available in the account.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decide the acceptable exposure pattern before selecting this subtype. A cap that is too low may prevent the intended repetition; a cap that is too high can concentrate delivery on a small group and leave other potential viewers unreached.

How Video Views campaigns work

Video Views uses target CPV and optimizes for people likely to watch or engage with the ad according to Google’s TrueView definitions. Google’s multi-format setup can distribute one campaign across skippable in-stream, in-feed, and Shorts placements. The guidance recommends using all three inventory types to maximize available views, while still allowing an advertiser to opt out of individual formats.

Target CPV is an optimization input, not a guarantee that every view will cost exactly that amount. Actual costs and volume depend on competition, audience, creative, inventory, and the target you set. A very restrictive target or audience can limit delivery; a looser target may obtain more volume but change who is likely to view.

What counts as a TrueView view?

Google applies different qualifying rules by format. A counted view is therefore not a uniform unit of watch time across every placement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Format When Google Ads can count a TrueView view
Skippable in-stream The viewer watches at least 30 seconds, watches to the end when the video is shorter than 30 seconds, or interacts with the ad
In-feed The viewer clicks to watch, or watches autoplay for at least 10 seconds, or watches to the end when the video is shorter than 10 seconds
Shorts The viewer watches at least 10 seconds, watches to the end when the video is shorter than 10 seconds, or interacts, such as clicking a call to action

These thresholds explain why a view from a skippable in-stream placement is not directly equivalent to a view from Shorts or in-feed. Use format-level breakdowns when diagnosing quality, and report the metric name rather than saying only that the campaign generated YouTube views.

Some ad formats can increase YouTube’s public view count without increasing the Google Ads TrueView views metric. That is a reporting distinction, not necessarily an error. Reconcile the source, date range, format, and metric definition before judging a discrepancy.

When to choose Video Reach

Choose it for broad unique exposure

Select an efficient-reach setup when the communication plan asks, “How many different people can we expose to this message?” This is appropriate for an awareness launch, a new service entering a market, or a broad announcement where additional unique users are more valuable than additional plays by the same users.

Choose it for full-message delivery

Use non-skippable reach when the message depends on all of the creative being presented, such as a short safety instruction or a tightly sequenced brand statement. Keep the claim precise: the format controls whether skipping is available, not whether viewers are attentive or persuaded.

Choose it for controlled repetition

Use target frequency when memory or reinforcement requires multiple contacts. Set the desired cadence and cap by day, week, or month, then monitor both frequency and unique reach so repetition does not silently consume the entire audience.

When to choose Video Views

Choose it when counted views are the KPI

Video Views is the direct fit when the campaign brief prioritizes Google Ads TrueView views or view-driven engagement. It lets the system seek people more likely to meet the format-specific view criteria rather than optimizing primarily for the largest unique audience.

Choose it when you can evaluate mixed inventory

The multi-format approach can make skippable in-stream, in-feed, and Shorts available to the same campaign. This may provide more opportunities to obtain views, but it also means that the meaning of a view varies by placement. Plan reporting that separates those formats instead of treating the total as a single watch-time measure.

Do not choose it solely to inflate a public view counter

If the real requirement is broad reach, complete delivery, or a defined frequency, a Video Views campaign can optimize for the wrong outcome even when the public video count rises. State the business outcome first and select the goal that measures it.

CPV versus CPM: the practical difference

Term What it represents Question it helps answer
Target CPM The reach campaign’s optimization around cost per thousand impressions How efficiently are we buying exposure at the planned scale?
Target CPV The Video Views campaign’s optimization around a qualifying TrueView view How efficiently are we obtaining counted views from likely viewers?
Impression An ad delivery event; it does not by itself indicate a qualifying view How many times was the ad served?
TrueView view A format-specific watch or interaction that meets Google’s criteria How many qualifying views did Ads record?
Frequency The average number of exposures per reached user How often did reached people encounter the ad?

For a reach plan, evaluate unique users, impressions, frequency, and the share of the intended audience reached. For a views plan, evaluate TrueView views, view rate, cost per TrueView view, and the format mix. Add conversions or other business outcomes separately; neither reach nor a counted view establishes a sale, lead, or brand lift on its own.

How to create a Video Reach campaign

The wording in the live interface can change, but the documented flow follows this sequence.

  1. Start a new campaign. In Google Ads, choose the YouTube reach, views, and engagements objective.
  2. Select the Reach goal. Do not select Video views if the intended optimization is exposure.
  3. Choose the reach subtype. Select efficient reach for more unique users, non-skippable reach for full-message delivery, or target frequency for planned repetition.
  4. Set budget, location, and language. Use the geographic and language settings that match the audience definition in the media plan.
  5. Configure frequency controls when appropriate. For target frequency, choose the available daily, weekly, or monthly cap. For other reach subtypes, add a cap when controlling repeat exposure is important and the interface offers it.
  6. Review inventory and creative requirements. Confirm which formats the selected subtype supports, such as bumper, skippable in-stream, in-feed, Shorts, or non-skippable in-stream, and supply assets that meet the current specifications.
  7. Check targeting breadth. Google warns that narrow audience or content targeting can restrict reach. Remove unnecessary layers before launch if the campaign is failing to find enough eligible users.
  8. Launch and read exposure metrics. Monitor unique reach, impressions, frequency, delivery by format, and spend. Do not replace these with TrueView views unless that is a separately defined objective.

How to create a Video Views campaign

  1. Start a new campaign and select the YouTube reach, views, and engagements objective.
  2. Choose Video views. This tells Google to seek views and engagement from people likely to consider the brand.
  3. Set the target CPV. Treat it as a bidding target, not a fixed invoice price or a guaranteed volume.
  4. Enable the available multi-format inventory. The documented mix is skippable in-stream, in-feed, and Shorts. Google recommends all three to maximize available views, but you can opt out of individual formats when there is a measured reason.
  5. Apply location, language, audience, and content settings. Keep the audience broad enough to provide delivery unless a specific restriction is essential to the campaign.
  6. Add the video assets and call to action. Check each asset in the preview for the placements you have enabled, because the viewing context differs between in-stream, in-feed, and Shorts.
  7. Launch, then segment the report by format. Review TrueView views, view rate, cost per TrueView view, spend, and any engagement or conversion columns separately for each inventory type.

Targeting, frequency, and budget pitfalls

Over-targeting a reach campaign

Stacking many audience, placement, topic, language, and content restrictions can leave too few eligible impressions. If reach is unexpectedly low, inspect each restriction and compare the estimated audience before changing the bid. Broader targeting is often the first diagnostic step; it is not a reason to abandon a reach objective.

Using a Video Views bid to judge reach efficiency

A target CPV tells the system what a qualifying view is worth to you. It does not tell you what a thousand impressions or a reached person should cost. Compare CPV with other CPV outcomes, and compare target CPM with other reach-oriented CPM outcomes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing frequency with attention

A frequency cap limits or guides delivery repetition. It cannot establish that every exposure was noticed. Pair frequency reporting with creative diagnostics, brand studies, site behavior, or conversion measurement when those outcomes matter.

Assuming a vendor volume claim is a guarantee

Google’s Video Views guidance says multi-format ads can help advertisers get up to 40% more views for their budget. The cited page does not provide a publication year for that statement, so treat it as a vendor claim rather than an independently verified forecast. Actual results depend on the account, bid, audience, creative, and inventory.

Measurement plan: name the event before launch

Write the primary event in the campaign brief and in the reporting dashboard. A useful specification includes the campaign goal, subtype or format mix, bid metric, reporting metric, and the business outcome that will be evaluated separately.

  • Reach brief: unique users, impressions, average frequency, and delivery by reach subtype.
  • Full-message brief: non-skippable or bumper delivery, impressions, completion-related diagnostics where available, and downstream actions.
  • Frequency brief: reached users, frequency distribution, cap adherence, and incremental response after repeated exposure.
  • Views brief: TrueView views, view rate, target CPV versus actual CPV, format-level results, and engagement or conversion actions.

Include the reporting date range and the Google Ads metric name in exports. This prevents a later reader from mistaking a public YouTube count for TrueView views or combining incompatible format definitions.

Troubleshooting by symptom

Reach is much lower than expected

  • Verify that the campaign uses the Reach goal and the intended subtype.
  • Review location and language settings for accidental exclusions.
  • Look for narrow audience or content targeting, which Google identifies as a reach constraint.
  • Check whether the frequency cap is concentrating delivery on a small eligible group.
  • Confirm that the selected formats and creative assets are eligible.

Video Views has low volume

  • Check whether the target CPV is too restrictive for the selected audience and inventory.
  • Review whether one or more of skippable in-stream, in-feed, or Shorts has been disabled.
  • Inspect audience and content restrictions for unnecessary narrowing.
  • Separate learning about each format before changing several settings at once.

Ads reports fewer views than YouTube’s public counter

  • Confirm that you are comparing Google Ads TrueView views with the public YouTube count, not assuming they are identical.
  • Break the comparison down by format and date range.
  • Check whether the public count includes formats that do not increment the Ads TrueView metric.

The campaign has views but weak business results

  • Do not infer conversion intent from a counted view alone.
  • Review the creative’s call to action, landing experience, audience fit, and conversion tracking.
  • Compare downstream actions by format and audience rather than optimizing only to the aggregate view total.

A decision checklist

Answer these questions in order:

  1. Is the primary KPI unique reach, complete message delivery, controlled repetition, or counted TrueView views?
  2. If it is reach, which subtype matches the communication need: efficient reach, non-skippable reach, or target frequency?
  3. If it is views, are you comfortable evaluating a format-specific view definition across in-stream, in-feed, and Shorts?
  4. Which bid metric belongs to that outcome: target CPM for reach or target CPV for Video Views?
  5. What level of audience breadth is necessary for delivery, and which restrictions are genuinely required?
  6. Which report columns will be used to judge success, and are they clearly distinguished from YouTube’s public view count?

If the answers point to exposure, choose Video Reach and select its subtype deliberately. If they point to qualifying views, choose Video Views and report the TrueView metric by format. Revisit the choice only when the business objective changes, not merely because one campaign’s raw number is larger.
