Vehicle-Into-Crowd Crashes: Why They Happen and How Venues Reduce the Risk

Vehicle-into-crowd crashes can be deliberate attacks or other kinds of crashes; the fact that a vehicle enters a crowd does not, by itself, establish intent. For venues, reducing risk starts with assessing how vehicles, pedestrians, queues and emergency routes interact at that specific site, then using layered planning, prevention and protection. CISA describes this approach as “Plan-Prevent-Protect.”

Why do vehicles strike crowds?

There is no single explanation for every incident. A vehicle may strike people in a deliberate ramming attack, or a crash may occur without evidence of deliberate intent. General security guidance about hostile vehicle threats cannot determine the motive in an individual incident, and available official material does not establish a comprehensive account of accidental vehicle-into-crowd crashes or their frequency.

For deliberate attacks, CISA notes that a vehicle can be an appealing weapon because it may require minimal capability and can cause devastating harm where crowds gather and visible security is limited. In a 2025 public safety notice following the New Orleans attack, the FBI and DHS described vehicle ramming as having persistent appeal for aspiring violent extremist attackers. Those observations describe the tactic’s perceived attributes; they are not an explanation for every crash or a way to infer a particular person’s intent. What should venue planners assess?

Begin with the site and the way it will be used, rather than selecting a barrier first. CISA’s April 2024 Vehicle Incident Prevention and Mitigation Security Guide recommends a Plan-Prevent-Protect framework: assess risks, plan operations and emergency response, prevent exposure through management and awareness, and add appropriate protective measures as part of layered security. Consult security subject-matter experts and consider the resources needed to implement and maintain mitigations. [CISA guide]

A venue-specific assessment should map vehicle approaches against pedestrian movement and event operations. CISA’s self-assessment material highlights vehicle access to pedestrian areas, parking approaches, pressure near entrances and exits, narrow routes and congregation areas, stairs and other bottlenecks, queues, escape routes, and emergency vehicle access. Crowd density and dynamics can change during an event, so the plan should account for how arrival, departure and surges affect those points. [CISA Vehicle Ramming Self-Assessment Tool]

  • Identify where pedestrians and vehicles could cross, overlap or converge, including parking, pickup and drop-off areas.
  • Review queues and crowd pressure near entrances, exits and narrow routes, and consider how people can move away safely.
  • Check that planned measures do not obstruct accessible pedestrian routes, ordinary event operations or escape paths.
  • Preserve clear routes for emergency vehicles and define how staff will keep those routes usable.

These are assessment prompts, not universal instructions to close a route or install a particular device. The right response depends on a location’s geometry, event functions and operating conditions.

How can venues reduce exposure before an incident?

Crowd and traffic management are part of vehicle-threat mitigation, not separate concerns. Depending on the site assessment, a venue might separate pedestrian flows from vehicle approaches, keep lines away from traffic areas and entrances, arrange safer pickup and drop-off, or staff a pedestrian-vehicle crossing. Plans should also cover how employees recognize and report concerning behavior or suspicious vehicle activity, and how staff are trained to carry out their roles. CISA presents these as measures to consider for a particular site, not a checklist that automatically suits every venue. [CISA Vehicle Ramming Self-Assessment Tool; CISA guide]

For events, the CISA Mass Gathering Security Planning Tool, revised May 24, 2024, can help organizers structure planning and collaborate with law enforcement and first responders. Its generated report is a framework for planning, not a complete emergency or security plan; organizers still need to adapt and coordinate plans for the venue and event.

How do venue barriers differ?

CISA materials discuss fixed and retractable bollards, engineered planters, walls, temporary barriers and other options, as well as speed controls and blocking barriers. No option is universally best. CISA cautions that hostile-vehicle mitigation must fit the location’s physical constraints and functional demands. The useful comparison is how each measure fits the vehicle approach and site layout, its effect on accessible pedestrian movement and event operations, its staffing and maintenance needs, its impact on emergency access, and whether its performance has an applicable official crash rating. [CISA Vehicle Ramming Self-Assessment Tool; CISA Hostile Vehicle Mitigation]

Measure What planners should weigh
Fixed bollards, walls or engineered planters Whether the permanent layout addresses likely vehicle approaches while preserving pedestrian routes, venue functions and emergency access.
Retractable or other active barriers How the barrier will be operated, who is trained to operate it, and how it will be maintained without compromising access when it is open.
Temporary barriers Whether they suit the event layout and can be positioned and managed without creating new crowd-flow or access problems.
Speed controls or blocking barriers Whether the measure fits the approach and site geometry; where a blocking barrier is considered, whether an applicable official crash rating supports its intended use.

These categories are planning considerations, not a product ranking or assurance that a particular device will protect a particular site. CISA notes that active barriers require trained personnel and regular maintenance. Venue operators should rely on qualified security and engineering expertise to select, position and install systems; a barrier alone cannot prevent every incident. What does the historical record show—and not show?

The National Counterterrorism Center, FBI and DHS reported that the July 2016 vehicle-ramming attack in Nice killed 85 people and injured 434. This is a casualty figure for that named historical incident, not a current measure of risk or evidence of an increasing trend. The cited official materials do not establish a broad, current U.S. or global incident rate for vehicle-into-crowd crashes. [NCTC, FBI and DHS, Vehicle-Borne Attacks: Tactics and Mitigation (2020)]
